MINUTES of the meeting of the Planning Committee, held on Monday 4th September 2023 at 7.30 pm at Conference Room, Village Centre, Trinity Road, Hurstpierpoint.

P23/24027 Minutes of the Planning Committee meeting held on 7th August 2023: The committee reviewed the minutes, and it was:

RESOLVED: That the Committee AGREED the Planning Committee minutes of 7th August 2023.

P23/24028 Matters arising from the Meeting of the Planning Committee held on 7th August 2023: There were no matters arising.

P23/24029 Adjournment for questions from the public: Members considered whether to adjourn the meeting in order to receive questions from members of the public in attendance. No members of the public present.

P23/24030 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048.  The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed:

1) 1 Park Cottage Manor Road Hurstpierpoint Hassocks West Sussex BN6 9UL. DM/23/2000. T1 and T2 Cherry – Crown reduction by 1m. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

2) Gaybrook High Hatch Lane Hurstpierpoint Hassocks West Sussex BN6 9LH. DM/23/2003. Proposed rear dormer loft conversion. Lawful Development Certificate.

RECOMMENDATION: No comment.

3) Campions West Furlong Lane Hurstpierpoint Hassocks West Sussex BN6 9RH. DM/23/2061. T1 Malus – remove branches overhanging house roof T2 Magnolia – to crown thin by 25% (height to remain the same). Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission

4) 119 Western Road Hurstpierpoint Hassocks West Sussex BN6 9SY. DM/23/2168. Variegated Thuja (T1) – fell. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

5)  Whistlers Abberton Field Hurstpierpoint Hassocks West Sussex BN6 9QD. DM/23/2124. Conifer (T1) – Fell. Sycamore (T2 and T3) – Reduce canopy height by up to 10m and reduce branches overhanging by approx. 2m away from roof. Sycamore (T4) – Remove branch at fence level to avoid interference with fruit trees and hedge Line. Blue Spruce (T5) – Raise canopy by approximately 2m. Group of Sycamore and Holly (G1) – Reduce branches overhanging garden back to hedge line for health of hedge, shrubs, and lawn. Group of Sycamore and Ash (G2) – Remove 4 lowest branches. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

6) 35 Nursery Close Hurstpierpoint Hassocks West Sussex BN6 9WA. DM/23/2175. T1 and T2 Ash – sectional dismantle by 8m. Tree Surgery.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

7) Oldways West Furlong Lane Hurstpierpoint Hassocks West Sussex BN6 9RH. DM/23/2177. 1 x Tulip Tree – T1 – To prune by 3 metres to prevent more limbs from snapping out. 2 x Apple Trees – T2 and T3 – To re-reduce by 1.5 metres.

Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission

P23/24031 Applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

1) Oaklands Park Farm High Hatch Lane Hurstpierpoint Hassocks West Sussex BN6 9LH. DM/23/1986. Conversion and extension of barn to create four bedroom dwelling.

RECOMMENDATION:  No objection in principle to the conversion of barn. The committee feel the massive increase in the footprint is out of keeping with the character and proportion of the original barn.

2) Friday Ad Ltd London Road Sayers Common Hassocks West Sussex BN6 9HS. DM/23/2039. Demolition of existing FM House buildings and development of New Porsche Centre for the sale and service of motor vehicles including workshop, parts storage, office accommodation and MOT testing facility.

RECOMMENDATION: Our recommendation is that MSDC should give permission. The committee appreciate the design and are pleased the site is being brought back into usage. Request conditions are applied concerning noise, access, work restricted to taking place Monday – Friday only due to the close proximity of residents. Porsche to work with contractors to minimise construction traffic coming through Sayers Common village.

3) 62 Wickham Hill Hurstpierpoint Hassocks West Sussex BN6 9NP. DM/23/2011. Installation of new external wall and window to existing carport and garden store.

RECOMMENDATION: Our recommendation is that MSDC should refuse the application. The design resembles an annex. The description doesn’t match the application which looks to be a conversion into a business premises/annex. Change of use application required.

4) Little Park Farm Marchants Close Hurstpierpoint West Sussex. DM/23/2001. Removal of Condition No:14 of planning permission DM/22/0204.

