MINUTES of the meeting of the Planning Committee on Thursday 21 December 2017 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P17/068.  Apologies for Absence and Declarations of Interest:  The following apologies for absence were received prior to the meeting and accepted: Bob Sampson and Peter Griffiths.There were no declarations of interest.  

P17/069.  Minutes of the Planning Committee meeting held on 30 November 2017:  The minutes were received and accepted by the Committee and signed by the Chairman.  

P17/070.  Matters arising from the Meeting of the Planning Committee held on 30 November 2017: There were no matters arising.  

P17/071.  Adjournment for questions from the public:  The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak. It was agreed that the public would speak when the item was discussed. The meeting then resumed.   

P17/072.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048:  (The decisions of the Chairman and Vice-Chairman will be reported to the meeting.)  The 

Committee was asked to note: 

P17/072.1.  64 Western Road, Hurstpierpoint, BN6 9TB (DM/17/4813) Single storey rear addition.  

  RECOMMENDATION: Permission is granted  

P17/073.  Planning applications  – Committee decision:  The Committee was askedconsider the following and make RECOMMENDATIONS to the Planning authority: 

P17/073.1.  15 Marchants Road, Hurstpierpoint, BN6 9UR (DM/17/4795) removal of existing garage/store and erection of a two storey flank extension.  

  RECOMMENDATION: Permission is granted 

P17/073.2.  Bungalow 1, Valley Farm, Reeds Lane, Sayers Common, BN6 9JQ (DM/17/4855) removal of planning condition no.2 (Agricultural Occupancy Condition) of planning permission F/70/106. 

  RECOMMENDATION: Permission is granted 

P17/073.3.  Bungalow 2, Valley Farm, Reeds Lane, Sayers Common, BN6 9JQ (DM/17/4859) removal of planning condition no. 3 (Agricultural Occupancy Condition) of planning permission F/71/366. 

  RECOMMENDATION: Permission is granted 

P17/073.4.  39 Wickham Hill, Hurstpierpoint, BN6 9NP (DM/17/4863) proposed rear facing balcony.  

  RECOMMENDATION: Refusal. 

P17/073.5.  Little Park, Trinity Road, Hurstpierpoint, BN6 9UY (DM/17/4957) internal alterations to provide new en-suite accommodation and facilitate enhancement of the existing sanitary accommodation, including the provision of external soil vent pipes.  Removal of oak post and glazed screen to the ground floor.  Insertion of roof windows to the east-facing pitched roof on the ground floor, and to the east-facing pitched roof on the second floor.  

  RECOMMENDATION: Permission is granted subject to listed building consents and the  materials used to be in keeping with existing.

P17/073.7.  Marton, Wickham Hill, Hurstpierpoint, BN6 9NP (DM/17/4645) the proposal seeks to further enhance the architectural typography of the dwelling following approval of Planning Application DM/16/4704 and DM/17/1802.  Revisions to DM/17/1802 include the omission of the jetted first floor and increase ridge height by circa 950mm. 

RECOMMENDATION: Permission is granted 

P17/073.8.  32 and 34 Western Road, Hurstpierpoint, BN6 9TA (DM/17/3895) proposed side two storey 

extension to existing ground floor and first floor flats located within a semi-detached building (amended description and plans 5 December 2017). 

  RECOMMENDATION: Permission is granted, concern was raised over the lack of parking.  

P17/073.9.  Hornsdene Farm House, Pookbourne Lane, Sayers Common, BN6 9HD (DM/17/4984) proposed barn conversion with link to main dwelling, rear balcony, additional rear facing dormer and internal alterations.  

  RECOMMENDATION: Permission is granted. 

