P16/067.8. 19 Furzeland Way, Sayers Common, Bn6 9JB (DM/16/5497) Conversion of part of the garage into ground floor WC. This is an application to establish whether the development is lawful. This will be a legal decision where the planning merits of the proposed use cannot be taken into account.
RECOMMENDATION: No comment.

– thin crown around adjacent floodlight by up to 5%.
RECOMMENDATION: Permission is granted.
P16/068. Planning applications – Committee decision: The Committee was askedconsider the following and make RECOMMENDATIONS to the Planning authority:
P16/068.1. Duke of York, London Road, Sayers Common, BN6 9HY (DM/16/0138) Proposed extension and alterations to pub to form new kitchen area and managers flat and erection of 4 dwellings on part of existing car park. New parking area layout and landscaping. (Amended plans received showing revisions to proposed houses, public house and layout of site).
RECOMMENDATION: Refusal – The design is out of character with the surrounding area, over development of the site and the numbers of parking spaces are insufficient.
It is contrary to the following Neighbourhood Plan Policies:-
Hurst C1 – Conserving and enhancing character
Hurst H1 (a) – Enhance the existing settlement pattern of the village.
Hurst H1 (c) – Sayers Common can enhance flood and drainage management in the village.
Hurst H3 – Sayers Common housing sites.
It is requested that Highways are consulted again as there is grave concern regarding parking. There can be up to 30 cars parked for the pub. Latest plans reducing the parking spaced by another one, will force cars to park on the road.
P16/068.2. 9 Chalkers Lane, Hurstpierpoint, BN6 9LR (DM/16/2987) two storey rear extension.
RECOMMENDATION: Refusal – Lack of information – more information is required in regards to the drainage and sewage.
P16/068.3. Alisa Craig, Abberton Field, Hurstpierpoint, BN6 9QD (DM/16/5033) Proposed infill rear single storey extension and conversion of attached double garage to from granny annexe, including elevational changes.
RECOMMENDATION: Permission is granted.
P16/068.4. The Stables, Pookbourne Lane, Sayers Common, BN6 9HD (DM/16/5066) Part retrospective
application for change of use from livery stables, ancillary office/store and balancing pond to fishery business for spawning and growing and onward selling of fish. Retention of boundary fence.
RECOMMENDATION: Refusal – Lack of business plan for fishery. Concerns over the Environmental Health Officers comments over noise and lighting.
P16/068.5. 38 New Way Lane, Hurstpierpoint, BN6 9FE (DM/16/5089) Proposed conversion of car barn to part study/bedroom and alterations to ground floor utility room and WC (to create shower room).
RECOMMENDATION: Permission is granted.
P16/068.6. Land Parcel North of Goddards Green at 529078 121294, Cuckfield Road Ansty
(DM/16/5152) Variation of condition 11 for the operational life to run for 25 years from the date of the first export of electricity instead of permission date, relating to planning application DM/15/1518.
RECOMMENDATION: Permission is granted.
P16/068.7. 145 High Street, Hurstpierpoint, BN6 9PU (DM/16/5175) Proposed ground floor and first floor extension with internal alterations.
RECOMMENDATION: Refusal – Materials used are not in keeping with the surrounding area, inappropriate next to a listed building. Contrary to the following Neighbourhood Plan Policy:- Hurst C1 – Conserving and enhancing character
P16/068.8. The Old Farmhouse, Hassocks Road, Hurstpierpoint, BN6 9QW (DM/16/5412) Conversion of
existing outbuilding into habitable accommodation with associated fenestration alterations. Construction of a single storey link extension between the outbuilding and the existing house. Fenestration changes to existing house to include new door to the North West elevation, widening of doors to south west elevation and new windows to the south west elevation at second floor level. Internal alterations throughout the ground, first and second floor levels. This application seeks amendments to the approvals granted under DM/16/0194 and DM/16/0195 to include the addition of a wood burning stove and flue.
RECOMMENDATION: Permission is granted.
P16/068.9. Big Edgerley Barn, College Lane, Hurstpierpoint, BN6 9QY (DM/16/5454) Variation of condition no. 5 relating to planning reference DM/16/1656.
RECOMMENDATION: Permission is granted on condition that the annexe is attached to the barn.
P16/068.10. 4 Nursery Close, Hurstpierpoint, BN6 9WA (DM/16/5458) Two storey side and rear extension. RECOMMENDATION: Refusal – Loss of light, overdevelopment and unneighbourly.
P16/068.11. 48 Kemps, Hurstpierpoint, BN6 9UE (DM/16/4941) Proposed two storey extension to rear.
Proposed first floor hipped dormer window to front. Proposed porch to front.
RECOMMENDATION: Permission is granted.
P16/068.12. 48 Kemps, Hurstpierpoint, BN6 9UE (DM/16/4966) Proposed new 3 bed dwelling on land adjacent to 48 kemps.
