  • Manage in year committee budget within programme and delegation

Finance, Governance & Estates Committee (Membership to include Chairs of Committees)

  • Reviewing corporate and financial risks and insurance arrangements
  • Property management, leases and contracts outside the delegated authority of other committees
  • Set internal audit process
  • Develop and deliver agreed outputs from Parish Action Plan
  • Manage in year committee budget within programme and delegation
  • Identify and justify committee budget for future year

Estates & Facilities Management Committee (merged into Finance, Governance and Estates for 2023/2024 – see above)

 

 

Terms of reference:

  • Supervise routine maintenance and regulatory compliance of the Parish Council estate, including Hurst Meadows, Village Centre and Court Bushes Hub, and the appointment of contractors and the implementation of new projects approved by the Council
  • Review operational and management issues relating to streetlights, toilets, recreation grounds, waste and dog bins, cemetery trees and allotments
  • Oversee the day to day operation and use of the Village Centre (as delegated by Council as sole trustees of the charity) and the Court Bushes Hub
  • Monitor the financial performance and review charging rates for the Village Centre and Court Bushes Hub
  • Ensure the terms of the lease are being met at the Village Centre and Court Bushes Hub
  • Consider recommendations and advice from the Hurst Meadows Advisory Board and the Advisory Groups for the Village Centre and Court Bushes Hub
  • Develop and deliver agreed outputs from Parish Action Plan
  • Manage in year committee budget within programme and delegation
  • Identify and justify committee budget for future year

Highways, Cycleways & Footpaths Joint Council Working Group

Terms of reference:

  • Consider possible cycle routes, liaise with WSCC and make recommendations to Council
  • Consider traffic and parking issues and make recommendations to Council for CHS/TRO applications

Annual Parish Meeting

Membership

All Councillors

The Annual Parish Meeting is not a Council meeting, but rather is a meeting of local government electors registered for the area. This meeting must take place between 1st March and the 1st June (inclusive).

This meeting allows the Parish Council to explain what it has been doing over the last year and it provides an opportunity for the general public to ask questions and communicate any views and opinions.  The Annual Parish Meeting can be attended by the general public and they are entitled to participate.

The Chairman of the Parish Council will chair this meeting in his/her absence the Vice Chairman will take over. The Chairs of each committee will give a brief statement.

The Annual Parish Meeting date will be advertised in the Parish Council newsletter, Hurst Life page, Facebook page and website.
