MINUTES of the meeting of the Planning Committee on Thursday 2 March 2017 held at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P16/079.  Apologies for Absence and Declarations of Interest:  The following apologies for absence were received before the meeting and accepted: Allan Brown, Judith Marsh and Amanda Geel.  

The following member declared a pecuniary interest: Martin Machan Item P16/084.10 (The Pest House, Bedlam Street, Hurstpierpoint – SDNP/17/00571/HOUS). Councillor Machan left the room whilst the item was discussed.  

P16/080.  Minutes of the Planning Committee meeting held on 2 February 2017:  The Minutes were received and accepted by the Committee and signed by the Chairman. 

P16/081.  Matters arising from the Meeting of the Planning Committee held on 2 February 2017:  There were no matters arising.  

P16/082.  Adjournment for questions from the public:  The Committee agreed to adjourn the Meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak. It was agreed that the public would speak when the item was discussed.  The meeting then resumed. 

P16/083.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P15/036:  There were no delegated applications. 

P16/084. Planning applications  – Committee decision:  The Committee was askedconsider the following and make RECOMMENDATIONS to the Planning authority: 

P16/084.1.  The Old Farmhouse, Hassocks Road, Hurstpierpoint, BN6 9QW (DM/16/5386) Conversion of 

existing outbuilding into habitable accommodation with associated fenestration alterations. Construction of a single storey link extension between the outbuilding and the existing house.  Fenestration changes to existing house to include new door to the North West elevation, widening of doors to south west elevation and new windows to the south west elevation at second floor level.  Internal alterations throughout the ground, first and second floor levels.  This application seeks amendments to the approvals granted under DM/16/0194 and DM/16/0195 to include the addition of a wood burning stove and flue.  

  RECOMMENDATION: Permission is granted. 

P16/084.2.  1 and 2 Cobbs Cottages, Twineham Lane, Sayers Common, BN6 9JF (DM/17/0295) 

Conversion of a pair of dwellings to a single dwelling, with a single storey rear addition and first floor front addition and infill at ground floor. Alteration to front parking area.  

  RECOMMENDATION: Permission is granted. 

P16/084.3.  Land Parcel at Pookbourne Lane, Sayers Common (DM/17/0305) erection of a Livestock Barn 50 x 25m for horse breeding in loose runs.  

  RECOMMENDATION: Permission is granted. 

P16/084.4.  Pakyns Farm, Bullfinch Lane, Hurstpierpoint, BN6 9ER (DM/17/0336) variation of condition no. 2 of planning permission 06/00869/FUL to amend the occupancy condition to include equestrian employment.  

RECOMMENDATION: Permission is granted subject to a condition attached that the occupancy condition should revert back to agricultural occupancy, if the equestrian activities should cease.  

P16/084.5.  12 St Lawrence Way, Hurstpierpoint, BN6 9SH (DM/17/0466) loft conversion including raising hip to barn hip. Rear single storey extension. Enlarge porch.  

  RECOMMENDATION: Permission is granted. 

P16/084.6.  Box House Farm, Langton Lane, Hurstpierpoint, BN6 9EX (DM/17/0503) standalone 6kw solar system in a field within the curtilage of the property.  

  RECOMMENDATION: Permission is granted. 

P16/084.7.  Former Geers Nursery, Brighton Road, Hurstpierpoint, BN6 9EF (DM/17/0527) Variation of condition 19 of planning reference DM/16/1700 as relating to Planning application DM/15/1799 in regards to external lighting.  

RECOMMENDATION: Refusal – Inappropriate, Contrary to the South Downs National Park Dark Skies Policy, Lighting in the Countryside. 

P16/084.8.  Wearmaster House, Malthouse Lane, Hurstpierpoint, BN6 9LA (DM/17/0572) proposed energy storage facility to provide energy balancing services to the National Grid.  

  RECOMMENDATION: Permission is granted. 

P16/084.9.  Dapps, New Way Lane, Hurstpierpoint, BN6 9BD (SDNP/17/00433/LIS) proposed alterations and repairs, alternative scheme to that approved under application SDNP/14/04114/LIS.  

  RECOMMENDATION: Permission is granted. 

P16/084.10.  The Pest House, Bedlam Street, Hurstpierpoint, BN6 9EW (SDNP/17/00571/HOUS) minor alterations to existing north dormer.  

  RECOMMENDATION: Permission is granted. 

P16/084.11.  Wolstonbury Farm, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/17/00505/FUL) 

proposed demolition of existing barn (previously used for liveries), and erection of detached farmhouse with parking and agricultural storage.  Conversion of existing dwelling into ancillary accommodation (granny annex) with an extension to for a farm office.  Conversion and extension of temporary dwelling (approved for holiday accommodation (SDNP/15/02731) to provide equestrian/agricultural workers dwelling.   

The owner spoke to the committee and answered any questions regarding the application. A discussion then took place and the committee made their recommendation.  

