MINUTES of the meeting of the Planning Committee on Thursday 3 November 2016 held at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P16/045.  Apologies for Absence and Declarations of Interest: There were no apologies or declarations of interest.  

P16/046.  Minutes of the Planning Committee meeting held on 6 October 2016:  The Minutes were received and accepted by the Committee and signed by the Chairman.    

P16/047.  Matters arising from the Meeting of the Planning Committee held on 6 October 2016:   

(1)  Minute P16/043: Street naming – Little Park Farm: The Committee proposed the use of just the surnames of the list prepared by Cllr David Evans. The developer accepted the suggestions. MSDC sent an email confirming the assignment of the names (Ref: MSDC email 12 October 2016 – New Development Little Park).  

P16/048.  Adjournment for questions from the public:  There being no members of the public present the Committee was not required to adjourn the meeting in accordance with Clause 1 (d) of Standing orders.  

P16/049.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P15/036:  (The decisions of the Chairman and Vice-Chairman will be reported to the meeting.)  The 

Committee was asked to note the following:   

P16/049.1.  41 Nursery Close, Hurstpierpoint, BN6 9WA (DM/16/4335) Demolish existing unit and replace with white PVCu framed orangery to the rear of the property.  

  RECOMMENDATION: Permission is granted.  

P16/049.2.  111 College Lane, Hurstpierpoint, BN6 9AF (DM/16/4442) (T1) Eucalyptus – reduce crown by 2m.  

(T2) Birch – reduce crown by 4m. (T3) Holly – reduce crown by 3.5m.  

  RECOMMENDATION: Permission is granted. 

P16/049.3.  1 Springbank Cottage, Langton Lane, Hurstpierpoint, BN6 9EX (DM/16/4488) Crown lift to a maximum of 2 metres within group TPO A1, comprising mixed broadleaved and coniferous trees. Trim all necessary branches within group TPO A1 to clear power cables, telephone cables and outbuildings by one metre.  

  RECOMMENDATION: Permission is granted. 

P16/050.  Planning applications  – Committee decision:  The Committee was asked  consider the following and make RECOMMENDATIONS to the Planning authority: 

P16/050.1.  Langton Stables, Langton Lane, Hurstpierpoint, BN6 9EY (DM/16/4291) Demolition of existing stables and erection of single detached dwelling together with new access and associated hard and soft landscaping works.  

 RECOMMENDATION: Refusal – Drainage problems surrounding the site and Contrary to Neighbourhood Plan Policies:-

P16/050.2.  Yeomans, West Furlong Lane, Hurstpierpoint, BN6 9RH (DM/16/4297) To remove one chimney on flat roof and make good.  

  RECOMMENDATION: Permission is granted. 

P16/050.3.  The Annexe, Oaklands Park Farm, North High Hatch Lane, Hurstpierpoint, BN6 9LH 

(DM/16/4092) Single and two storey extension to east side of semi-detached property.  

  RECOMMENDATION: Permission is granted. 

P16/050.4.  Alders Farm, Brighton Road, Hurstpierpoint (DM/16/4199) Proposed retention of existing temporary dwelling for a further temporary period at Alders Farm, for the use in the proper running of the farm.   RECOMMENDATION: Refusal – Appropriate agricultural use not demonstrated. Does not conform to Local Plan Policy C1 and C10. The Parish Council supports all the objections made by both Hurstpierpoint Society and South Downs Society.  

The Parish Council request that the temporary dwelling is dismantled and the site is cleared and restored.  

P16/050.5.  Mallards House, Mill Lane, Sayers Common, BN6 9HL (DM/16/4272) Proposed large scale family dwelling (two storey, 5 bedroom) and associated access, parking and landscaping, following the demolition of the existing dwelling and outbuildings (amendments to extant permission DM/15/2789).  

  RECOMMENDATION: Permission is granted. 

P16/050.6.  10 Highfield Drive, Hurstpierpoint, BN6 9AT (DM/16/3378) proposed first floor rear extension and front dormer extension and porch (amended materials information submitted 28 September 2016). 


P16/050.7.  Wellesley House, Manor Road, Hurstpierpoint, BN6 9UH (DM/16/4134) 3 x one bedroom apartment conversion from an existing commercial unit.  

