P17/046. Planning applications – Committee decision: The Committee is askedconsider the following and make RECOMMENDATIONS to the Planning authority:
P17/046.1. 157 High Street, Hurstpierpoint, West Sussex, BN6 9PU (DM/17/2564) proposed replacement of all external windows to wooden frames, replace front door and back door, repaint front aspect white with the addition of a slate plaque to note number and name.
RECOMMENDATION: Insufficient information and detail regarding the windows and doors. The Committee agreed with the Conservation Officers concerns.
P17/046.2. 58 Cuckfield Road, Hurstpierpoint, West Sussex, BN6 9SB (DM/17/3512) proposed single
storey rear extension with a flat roof, lantern roof light and building materials to match existing. Also proposed is a new side window, replacement of an existing window with obscured glazing and a rear door and window to the existing garage.
RECOMMENDATION: Support the case officer’s comments to reduce the size.
P17/046.3. Barn Southwest of Pakyns House, Bullfinch Lane, Hurstpierpoint, West Sussex (DM/17/3584) application for determination as to whether prior approval is required for the proposed conversion of existing 4no. Linked barns into a single dwelling house.
RECOMMENDATION: Refusal contrary to Neighbourhood Plan Policy Countryside HurstC3 – Local Gaps and Preventing Coalescence.

(DM/17/3546) application for determination as to whether prior approval is required for the change of use of 3 agricultural buildings on land at Amberley Farm to 3 residential dwellings (use class C3).
RECOMMENDATION: prior approval should be required to determine application under planning conditions.
P17/046.5. 102 Western Road, Hurstpierpoint, West Sussex, BN6 9TB (DM/17/3634) proposed loft conversion with dormer type roof extension and single storey garden office/summer house.
RECOMMENDATION: Permission is granted.

storey extension to the south elevation with associated internal alterations. Replacement of six existing roof lights at second floor level. Replacement of existing French windows to rear elevation. Insertion of new window in ground floor wall. Associated landscaping works immediately adjacent to the single storey extension.
RECOMMENDATION: Permission is granted.
P17/046.7. Langton Grange, Langton Lane, Hurstpierpoint, West Sussex, BN6 9HB (DM/17/2980) single

RECOMMENDATION: Permission is granted.
P17/046.8. Hurstlands, Chalkers Lane, Hurstpierpoint, West Sussex, BN6 9LR (DM/17/3619) change of
use of existing stables and agricultural barn to a mixed A1, A3, B1 and floricultural building to be used as a café, flower studio, workshop area and offices with associated alterations and erection of a poly tunnel. A member of the public spoke objecting to the application. Concerns were raised over the increase in traffic flow along an already busy road. And the lack of parking spaces being provided for the office units.
RECOMMENDATION: Refusal – increase in traffic and insufficient parking on site.
P17/046.9. Bridgers Farmhouse, Langton Lane, Hurstpierpoint, West Sussex, BN6 9HA (DM/17/3734) proposed new garage with studio in roof void. New access to Langton Lane. New orangery and internal alterations.
RECOMMENDATION: Permission with a clause to state – the garage shall not be let, occupied or sold separately or severed thereafter.
P17/046.10. Bridgers Farmhouse, Langton Lane, Hurstpierpoint, West Sussex, BN6 9HA (DM/17/3736) proposed new garage with studio in roof void. New access to Langton Lane. New orangery and internal alterations.

P17/046.11. 115 Cuckfield Road, Hurstpierpoint, West Sussex, BN6 9RS (DM/17/3750) piling and ground works to underpin part of the front elevation due to subsidence, together with reinstatement of brickwork under ground floor window and internal finishes. Also carefully deconstruct steps to front door and rebuild of new raft foundation.
RECOMMENDATION: Permission is granted.
P17/046.12. Little Park, Trinity Road, Hurstpierpoint, West Sussex, BN6 9UY (DM/16/3819) formation of a new secondary vehicular access onto Trinity Road. Removal of existing Leylandii trees and extension of the front boundary wall including a pair of timber gates to serve the new secondary access. New soft landscaping, new driveway and turning area and construction of a detached garage with accommodation at first floor level (amended plans received 7 September 2017).
RECOMMENDATION: Permission with a clause to state – the garage shall not be let, occupied or sold separately or severed thereafter.
P17/046.13. Little Park, Trinity Road, Hurstpierpoint, West Sussex, BN6 9UY (DM/16/3823) extension of the front boundary wall including a pair of timber gates to serve the new secondary access (amended plans received 7 September 2017).
RECOMMENDATION: Permission is granted.
P17/046.14. Land Parcel adjacent to Trinity Court, Brown Twins Road, Hurstpierpoint, West Sussex,
BN6 9XS (DM/17/3723) replacement of grass/grid parking surface with paviours.
RECOMMENDATION: Permission is granted subject to the addition of suitable drainage.
P17/046.15. Danworth Farm, Cuckfield Road, Hurstpierpoint, West Sussex, BN6 9GL (DM/17/3777)
demolition of existing barn building. Construction of new detached building to provide 4 no. B1 office units. Conversion of part of existing detached storage barn to create 3 no. B1 office units. Associated hard and soft landscaping works, to include provision of additional parking spaces and widening of existing main entrance drive.
RECOMMENDATION: Permission is granted with access onto Cuckfield Road only.

