MINUTES of the meeting of the Planning Committee, held on Monday 5th June 2023 at 7.30 pm at Conference Room, Village Centre, Trinity Road, Hurstpierpoint.

P23/24001 Apologies for Absence:  Apologies of absence were received and accepted from: Cllr John Lowman.

P23/24002 Declarations of Interest: There were no declarations of interest.

P23/24003 To elect a Vice-Chair of the Planning Committee for the following year: Nominations were received, and it was:

RESOLVED:  That the Committee elects Cllr Helen Bedford as the Vice-Chair of the Planning Committee for the ensuing year.

P23/24004 Minutes of the Planning Committee meeting held on 2nd May 2023: The committee reviewed the minutes, and it was:

RESOLVED: That the Committee AGREED the Planning Committee minutes of 2nd May 2023.

P23/24005 Adjournment for questions from the public: Members considered whether to adjourn the meeting in order to receive questions from members of the public in attendance. Four members of the public present.

P23/24007 Applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

1) 184 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TE. DM/23/1097. T1 Magnolia – reduce crown by 1.5m. T2 Corkscrew Willow – reduce crown by 1m. Trees in a Conservation Area.

RECOMMENDATION: Decision notice already issued.

2) Furlong House Pitt Lane Hurstpierpoint Hassocks West Sussex BN6 9QA. DM/23/1182. 2 x Tilia Cordata – D and E – repollard to 10m to preserve the safety of pedestrians. 1 x Prunus Avium – A – crown reduction by 5m. 2 x Leylandii – B and C – reduce the trees by 6m to preserve the safety of the pedestrians. Trees in a Conservation Area.

RECOMMENDATION: The committee request that a Tree Officer visits the site before a decision is issued.

3) 3 Furlong House Pitt Lane Hurstpierpoint Hassocks West Sussex BN6 9QA. DM/23/1286. Tilia Cordata (lime) trees x2 – pollard to six metres from ground level. Trees in a Conservation Area.

RECOMMENDATION: The committee request that a Tree Officer visits the site before a decision is issued

4) 16 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9SA. DM/23/1192. Magnolia (T1) – reduce crown by 1.5m. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission

5) 8 Ribbetts Cottages High Street Hurstpierpoint Hassocks West Sussex BN6 9PZ. DM/23/1199. Cherry Tree – Fell. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

6) 7 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QH. DM/23/1328. T1 Ecalyptus fell. T2 Magnolia grandiflora reduce crown by 1-1.5m. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

7) Contego Safety Wearmaster House Malthouse Lane Hurstpierpoint Hassocks West Sussex BN6 9LA. DM/23/1160. Adaptation of existing building and construction of warehouse building with office and associated facilities, car parking, cycle parking and landscaping. Three members of the public spoke in objection.

RECOMMENDATION: The committee don’t wish to make a recommendation for permission or refusal. We request that the application goes before the Planning Committee for a decision. If MSDC are minded to approve the application we request the following conditions are applied:

  • Traffic Management plan is in place to control the number of HGV’s using Malthouse Lane, due to the nature and condition of the road surface.
  • There is a planting scheme in place to screen the building from the road to protect the rural nature of the immediate area.

8) 7 South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB.DM/23/0636. Replacement of 3 No rooflights to the main roof and re-tiling all pitched roof areas with slate tiles. (Amended description 28/4/2023).

RECOMMENDATION: Decision notice already issued

RECOMMENDATION: Our recommendation is that MSDC should give permission.

RECOMMENDATION: Our recommendation is that MSDC should give permission
