RECOMMENDATION: No comment
2) 58 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TA. DM/23/1641.Proposed single storey rear extension and proposed loft conversion with rear dormer and two front rooflights. Lawful Development Certificate.
RECOMMENDATION: The committee recommend MSDC refuse this Lawful Development Certificate and request a full planning application.
3) 31 Nursery Close Hurstpierpoint Hassocks West Sussex BN6 9WA. DM/23/1725. Box Elder – reduce height by 3m and reduce lateral branches by 2-3m back to suitable pollard points.
RECOMMENDATION: Our recommendation is that MSDC should give permission.
P23/24015 Applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:
1) Applegarth Halton Shaws Hurstpierpoint Hassocks West Sussex BN6 9QR. DM/23/1325. Proposed rear and side extension, roof and first floor extension to the southern side, dormer windows above the existing integral garage and existing windows to be replaced with grey framed windows.
RECOMMENDATION: No further comment.
2) Hurst Wickham Rise College Lane Hurstpierpoint Hassocks West Sussex BN6 9AD. DM/23/1482. Construction of a detached outbuilding as a workshop and garden store. Construction of an artificial turf cricket wicket and net enclosure, with associated hard and soft landscaping works to locally reduce the existing ground levels and provide timber retaining structures (part-retrospective).
RECOMMENDATION: Our recommendation is that MSDC should give permission
3) Willowbrook Danworth Lane Hurstpierpoint Hassocks West Sussex BN6 9LW. DM/23/0746. Proposed conversion of hay barn to create 1 no. one bedroom single storey dwelling (with two proposed parking spaces) (Planning and Design and Access Statement added 7 June 2023) (Corrected plans received 13 June 2023)
RECOMMENDATION: Our recommendation is that MSDC should refuse the application. It is situated within an area of restraint/countryside. The application is contrary to:
DP12 – Countryside protection.
DP15 – New homes in the countryside.
Neighbourhood plan – Countryside aim 1 – Quiet lanes
4) 43 Wilderness Road Hurstpierpoint Hassocks West Sussex BN6 9XD. DM/23/1302. Sub-divide the existing dwelling provide into 2 semi-detached residential dwellings. Two members of the public spoke in objection.
RECOMMENDATION: Our recommendation is that MSDC should refuse the application. It is overdevelopment to convert this property into two properties totalling 7 bedrooms.
Loss of privacy, un-neighbourly, not in keeping with the existing street scene, increased danger from the new dropped kerb directly opposite existing properties. Two properties increase the need for off road parking, yet the garage is being removed, there is an increased risk of flooding from the newly created hardstanding. The current plans are incorrect; a window showing where there is a door. There are concerns some of the work is proceeding without permission, meaning Building Control Inspectors have not had full access to the site.
5) September Cottage St Georges Lane Hurstpierpoint Hassocks West Sussex BN6 9QX. DM/23/1521. Proposed two storey front extension, single storey rear extension, garage extension, front porch, floor plan reconfiguration and all associated works.
RECOMMENDATION: Our recommendation is that MSDC should give permission
6) Mansion House Bungalow High Street Hurstpierpoint Hassocks West Sussex BN6 9RQ. DM/23/1524. Retrospective application for the removal and replacement of a section of the boundary wall, including the section of wall adjoining Tower Lodge (work has already started on this wall under application DM/22/3576). Listed Building Consent.
RECOMMENDATION: Our recommendation is that MSDC should give permission
7) 7 Garden House 93A High Street Hurstpierpoint Hassocks West Sussex BN6 9RE. DM/23/1516. Proposed new garage.
RECOMMENDATION: Our recommendation is that MSDC should give permission, subject to parking restrictions being in place to always allow for disabled access during building.
8) 2 Beards Folly Cottages New Way Lane Hurstpierpoint West Sussex BN6 9BD. SDNP/23/00357/FUL. Conversion of stable block to a one bedroom holiday accommodation unit. (AMENDED DESCRIPTION)
RECOMMENDATION: Considering the amended description, on reflection we would recommend that SDNP should refuse the application. The proposed conversion is out of keeping with the existing stable block, it is over-development as exceeds the existing footprint and not sensitive to the setting of the National Park. If SDNP are minded to approve the application then usage should be restricted to a holiday let.
9) 1 Oakfield London Road Sayers Common Hassocks West Sussex BN6 9HT. DM/23/0337. Conversion of existing double garage into habitable room and erection of replacement detached double garage (Revised plans received 22.06.2023)
RECOMMENDATION: Our recommendation is that MSDC should give permission. There are concerns some of the work has been completed before permission granted, meaning Building Control may not have had full access to the site.
10) Samuel Orr Fine Clocks 36 High Street Hurstpierpoint Hassocks West Sussex BN6 9RG. DM/23/0920.
Replacement of existing shop front on a like for like basis.
RECOMMENDATION: The committee don’t wish to make any recommendation; we refer the application back to the Conservation Officer.
