Committee Members are summoned to attend the MEETING of the Planning Committee to be held on Monday 27th April at 7.30pm, in the Conference Room, Village Centre, Trinity Road, Hurstpierpoint. Members of the public have a right to and are invited, to attend the meeting.

6.   Planning applications – Committee decision: Toconsider the following and make RECOMMENDATIONS to the Planning Authority:

6.1)        DM/26/0715       7 Kingsland Cottages, Reeds Lane, Sayers Common, BN6 9JG  Proposed two-storey side extension, porch canopy to front, and outbuilding at rear for use as a home office and incidental to the main C3 dwelling

6.2)        DM/26/0952     7 Kingsland Cottages, Reeds Lane, Sayers Common, BN6 9JG  Proposed outbuilding, for use as a home office, this is an application to establish whether the development is lawful. This will be a legal decision where the planning merits of the proposed use cannot be taken into account.

6.3)        DM/26/0743     Furlong House, Pitt Lane, Hurstpierpoint, BN6 9QA          The erection of a single detached dwelling together with driveway and associated hard and soft landscaping works.

6.4)        DM/26/0807       10 Chalkers Lane, Hurstpierpoint, BN6 9LR           Proposed side extension to the rear of the property.

6.5)        DM/25/3108       Moonshine Meadows Land At Grid Reference 528715 121501, Cuckfield Road, Ansty.  Proposed 5 pitch site for settled gypsy accommodation including vehicular access, each containing mobile home, utility building and parking spaces (Corrected site plan received 7 April 2026)

6.6)        DM/26/0714     Garage Annexe, Big Edgerley Barn, College Lane, Hurstpierpoint, BN6 9QY           Incorporating existing ancillary accommodation within existing 1-bed dwelling to form a larger 3-bed dwelling.

6.7)        DM/26/0835       51 Wickham Hill, Hurstpierpoint, BN6 9NR        Proposed first floor extension over existing ground floor projection on front elevation. Removal of dormer. New rooflights.

6.8)        DM/26/0879     19 Dunlop Close, Sayers Common, BN6 9SL Proposed single storey side extension incorporating roof lights to north elevation.

6.9)        DM/26/0141       Fieldside, Hassocks Road, Hurstpierpoint, BN6 9QW       Variation of condition 3 of DM/22/0020 to replace the approved drainage strategy with an updated drainage strategy.

6.10)      DM/26/0968     Vicarage Cottage, Mill Lane, Sayers Common, BN6 9HN Proposed loft conversion incorporating 1No. dormer & 2no.rooflights. Alterations to fenestration.

7.1)         LI/26/0419          Hurstpierpoint Tennis Club, South Avenue Recreation Ground, South Avenue, Hurstpierpoint. New Premises Licence to Sell alcohol by retail for consumption on the premises: Monday – Friday 1800 – 2200 hours Saturday – Sunday 1200 – 2200 hours  (Information item as time period to comment has expired)

8.2)        DM/26/0953       45 High Street, Hurstpierpoint.                 T1 – Pinus nigra – Fell to ground level as entwined with adjacent Magnolia tree, removal to preserve health and form of Magnolia and to prevent further encroachment. T2 – Conifer – Fell to ground level as visible dieback, poor health and limited amenity value.

  9. DM/25/2611               Leigh Cottage, Cuckfield Road, Ansty.       Rear and side single storey extension, new entrance porch and 4 no. dormer windows to main roof.
  10. DM/25/3176               Land adj to The Meadows, Little Park Farm,  Marchants Close, Hurstpierpoint.  Proposed dwelling, detached three bedroom chalet bungalow.               (H&SC PC recommended refusal)
  11. DM/26/0555               4 St Georges Place, Hurstpierpoint.  Proposed single storey rear extension and roof conversion.
  12. DM/26/0428               Land West Of Lodge Cottage, South Avenue, Hurstpierpoint. Variation of condition no 13 relating to planning application DM/21/3820 – to allow for design changes.
  13. Refused: to note refusals by MSDC:
  14. DM/26/0318               6 St Christophers Road, Hurstpierpoint. Construct rear full width dormer. Demolish existing rear extension and part of existing garage.  Construct larger single rear storey extension  (H&SC PC recommended approval)

The role of the Planning Committee in planning decisions:

  1. The Planning Authority is Mid Sussex District Council or South Downs National Park Authority who have the final decision on whether planning permissions are granted or refused.
  2. The Parish Council is a Statutory Consultee, which means that MSDC or SDNPA must ask for its opinion and take it into account, but not necessarily follow its recommendation.  (The Planning Authority can grant permission against the wishes of the Parish Council.) 
  3. The Parish Council has delegated its decision-making to the Planning Committee, which is authorised to express the Council’s view.
  4. The Committee should take account of local planning policies, as detailed in the MSDC Local Plan (2004), Neighbourhood Plan PARISH 2031 and the Mid Sussex Design Guide 2020.  It can also take guidance from the Parish Council’s Design Statement. 
  5. Members of the public attending Committee meetings are given the opportunity to speak on matters on the agenda but should follow the procedures set down in the Council’s Standing Orders.
