P15/020. Apologies for Absence and Declarations of Interest: The following apologies were received prior to the meeting and accepted by Council: Allan Brown, Stephen Hand, Judith Marsh, Ceri O’Connell, Bob Sampson, Julia Shorrocks and Matthew Stokes. There were no declarations of interest.
P15/021. Minutes of the Planning and Environment Committee meeting held on 4 June 2015: The Committee received and accepted the Minutes which were then signed by the Chairman.

P15/023. Adjournment for questions from the public: The Committee agreed the member of the public could speak to the agenda items as they arose. It was not required to adjourn the Meeting in accordance with Clause 1(d) of Standing Orders, in order to receive questions.

RECOMMENDATION: Permission be granted.
P15/024.2. 65 Western Road, Hurstpierpoint, BN6 9SX (DM/15/2286) Two storey side extension. RECOMMENDATION: Permission be granted.

RECOMMENDATION: Permission be granted.
P15/025.2. 162 Western Road, Hurstpierpoint, BN6 9TD (DM/15/2397) (T1, T2, T3) – Cryptomeria Japonica
‘Elegans’ – fell. (T4) Eucalyptus – reduce crown by 2 metres leaving an approximate height of 7m with a 4m spread.
RECOMMENDATION: Permission be granted.

- (c) Old Coach House, Trinity Road, Hurstpierpoint (DM/15/1613) Alteration to boundary wall adjacent to Trinity Road. (d) Land North of Highfield Drive, Hurstpierpoint (14/01515/FUL) Residential development of 17 units comprising of 4no. 2 bed houses, 3 no. 3 bed bungalows, 3no. 3 bed houses, 4no 4 bed houses and 3no. 5 bed houses with associate parking and garaging, area of play, balancing pond, change of use from agriculture land to agriculture space.
- (e) Five Oaks Lodge, Pomper Lane, Hurstpierpoint (DM/15/1597) Application for determination as to whether prior approval is required for the change of sue of an agricultural building to become 1 residential unit. This application does include building operations necessary to convert the buildings to residential use.
HP&SCPC RECOMMENDATION: The proposal should be the subject of a planning application (the matter involves a significant change of use in the countryside.
- (f) 1 Pakyns Court, Albourne Road, Hurstpierpoint (DM/15/1687) Proposed extension to kitchen and alterations. Proposed roof extension to porch.
- (g) Butchers Barn, High Street, Hurstpierpoint (DM/15/1840) T1 Silver Birch – Fell and remove stump.
- (h) 7 St Georges Place, Hurstpierpoint (DM/15/1859) Erection of a PVCU conservatory to rear of property.
- (i) Stanhope Cottage, 125 Western Road, Hurstpierpoint (DM/15/1961) Ash – reduce and reshape crown by 1.5 metres. (j) 69 Willow Way, Hurstpierpoint (DM/15/2032) Erection of a single storey rear extension extending beyond the rear wall of the original house by 3.3m, to a maximum height of 3.5m and the height of the eaves to 2.5m.
- (k) 33 Cuckfield Road, Hurspierpoint (DM/15/1827) Single room ground floor rear extension.
- (l) 1 Springbank Cottages, Langton Lane, Hurstpierpoint (DM/15/2138) Mixed broad leaved and coniferous trees – crown lift to give ground clearance of 2m and trim back branches clear of cables and outbuildings by 1m.
- (m) Little Danny, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/15/00692/FUL) Retrospective application for infilling northern ground floor side of barn and relocation of existing ménage.
- (n) Little Danny, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/15/00694/FUL) Revised description: Retrospective application for the surfacing of the access track including narrowing of track.
P15/026.2. Appeals: noted the lodging and results of appeals:
- (a) Appeal Lodged: Lakesview, Cuckfield Road, Ansty (AP/15/0016) Unauthorised dwelling.
- (b) Appeal Result: Arnolds Cottage, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/14/04697/HOUS) Amendment to planning permission SDNP/13/03158/HOUS 1. 2no. roof lights to front elevation relocated and reduced in size. 2. 2no. roof lights to rear elevation omitted and 2 no. dormer windows added.

(c) Appeal Result: Former Police Building, Jobs Lane, Bolney, BN6 9HE (14/03370/FUL) removal of existing former police building and associated garages and erection of 3 no. 4 bedroom 2.5 storey terraced dwellings with associated car parking and bin stores.

P15/027. Information items: The Committee was asked to note the following and comment where required:
- (1) Street-naming – A2300: The Committee was asked to recommend possible names for the A2300 road. (Ref: MSDC email 25 June 2015) A discussion took place and the Committee agreed that more information was required in regards to the access and future of the A2300 in order for them to make a recommendation.
- (2) WSCC Highways Notice: The Committee noted the road closure of Malthouse Lane on Monday 13th July for 4 days for works to be carried out. (Ref: WSCC email 29 June 2015 – Temporary Road Closure – Hurstpierpoint – Malthouse Lane).
- (3) Planning Inspectorate – Appeal Decision: Land Parcel at London Road, Hassocks (13/03818/OUT) proposed development of up to 97 new homes and associated landscaping and open space. The appeal was dismissed. (Ref:

(4) SDNP Appointment of Parish Members: Ballot paper received from SDNP to elect 2 candidates. As none of the candidates are close to the Parish, the Committee agreed a no vote. (Ref: SDNP Appointment of Members (2015) – Ballot Paper).
