P16/079. Apologies for Absence and Declarations of Interest: The following apologies for absence were received before the meeting and accepted: Allan Brown, Judith Marsh and Amanda Geel.
The following member declared a pecuniary interest: Martin Machan Item P16/084.10 (The Pest House, Bedlam Street, Hurstpierpoint – SDNP/17/00571/HOUS). Councillor Machan left the room whilst the item was discussed.
P16/080. Minutes of the Planning Committee meeting held on 2 February 2017: The Minutes were received and accepted by the Committee and signed by the Chairman.
P16/081. Matters arising from the Meeting of the Planning Committee held on 2 February 2017: There were no matters arising.
P16/082. Adjournment for questions from the public: The Committee agreed to adjourn the Meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak. It was agreed that the public would speak when the item was discussed. The meeting then resumed.

P16/084. Planning applications – Committee decision: The Committee was askedconsider the following and make RECOMMENDATIONS to the Planning authority:
P16/084.1. The Old Farmhouse, Hassocks Road, Hurstpierpoint, BN6 9QW (DM/16/5386) Conversion of
existing outbuilding into habitable accommodation with associated fenestration alterations. Construction of a single storey link extension between the outbuilding and the existing house. Fenestration changes to existing house to include new door to the North West elevation, widening of doors to south west elevation and new windows to the south west elevation at second floor level. Internal alterations throughout the ground, first and second floor levels. This application seeks amendments to the approvals granted under DM/16/0194 and DM/16/0195 to include the addition of a wood burning stove and flue.
RECOMMENDATION: Permission is granted.

Conversion of a pair of dwellings to a single dwelling, with a single storey rear addition and first floor front addition and infill at ground floor. Alteration to front parking area.
RECOMMENDATION: Permission is granted.

RECOMMENDATION: Permission is granted.
P16/084.4. Pakyns Farm, Bullfinch Lane, Hurstpierpoint, BN6 9ER (DM/17/0336) variation of condition no. 2 of planning permission 06/00869/FUL to amend the occupancy condition to include equestrian employment.
RECOMMENDATION: Permission is granted subject to a condition attached that the occupancy condition should revert back to agricultural occupancy, if the equestrian activities should cease.

RECOMMENDATION: Permission is granted.
P16/084.7. Former Geers Nursery, Brighton Road, Hurstpierpoint, BN6 9EF (DM/17/0527) Variation of condition 19 of planning reference DM/16/1700 as relating to Planning application DM/15/1799 in regards to external lighting.
RECOMMENDATION: Refusal – Inappropriate, Contrary to the South Downs National Park Dark Skies Policy, Lighting in the Countryside.

RECOMMENDATION: Permission is granted.

RECOMMENDATION: Permission is granted.
P16/084.10. The Pest House, Bedlam Street, Hurstpierpoint, BN6 9EW (SDNP/17/00571/HOUS) minor alterations to existing north dormer.
RECOMMENDATION: Permission is granted.
P16/084.11. Wolstonbury Farm, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/17/00505/FUL)
proposed demolition of existing barn (previously used for liveries), and erection of detached farmhouse with parking and agricultural storage. Conversion of existing dwelling into ancillary accommodation (granny annex) with an extension to for a farm office. Conversion and extension of temporary dwelling (approved for holiday accommodation (SDNP/15/02731) to provide equestrian/agricultural workers dwelling.
The owner spoke to the committee and answered any questions regarding the application. A discussion then took place and the committee made their recommendation.
RECOMMENDATION: Permission is granted. Condition that it is tied to agricultural use.

Change of use from B1 (a) office to C3 residential (four units)
RECOMMENDATION: Refusal – Lack of Parking, over development of the site, within the Conservation Area. The Parish Council requests that Highways do a site visit rather than a desk top study.
