AGENDA

1 Apologies for absence: To receive and accept apologies for absence.

    2. Declarations of interest: To receive and record declarations of interest.

    3. Minutes of the Previous Meeting of the Council: To receive and adopt the minutes of the 21 May 2026 Council Meeting.

    4.         Committee Minutes: To receive and where appropriate, consider the recommendations of the:

    4.1       Planning Committee (1 June 2026): There were no recommendations for Council.

    4.2       Community Engagement Committee (11 June 2026): There were no recommendations for Council.

    4.3       Finance, Governance & Estates Committee (18 June 2026): There were two recommendations for Council:

    F26/27.010: Cleaning Contract: The Committee considered a briefing note setting out a timetable and specification for options for the future cleaning of Court Bushes Community Hub, the Village Centre and the public conveniences.  The Committee was more minded to utilise a contractor for the cleaning services rather than an employee but would review both options when the quotations were received, and it was: RESOLVED:  That the Committee AGREED to recommend the specification and timetable to Council for the future cleaning of Court Bushes Community Hub, the Village Centre and the public conveniences.

    RECOMMENDATION: That Council AGREES the specification and timetable for the future cleaning of Court Bushes Community Hub, the Village Centre and the public conveniences.

    F26/27.011: Court Bushes Decorating Quotes: The Committee considered a briefing note setting out quotes for the redecoration of the whole of the interior of Court Bushes Community Hub, and it was: RESOLVED:  That the Committee AGREED to recommend to Council the appointment of J.D Ritchie Painting and Decorating to decorate Court Bushes Community Hub for a total cost of £10,420.00 plus VAT, with funds from the Court Bushes Sinking Fund Earmarked Reserve.

    RECOMMENDATION: That Council AGREES the appointment of J.D Ritchie Painting and Decorating to decorate Court Bushes Community Hub for a total cost of £10,420.00 plus VAT using funds from the Court Bushes Sinking Fund Earmarked Reserve.

    RECOMMENDATION:  That the Council RECEIVES the minutes of the following Committees, and AGREES the above recommendations:

    1. Planning Committee (1 June 2026)
    2. Community Engagement Committee (11 June 2026)
    3. Finance, Governance & Estates Committee (18 June 2026)

    5. Councillor Co-option:  To consider applications to co-opt councillors to fill the ordinary vacancies.  The deadline for applications was 12 noon on Wednesday 17 June 2026.  One application has been received and has been circulated confidentially to members of the Parish Council prior to the meeting.  Please note, the Parish Council is not obliged to select any candidate.  The following procedure should be followed:

    1. Candidates will be sent a full agenda for the meeting at which they are to be considered for appointment.  They may speak for up to three minutes about their application during the co-option item on the agenda.
    2. Voting takes place in public by a written ballot.  After the voting has concluded the Chairman will declare the successful candidates duly elected. 
    3. The successful candidates will sign their Declaration of Acceptance of Office form before they can act as a councillor.  The Register of Interests form must be completed within 28 days.

    RECOMMENDATION:  That the Council ELECTS one Councillor to serve on the Hurstpierpoint ward and to agree their Committee membership.

    6. Adjournment for Questions from the Public: To consider adjourning the meeting to receive questions from members of the public in accordance with Standing Orders and receive reports from other authorities.

    7. Reports from Other Authorities: To receive reports from representatives of other authorities:

    7.1       West Sussex County Council

    7.2       Mid Sussex District Council

    8. Draft Mid Sussex District Plan: To receive a verbal update on the latest position with the draft Mid Sussex District Plan including updates from the Mid Sussex District Ward Councillors.

    9. Section 106 Requirements:  To consider a briefing note setting out the request from MSDC to comment on the new/additional site policies, plus the Parish Council’s requirements for assets to be included in the Section 106 legal agreements, per site, for large planning applications by 26 June 2026, and agree a list of requests to submit to the Section 106 Team for current planning applications by 1 September 2026.

    10. Asset Transfers:  To consider a briefing note that outlines the assets owned by the Parish, District and County Councils in the Parish, and consider who might own and manage them in future, in the context of the reorganisation of local government. 

    11. Village Centre VAT Reclaim:  To consider how (in principle) to spend the funds received from the HMRC for the Village Centre charity VAT reclaims for 2022/23, 2023/24, 2024/25 (totalling £12,928) and for 2025/26 once claimed, in order that a proposal can be worked up.

    12. Residents Request:  To consider a proposal from a resident for part of South Avenue Recreation Ground to be used for parking spaces.

    13. Reports from Representatives on Outside Bodies: To receive reports from representative on outside bodies.

      14.       To note any information items, correspondence received or requests.

      Protocol for filming and recording at public meetings:  The Council has a protocol for public filming, recording and photography at its meetings, which is available on the Council’s website or on request at the Parish Office.