RECOMMENDATION: Refusal – overdevelopment, concerns over proximity of trees to proposed development and the impact this will have on them and the ongoing impact on TPO trees.
P16/068.13. Hampton Lodge Cottage, Brighton Road, Hurstpierpoint, BN6 9EF (DM/16/4998) Outline planning application for the construction of a single detached dwelling.
RECOMMENDATION: Refusal – the development is contrary to the following Neighbourhood Plan Policies:-
Hurst C1 – Conserving and enhancing character.
Hurst C2 – South Downs National Park – close proximity to the SDNP. Hurst H1 (a) – Enhance the existing settlement pattern of the village.
P16/068.14. Gablesmead, Bishopstone Lane, Ansty, RH17 5AR (DM/16/4897) raising and levelling of ground to facilitate use for pasture. Provision of stables for horse. Hardstanding/concrete area for management of a horse, with dedicated drainage facilities. Sand school for purposes of horse exercising in wet weather.
RECOMMENDATION: No information was available on the MSDC website to consider the application.
P16/068.15. Land Parcel at 528584 116128, Hassocks Road, Hurstpierpoint (DM/16/5495) Proposed part
two storey dwelling to be partially buried within the existing topography, together with associated hard and soft landscaping works. This application seeks permission for amendments to the scheme approved under reference DM/15/42196.
RECOMMENDATION: Refusal – intensification of the approved house, and loss of open aspect from footpath.
P16/068.16. Oaklands, London Road, Sayers Common, BN6 9HY (DM/16/5562) Outline application for the construction of four dwellings with means of access and layout to be determined.
RECOMMENDATION: Refusal – The application is speculative with no information on sewage, access and layout. Contrary to the following Neighbourhood Plan Policies:- Hurst C3 – Local gaps and preventing Coalescence Hurst H3 – Sayers Common housing sites.
Hurst H7 – Affordable homes.
P16/068.17. 2 Beards Folly Cottages, New Way Lane, Hurstpierpoint, BN6 9BD (SDNP/16/06223/HOUS) proposed first floor addition and related alterations.
RECOMMENDATION: Permission is granted.
P16/068.18. Land Adjacent to Ladymead Care Home, Albourne Road, Hurstpierpoint (DM/16/5369)
Demolition of existing building and erection of 3 no. two bedroom terraced houses with car parking. A member of the public spoke objecting to the proposal expressing concerns over the access and parking of the development. They had not been notified by MSDC of the application. The Committee then discussed the application.
RECOMMENDATION: Refusal – overdevelopment in the Conservation area.
Width of access not suitable for increased traffic therefore request a visit from Highways rather than a desk top study. If the application was to be approved we request conditions:- Protect the eastern boundary wall, which should be reinstated to the same height if damaged in the demolition of the adjoining building.
All development vehicles to park on the application site.
P16/068.19. 28 Iden Hurst, Hurstpierpoint, BN6 9XZ (DM/16/5427) Single storey front extension.
RECOMMENDATION: Refusal – extension is front of building line, not in keeping and out of character.

- (d) The Annexe, Oaklands Park Farm North, High Hatch Lane, Hurstpierpoint (DM/16/4092) single and two storey extension to east side of semi-detached property.
- (e) Wellesley House, Manor Road, Hurstpierpoint (DM/16/4134) Retrospective amendment to principal elevation fenestration design and removal of obscure glazing requirement to one principal elevation window and one upper west side window, pursuant to approved planning application DM/15/4857 for 3 x one bed apartment conversion for an existing commercial unit (description amended 16 November 2016).
HP&SCPC RECOMMENDATION: Refusal – overlooking and unneighbourly.
- (f) Mallards House, Mill Lane, Sayers Common (DM/16/4272) Proposed large scale family dwelling (two storey, 5 bedroom) and associated access, parking and landscaping, following the demolition of the existing dwelling and outbuildings (amendments to extant permission DM/15/2789).
- (g) 41 Nursery Close, Hurstpierpoint (DM/16/4335) demolish existing unit and replace with a white PVCU framed orangery to the rear of property.
- (h) The Old Barn, Unit 1, Cobbs Mill, Mill Lane (DM/16/3715) proposed conversion, extension and alterations of B1 and B8 building and curtilage to create new C3 dwelling (amended description and plans received 18 November 2016). (i) Pakyns Farm, Bullfinch Lane, Hurstpierpoint (DM/16/4532) proposed conversion of agricultural building to stables and construction of manage.
- (j) Gainsborough House, Gatehouse Lane, Goddards Green (DM/16/3815) discharge of conditions 1,2,3,4 and 6 related to planning application DM/16/1255.
- (k) Allingtons, 127 Western Road, Hurstpierpoint (DM/16/3867) demolition of existing conservatory and single storey extension to rear. Proposed single storey extension at rear, two storey extension at side. Front boundary wall works.