RECOMMENDATION: Our recommendation is that MSDC should refuse the application. The committee refer to previous comments from DM/23/0189, including the Conservation Officer response. The Condition is fulfilling its purpose of protecting site and the surrounding setting of the listed building. The existence of the condition doesn’t curtail Planning Applications from being submitted.

5) 46 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QW. DM/23/1847. Proposed garden room.

RECOMMENDATION: Our recommendation is that MSDC should give permission subject to a condition that the building is ‘tied’ to the main dwelling so not able to be sold off separately & not for permanent occupancy.

6) Little Pakyns Albourne Road Hurstpierpoint Hassocks West Sussex BN6 9ET. DM/23/2031. Proposed demolition of existing extensions and replacement of a new single storey extension, including internal and external alterations. Listed Building Consent.

RECOMMENDATION: Our recommendation is that MSDC should in principle give permission. Should be referred to the Conservation Officer due to being a listed building.

7) September Cottage St Georges Lane Hurstpierpoint Hassocks West Sussex BN6 9QX. DM/23/1521. Proposed two storey front extension, single storey rear extension, garage extension, front porch, floor plan reconfiguration and all associated works. (Tree protection works and additional plans received 10.08.2023)

RECOMMENDATION: Decision notice already issued on 1st September 2023.

8) 48 Kemps Hurstpierpoint Hassocks West Sussex BN6 9UE. DM/23/2134. Variation of condition No: 1 of planning application DM/21/2027 – to enable the substitution of plans to amend plan ref: 03 proposed elevations to be replaced with plan ref: 03A proposed elevations.

RECOMMENDATION: Our recommendation is that MSDC should give permission. The pitch roof is an improvement on the original flat roof design.

9) 43 Wilderness Road Hurstpierpoint Hassocks West Sussex BN6 9XD. DM/23/1302. Sub-divide the existing dwelling provide into 2 semi-detached residential dwellings (Amended plans received 14 July 2023 showing parking spaces and access) (Corrected plans received 14 August 2023)

RECOMMENDATION: The committee reiterate that MSDC should refuse the application. We refer to our previous comments. The application is contrary to DP26 – Character & Design. Is out of scale with the surrounding properties, poor design, not pedestrian friendly. There is no access around the side of property to the bike sheds at No.43a. The committee request that the application is called in to MSDC Planning Committee. The committee agreed that a letter to MSDC Enforcement Team is required.

10) 140 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TB. DM/23/2166. Proposed side extension to replace existing conservatory and internal alterations.

RECOMMENDATION: Our recommendation is that MSDC should give permission

P23/24032 MSDC Planning Decisions: (All as H&SC PC recommendation, except where noted).

a) 123 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9RS. DM/23/1001. Variation of condition 2 of application DM/22/1979 – for alterations to approved plans. Amended plans received.

Retrospective application for the removal and replacement of a section of the boundary wall, including the section of wall adjoining Tower Lodge (work has already started on this wall under application DM/22/3576).

c) Streams Farm Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/23/1738. Conversion of an existing agricultural barn to residential use.

d) The Farmers Stores Gatehouse Lane Goddards Green West Sussex BN6 9LE. DM/23/1051. Proposed mixed used commercial park including a wellness centre Class E(d) and 19 units for Class E(g), B2 or B8 uses.

e) Garden House 93A High Street Hurstpierpoint Hassocks West Sussex BN6 9RE. DM/23/1516. Proposed new garage. Amended plans received.

f) Applegarth Halton Shaws Hurstpierpoint Hassocks West Sussex BN6 9QR. DM/23/1786. T1 Sycamore – Crown reduction 4m in height 2m in width. T2 Cypress – Fell. T3 Row of Mixed Trees – Cut back to boundary. T4 Oak – Crown lift 3m. T5 Cypress – Cut back from roadside.

g) Meadow View 4 The Nook Sayers Common Hassocks West Sussex BN6 9GE. DM/23/1955. Single storey rear extension extending beyond the rear wall of the original house by 4.60m, to a maximum height of 3.53m and the height of the eaves to 2.56m. Prior Approval not Required.