P17/074.  MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P17/074.1. Granted: The Committee noted permissions granted by MSDC: 

  1. (a) Ailsa Craig, Abberton Field, Hurstpierpoint (DM17/4457) (T1) 17 Conifers – reduce crown height by 5.5m, back to previous cut height.  
  2. (b) 27 Spinney Close, Hurstpierpoint (DM/17/4010) proposed single storey extension to front of existing garage and garage conversion.  
  3. (c) 102A High Street, Hurstpierpoint (DM/17/4256) proposed change of use of shop area from A1 retail to C3 residential.  (d)  Land Parcel at 527951 115880, (part of Former Geers Nursery site), Brighton Road, Hurstpierpoint (DM/17/4324) variation of condition 2 relating to planning application DM/17/1026, to allow the amendment of approved plans as follows – to increase the ridge height of the roof of the dwelling from 6m and 6.4m to 6.6m and 7.2m respectively, to remove the proposed roof light to the north east elevation and insert a dormer window, to remove three of the four proposed roof lights to the south west elevation and to insert a dormer with an obscure glazed window, to add two obscure glazed roof lights and a sun tunnel to the south east elevation, to add a single obscure glazed roof light and a sun tunnel to the north west elevation.  

HP&SCPC RECOMMENDATION: Refusal – overlooking and un-neighbourly. 

  1. (e) 181 Cuckfield Road, Hurstpierpoint (DM/17/4381) proposed single storey porch to the side elevation.  
  2. (f) Top Flat, 8 High Street, Hurstpierpoint (DM/17/2610) rear dormers and loft conversion to accommodate additional residential unity.  
  3. (g) Little Pakyns Cottage, Albourne Road, Hurstpierpoint (DM/17/4539) G1 – Yew Group – reduce overhang to garden by up to 1.5m. G2 Sycamore Group – reduce overhang to garden by up to 1.5m.  T1 Cherry – reduce overhang to garden by up to 1.5m.  T2 – Sycamore – reduce eastern side of crown by up to 1.5m and reduce lowest limb on south side by 2m.  T3 and T4 Magnolia Grandiflora – reduce height by 2m and reduce lateral extent by 1m. G3 Sycamore Group – fell. G4 Hawthorn and Blackthorn – fell.  
  4. (h) 110 Willow Way, Hurstpierpoint (DM/17/3724) demolition of part of existing single storey structure and erection of new single storey rear extension (plans available to view on website 06.11.17). 
  5. (i) 2 College Place, Hurstpierpoint (DM/17/4235) proposed front porch and WC extension.  
  6. (j) 123 High Street, Hurstpierpoint (DM/17/3782) ground and first floor rear extensions, new casement window to ground floor and minor alterations.  
  7. (k) 123 High Street, Hurstpierpoint (DM/17/3785) ground and first floor rear extensions, new casement window to ground floor and minor alterations.  
  8. (l) Box House Farm, Langton Lane, Hurstpierpoint (DM/17/4382) T1 Beech – raise crown over pond to approx. 4 metres. 

T2 Magnolia – reduce crown by approx. 1.5 metres.  

  1. (m) Hampton Lodge, 2 Hassocks Road, Hurstpierpoint (DM/17/4345) (T1) – Sycamore – remove lower epicormic growth and reduce the higher canopy by 3m back to in line with boundary.  (T2) Ash – reduce crown height by 4m.  (T3) Yew – fell to ground level.  (T4) Yew under Cedar – raise canopy by up to 2.5m, reduce sides by 2.5m and reduce canopy height by up to 6m.  
  2. (n) 195 Cuckfield Road, Hurstpierpoint (DM/17/4515) proposed rear single storey extension.  

P17/074.2. Refused: the Committee noted refusals by MSDC: (All as HP&SCPC recommendation, except where noted).   

(a) 13 Wilderness Road, Hurstpierpoint (DM/17/3940) proposed sub division, alteration and rear extension of existing 3 bed bungalow to create 2 no. bed semi-detached dwellings to include conversion of existing integral garage to habitable space and adaption of highway verge to create 1 additional parking space resulting in a total provision of 2 parking spaces.  

P17/074.3. Withdrawn: the Committee noted withdrawn applications: no notifications received 

P17/074.4  Appeals: the Committee noted planning appeals:   

(a)  Kingsland Laines, Reeds Lane, Sayers Common, BN6 9JG (12/01540/OUT)  outline application for 120 dwellings 

(including 30% affordable housing), community facility, office space, care home, retail units with primary access off the B2118 (London Road) with some matters reserved. Revised Design and Access Statement and illustrative Site Layout received 30th July reducing scale of nursing home to 2 storeys. APP/D3830/A/12/2189451RD – APPEAL ALLOWED.