  RECOMMENDATION: Permission is granted. Condition that it is tied to agricultural use.  

P16/084.12.  Field House 8 High Street Hurstpierpoint Hassocks West Sussex BN6 9TY (DM/17/0745):  

Change of use from B1 (a) office to C3 residential (four units)  

RECOMMENDATION: Refusal – Lack of Parking, over development of the site, within the Conservation Area. The Parish Council requests that Highways do a site visit rather than a desk top study.  

P16/084.13.  21 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9RP (DM/17/0780):  Demolish and rebuild existing northern boundary brick wall.  

RECOMMENDATION: Permission is granted. 

P16/084.14.  Lodge Cottage South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB 

(DM/17/0724):  Discharge of condition number 3 of application DM/16/3320.  

RECOMMENDATION: Refusal – inappropriate and out of keeping.  Insufficient information provided.  

P16/084.15.  Gablesmead Bishopstone Lane Ansty Haywards Heath West Sussex RH17 5AR 

(DM/16/4897):  Raising and levelling of ground to facilitate use for pasture. Provision of stables for horse. 

Hardstanding/concrete area for management of a horse, with dedicated drainage facilities. Sand school for purposes of horse exercising in wet weather.  

  RECOMMENDATION: Permission is granted. 

P16/084.16.  31 Cuckfield Road, Hurstpierpoint, BN6 9RW (DM/16/5440) Replace existing UPVC conservatory at rear and replace with proposed garden/dining room extension. Amended plans received 26.01.2017. 

  RECOMMENDATION: Refusal – un-neighbourly, height and form out of context. 

P16/085.  MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P16/085.1. Granted: the Committee was asked to note permissions granted by MSDC: 

  1. (a) 22 Western Road, Hurstpierpoint (DM/16/4883) proposed porch.  
  2. (b) Land at Little Park Farm, Hurstpierpoint (DM/16/5526) non material amendment to application DM/15/4736 – revised rear boundary to plots 87 – 91/94 and garage relocation to plot 94.  
  3. (c) Filberts, Albourne Road, Hurstpierpoint (DM/16/4861) demolition of the existing bungalow and garage and erection of 3 no. detached houses.  
  4. (d) Goddards Green Wastewater Treatment Works, Cuckfield Road (WSCC/059/16/HP) erection of 2 no. ferric dosing kiosks.

  11. (k) 118 Cuckfield Road, Hurstpierpoint (DM/16/5630) single storey extension.  
  12. (l) Land at Little Park Farm, Hurstpierpoint (DM/17/0265) (T1) Oak – fell.   HP&SCPC RECOMMENDATION: Refusal – lack of information provided – no detailed plan on the position of the new bridge and access required.  Clarification required as to which tree the application relates to.  No details on if a replacement tree will be planted.  
  13. (m) 4 Nursery Close, Hurstpierpoint (DM/16/5458) two storey side and rear extension.  Amended plans received 11.01.2017 showing reduction in width of first floor extension to rear.  
  14. (n) 41 High Street, Hurstpierpoint (DM/17/0127) Cherry (T1) Fell.  
  15. (o) 45 High Street, Hurstpierpoint (DM/17/0121) T1 Magnolia – reduce crown by 1.5 metres.  
  16. (p) Littlemead, Albourne Road, Hurstpierpoint (DM/16/5622) to replace existing timber fence with an plain 2 metre timber fence, and tree works – tree works comprise of felling (T1) Taxus Baccata due to ill health (T2) reduce Taxus Baccata by 2 metres, (T3) reduce Sorbus Aria by 2 metres and (T5) reduce Taxus Baccata by 2 metres.  
  17. (q) 2 Beards Folly Cottages, New Way Lane, Hurstpierpoint (SDNP/16/06223/HOUS) first floor addition and related alterations.  

P16/085.2. Refused: The committee was asked to note refusals by MSDC:

P16/085.3.  Withdrawn: The committee was asked to note withdrawn applications:

  2. (b) Land Parcel at 528584 116128, Hassocks Road, Hurstpierpoint (DM/16/5495). 

P16/085.4. Appeals: The committee was asked to note the lodging and results of appeals:  

  1. (a) Pakyns Garden Cottage, Albourne Road, Hurstpierpoint (14/03414/FUL) Appeal Lodged: erection of 12 dwellings, comprising 1 x 5 bed, 7 x 4 bed, 2 x 3 bed and 2 x 2 bed (flats over garages) together with associated access and landscaping.  
  2. (b) Lower Brook, London Road, Sayers Common (MSDC: DM/16/1458):  Appeal Lodged: 11 chalets and bungalows.  A discussion took place and a few members questioned the appeal. 

P16/086.  Information Items: The Committee was asked to note the following and comment were required:  (a)  South Downs National Park Authority CIL:   The Community Infrastructure Levy charging schedule has been adopted by the Authority.   (Ref:  SDNPA email 9 February 2017)