- (b) Greensands, Albourne Road, Hurstpierpoint (DM/17/3356) T1 Sycamore – fell. T2 Sycamore – thin by 25%. T3 Ash x 2 – remove stem back to fork on south east side and thin both trees by 20%. - (f) 54 College Lane, Hurstpierpoint (DM/17/3190) Elder (T1) Fell.
- (g) Land adj to Oakhurst, Sayers Common (DM/17/3094) T1 Oak – remove lowest branch overhanging boundary back to fork and reduce overhanging garden growth by 2 metres. T2 Oak – remove epicormics growth on trunk. Remove lowest branch overhanging garden and reduce branches over hanging garden by up to 2 metres. T3 Oak – reduce growth overhanging garden by up to 2 metres.
- (h) Hampton Lodge, 2 Hassocks Road, Hurstpierpoint (DM/17/2963) Conifer Hedge (T1) – first 17 and last 14 trunks – reduce by up to 50% in height. Cedar (T4) – remove crossing rubbing branches, remove back only select branches which protrude beyond the rest of the canopy. - (k) Co-op Welcome, 95 High Street, Hurstpierpoint (DM/17/2931) installation of new plant area in the rear yard of property.
- (l) 9 Marchants Close, Hurstpierpoint (DM/17/3211) proposed front extension to garage, side utility extension and alterations to porch.
- (m) Land parcels at 528785 120354, Gatehouse Lane, Land South of A2300, Goddards Green (DM/16/5637) reserved matters application for the approval of the appearance, landscaping, layout and scale pursuant to outline permission 13/01616/OUT for the erection of 4,076 sq m for B1b B1c, B2 and B8 employment uses with ancillary office, car parking, service yard areas, landscaping and enabling works.
HP&SCPC RECOMMENDATION: Refusal – contrary to Neighbourhood Plan Policy, Employment Hurst E1 – proposals for the development of a Business Park providing high quality employment at Goddards Green as part of the Northern Arc Development Plan. The development does not comprise sufficient employment for Class B1 (b), B1 (c) or B2. The proposed landscaping along the northern boundary of the site is in adequate in depth. No information on design context in relation to the future phases.
- (n) 7 Dunlop Close, Sayers Common (DM/17/3434) (T1) Oak – remove snapped limb to NW and crown reduce by 2m. (o) Land South of A2300, Burgess Hill (DM/17/2202) non material amendment to planning reference 13/01618/OUT, amendments to the wording of pre-commencement conditions. (p) 27 High Street, Hurstpierpoint (DM/17/3524) T1 Eucalyptus – fell.
- (q) 4 Hassocks Road, Hurstpierpoint (DM/17/2899) proposed change of use of existing ground floor of manager’s house to residential (c3) in order to let commercially.
- (r) Millstone Studio, Cobbs Mill, Mill Lane, Sayers Common (DM/17/3197) amend condtions7 and 10 of planning permission 14/01662/FUL to allow a future use of unit 3 as a music studio if required.
P17/047.2. Refused: the Committee noted refusals by MSDC: (All as HP&SCPC recommendation, except where noted).
(a) Hornsdene Farm House, Pookbourne Lane, Sayers Common (DM/17/2600) change of use of outbuilding to selfcontained dwelling house. Amended plans received 15.08.2017 showing revised associated curtilage.
HP&SCPC RECOMMENDATION: Permission is granted with a condition that the ownership be tied to the main house. (b) 9 Brown Twins Road, Hurstpierpoint (DM/17/2426) proposed single storey rear extension and replace existing conservatory to form new extension on existing footprint.

P17/047.4 Appeals: to note planning appeals: No notifications received.
P17/048. Procedure for the delegation of smaller planning applications to the Chairman and ViceChairman: The Committee was asked to consider and agree on the procedure to be put in place for 2017-18 which allows the delegation of smaller planning applications to the Chairman and Vice-Chairman of the Planning Committee. A discussion took place and the Committee agreed to the addition under item (g) regarding applications in the Conservation area or listed buildings. These are to go to the Committee.
RESOLVED: The Committee agreed the procedure allowing the Chairman and Vice-
Chairman to make recommendations in regards to the smaller applications, with the addition on Conservation areas and listed buildings.
P17/049. Road Names – Explanatory signs: An email was sent to MSDC requesting the use of explanatory signs, to explain the Parish Councils decision on road names used in new developments. MSDC explained they would not support the attachment of additional advisory information plates to the existing street nameplates. The district council advised that the Parish Council could maintain a register of street naming decisions for public inspection by creating a page on the Parish Council website noting the street name, committee decision date and explanation. (Ref: email – Road Names – explanatory signs – 27th September 2017)
RESOLVED: The Committee agreed to the register for public inspection by creating a page on the Parish Council website.
P17/050. MSDC Application for Temporary Road Closure: Remembrance Parade, Sunday 12th November 2017.
The Committee was asked to consider this application to close the High Street to traffic 10.15am to 1pm and respond to MSDC (Ref: MSDC email Temporary road closure application – Hurstpierpoint Remembrance Day Parade – 12/11/17 2nd October 2017).
RESOLVED: The Committee has no objection to the road closure on 12th November 2017.
