MINUTES of the meeting of the Planning Committee on Thursday 7 September 2017 held immediately following a meeting of Council at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P17/033.  Apologies for Absence and Declarations of Interest:  The following apologies for absence were received before the meeting and accepted: Allan Brown, Stephen Hand, John Lowman and Malcolm Llewellyn.  The following members declared a personal interest: Bob Sampson (P17/ 038.3 Oaklands, London Road, Sayers Common, BN6 9HY (DM/17/3342)). There were no other declarations.  

P17/034.  Minutes of the Planning Committee meeting held on 24 August 2017:  The minutes were received and accepted by the Committee and signed by the Chairman.   

P17/035.  Matters arising from the Meeting of the Planning Committee held on 24 August 2017:  There were no matters arising.  

P17/036.  Adjournment for questions from the public:  The Committee agreed to adjourn the Meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak.  It was agreed that the public would speak when the item was discussed.  The meeting then resumed.   

P17/037.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P15/036:  (The decisions of the Chairman and Vice-Chairman will be reported to the meeting.)  The 

Committee was asked to note: 

P17/037.1   7 Dunlop Close, Sayers Common, Hassocks, West Sussex, BN6 9SL (DM/17/3434): (T1) Oak 

– remove snapped limb to NW and crown reduce by 2m.  

  RECOMMENDATION: Permission is granted.  

P17/037.2  Greensands, Albourne Road, Hurstpierpoint, West Sussex BN6 9ES (DM/17/3356):  T1 

Sycamore fell. T2 Sycamore thin by 25%. T3 Ash x 2 remove stem back to fork on south east side and thin both trees by 20%. T4 Sycamore x 2 crown raise to 8 metres and thin by 25%. T5 Sycamore – crown raise to 6 metres. T6 Sycamore x 2 reduce branches on eastern tree by up to 5 metres and reduce height of both by up to 3 metres. T7 Sycamore fell. T8 Sycamore fell. T9 andT10 Yew reduce by up to 2 metres to north. T11 and T12 Holly – reduce to 2 metres. T13 Holly – reduce to 2 metres. T14 Conifer fell. T15 Beech Thin by 20%. T16 Oak remove lowest limb to west and thin by 15%. T17 Hazel – re-coppice maximum 4 stems.  

  RECOMMENDATION: Agreed at meeting held on 24th August 2017. 

P17/037.3  27 High Street, Hurstpierpoint, West Sussex, BN6 9TT (DM/17/3524):  T1 Eucalyptus Fell.  

  RECOMMENDATION: Permission is granted. 

P17/037.4  The Granary, Hassocks Road, Hurstpierpoint,  West Sussex, BN6 9QW (DM/17/3446):  

Remove weather boarding on front elevation and replace with handmadeclay tiles  

  RECOMMENDATION: Permission is granted. 

P17/037.5  6 Manor Gardens, Hurstpierpoint,  West Sussex, BN6 9UG (DM/17/3463):  Proposed single storey side extension with pitched roof, roof light to the rear and flue.  

  RECOMMENDATION: Permission is granted. 

P17/037.6  Field House, 8 High Street, Hurstpierpoint,  West Sussex, BN6 9TY (DM/17/3432):  

Replacement window units at front elevation.  

  RECOMMENDATION: Permission is granted. 

P17/038.  Planning applications  – Committee decision:  The Committee was askedconsider the following and make RECOMMENDATIONS to the Planning authority: 

P17/038.1  The Barn, Malthouse Lane, Hurstpierpoint,  West Sussex, BN6 9LA (DM/17/3414):  Discharge of conditions, 2, 5 and 6 relating to planning application DM/17/1750.  

  RECOMMENDATION: No comment.  

P17/038.2  90 College Lane, Hurstpierpoint,  West Sussex, BN6 9AJ (DM/17/3373):  Proposed two storey 

side and rear extension with internal alterations.Loft conversion with rear dormer and one roof light to the side and one to the rear.  Three members of the public (being neighbours to the application property) spoke in opposition to the application.   

  RECOMMENDATION: Refusal – un-neighbourly, loss of light, over-development, insufficient  allowance for parking. A thorough traffic management plan would need to be put in place.  

P17/038.3  Oaklands, London Road, Sayers Common, West Sussex, BN6 9HY (DM/17/3342):  Proposed 2 

No. five bedroom dwellings with associated access.  

  RECOMMENDATION: Refusal – the site is located in area that suffers with poor drainage.  Contrary to the following Neighbourhood Plan Policies:- 

  Hurst C1 – Conserving and enhancing character.   

  Hurst C3 – Local gaps and preventing coalescence. 

  Hurst H3 – Sayers Common Housing sites. 

  Hurst H6 – Housing sites infrastructure and environmental impact assessment.   The Committee supported all the comments made by MSDC on the previous application  (DM/16/5562) which also relate to this application.  

P17/038.4  Land South Of A2300, Burgess Hill, West Sussex, (DM/17/3511):  Discharge of planning condition number 8 relating to planning application 13/01618/OUT.  

  RECOMMENDATION: No comment.  

P17/039.  MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P17/039.1. Granted: the Committee noted permissions granted by MSDC:

  2. (b) 2 Well Cottages Albourne Road Hurstpierpoint Hassocks West Sussex BN6 9ET (DM/17/2322):   Proposed two storey side extension and front porch (amended description 12.06.2017) Decision date:  25 Aug 2017 
  3. (c) Hurstpierpoint College, Chalkers Lane, Hurstpierpoint.  ((DM/17/2727):  Remove existing roof to outdoor recreation building and replace with composite roof panels.  Decision date:  29 August 2017.  
  4. (d) Co Op Welcome 95 High Street Hurstpierpoint Hassocks West Sussex BN6 9RE (DM/17/2434):  Proposed single storey extension in rear yard and new timber enclosure for plant area.  Decision date:  30 Aug 2017

P17/039.4  Appeals: the Committee noted planning appeals:  No notifications received. 

P17/040.  Action Plan review:  Further to Minute SP17/09 of Strategic Policy Working Group (meeting 8 August 

2017) the Committee was asked to consider the PARISH ACTION PLAN 2016-21, to report on progress to date.  In particular it is suggested that items 14 (Environment 2) and 16 (Conservation Areas) are considered by the Committee.   (Ref:  Parish Action Plan 2016-21 rev 4 update   31.08.2017). A discussion took placeand the suggested items actions were considered and agreed. Other actions were discussed, but it was felt these should be taken to the relevant Committee.