  RECOMMENDATION: Refusal – Overlooking and un-neighbourly. 

P16/050.8.  Land South of 1 Cobbs Croft, Chalkers Lane, Hurstpierpoint, BN6 9LP (DM/16/0794) 2 no. 

detached cottages (Amended plans received on 18 October 2016). 


P16/050.9.  Land Parcel at 529078 121294, Cuckfield Road, Ansty (DM/16/4341) Buried high voltage grid connection cable for 5MW solar farm approved under planning reference DM/15/1518, connecting the solar farm to its point of connection to the National Grid on the highway verge of the A2300 north west of the roundabout with the A273 Burgess Hill ring road.  

  RECOMMENDATION: Permission is granted. 

P16/050.10.  Danny House, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/16/04845/FUL) a new entrance to be formed in outbuilding of Danny House, incorporating a new heritage style door.  

  RECOMMENDATION: Permission is granted. 

P16/051.  MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P16/051.1. Granted: The Committee noted permissions granted by MSDC: 

  1. (a) 10 Highfield Drive, Hurstpierpoint (DM/16/3378) Proposed first floor rear extension, front dormer extension, porch and new materials (amended materials information submitted 28 September 2016) 
  2. (b) 9 Trinity Road, Hurstpierpoint (DM/16/3500) proposed two storey side extension and front porch.  
  3. (c) Old Conna Barn, Cuckfield Road, Hurstpierpoint (DM/16/3514) Formation of access point and construction of access drive and gates to serve existing dwelling.  
  4. (d) 19 Nursery Close, Hurstpierpoint (DM/16/3359) Single storey side extension, re-design of existing porch and erection of outbuilding.  
  5. (e) The Rectory, 21 Cuckfield Road, Hurstpierpoint (DM/16/3582) Walnut (T1) – dying, fell to ground level.

  7. (g) Barratts Development Site, Chalkers Lane, Hurstpierpoint (DM/15/3658) Revised description – full planning application for 61 dwellings (Inc. 30% affordable) with access from Chalkers Lane, with associated landscaping, car parking, garaging and improved access road to Fairfield Recreation Ground.  
  8. (h) Tanglewood, Abberton Field, Hurstpierpoint (DM/16/3853) (T1) Lawson’s Cypress – Fell.  
  9. (i) 5 Hannington Place, Hurstpierpoint (DM/16/3565) Proposed single storey extensions to the front and rear of the property and conversion of the garage into habitable space with a new pitched roof.  
  10. (j) Lodge Cottage, South Avenue, Hurstpierpoint (DM/16/3320) Demolition of the existing single storey lean to extensions, conservatory and covered terrace structure.  Construction of single storey extension to the west facing elevations.  Reorientation of the existing front entrance, with new door and sidelights to north facing wall.  Existing entrance door opening blocked up.  
  11. (k) South Lodge, South Avenue, Hurstpierpoint (DM/16/3416) Proposed single storey side extension to existing dwelling (Amendment to approval reference DM/15/2262),  Revised drawings received 09.09.2016 to show additional orangery extension to rear, porch to front and revised design to front and rear elevations of side extension.  

P16/051.2. Refused: The Committee noted refusals by MSDC:  No notifications received.  

P16/051.3. Withdrawn: The Committee noted withdrawn applications: 

(a)  LIttlemead, Albourne Road, Hurstpierpoint (DM/16/3306) (b)  Filberts, Albourne Road, Hurstpierpoint (DM/16/3054).  

P16/052.  Information Items: The Committee was asked to note the following and comment were required: 

  1. (1) South  Downs National Park Authority – Planning protocol:  The current arrangement between MSDC and SDNPA for handling planning applications ends in March 2017.  MSDC have advised that they do not intend to renew the arrangement and that future applications in the National Park will be processed solely by the SDNPA.  There will be a minor impact on the work of the Parish Office as the SDNPA system is wholly digital and no paper drawings are issued.

  1. (2) Conservation Area: An update was given by Councillor John Lowman. The conservation officer at MSDC agreed to all the amendments of the draft re-appraisal document, it will be rewritten and a second draft will be sent, in due course, for the Parish Councils approval. This will also be considered by the Cabinet at MSDC. A date has been set for the Public Consultation period from the 22nd April 2017.
