P&E21/22.053 arising from the meeting of the Planning Committee held on 30th September 2021: There were no matters arising.

(4) 19 Trinity Road Hurstpierpoint Hassocks West Sussex BN6 9UY. DM/21/3505. Conversion of adjoining garage into habitable living accommodation.

RECOMMENDATION: No comment

(5) 35A High Street Hurstpierpoint Hassocks West Sussex BN6 9TT. DM/21/3581. T1 Holly – reduce crown by 1.5 metres, T2 Magnolia – reduce by 1 metre in height. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC give permission

RECOMMENDATION: No further comment

(7) 57 Wickham Hill Hurstpierpoint Hassocks West Sussex BN6 9NR. DM/21/3655. Front single storey extension with related minor internal alterations.

RECOMMENDATION: Our recommendation is that MSDC give permission

P&E21/22.056 applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

(1) Mishon Mackay 106 High Street Hurstpierpoint Hassocks West Sussex BN6 9PX. DM/21/33.75. Rear ground floor extension.

RECOMMENDATION: Our recommendation is that MSDC give permission subject to confirmation that the southern boundary does not encroach onto South Lane.

(2) The Old Barn Southbrooks Farm Danworth Lane Hurstpierpoint Hassocks West Sussex BN6 9LW. DM/21/3289. Demolition of existing buildings and erection of 1 new 3-bed dwelling.

RECOMMENDATION: Our recommendation is that MSDC refuse the application. Due to the previous refusals and refusal at appeal we are unable support this application. The Parish Council note that the previous reasons for refusal were given as Hurst Neighbourhood plan policies C1 and C3.

(3) 18 The Grange Hurstpierpoint Hassocks West Sussex BN6 9FD. DM/21/3509. Lawful Development Application for an extension to the top floor completed in 2018 which has extended the two pre-existing bedrooms, and incorporated dormer roof and balcony.

RECOMMENDATION: Our recommendation is that MSDC refuse the application. Given our opposition to the now approved application to remove condition 22 (DM/21/2246) the Parish Council cannot support this application. After retrospective approval was refused in 2019 the applicant as failed to comply with the subsequent permissions granted. The reasons for the retrospective refusal still remain; it is unneighbourly and out of character.

(4) 4 33 Iden Hurst Hurstpierpoint Hassocks West Sussex BN6 9XZ. DM/21/2927. To relocate border fence, approx. 2.5metres closer to boundary, addition of a private pedestrian access gate at the front side and edge border in keeping with the current layout and surrounding properties.

RECOMMENDATION: Our recommendation is that MSDC refuse the application. It will be detrimental to the ‘open plan’ feel of the estate and alter the street scene.

(5) Streams Farm Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/21/3401. Demolish existing dwelling and replace with a two-storey dwelling.

RECOMMENDATION: Our recommendation is that MSDC give permission

(6) Hurst Wickham Rise College Lane Hurstpierpoint Hassocks West Sussex BN6 9AD. DM/21/3508. Construction of a detached garage building alongside the existing dwelling. Construction of a pool house building within the rear garden. Associated hard and soft landscaping works, to include an outdoor swimming pool. Installation of a porch canopy to the side elevation of the existing house.

RECOMMENDATION: Our recommendation is that MSDC give permission

(7) Hornsdene Farm House Pookbourne Lane Sayers Common Hassocks West Sussex BN6 9HD. DM/21/3569. Demolition of agricultural outbuilding (cow shed) and erection of new triple bay garage and one bedroom annex (change of use from agricultural to ancillary residential accommodation to the main dwelling) Demolition of detached stable block and erection of a replacement stable block containing four no. stables. Construction of a 45m x 25m sand-school and associated landscaping works.

RECOMMENDATION: Our recommendation is that MSDC give permission subject to the stables and sand-school not being used at any time for commercial use.

(8) Land Adjacent To Knowles Tooth Langton Lane Hurstpierpoint West Sussex. DM/21/2995. Proposed residential development of single detached dwelling. One member of the public spoke in support.

RECOMMENDATION: Our recommendation is that MSDC give permission subject to a satisfactory report from the Conservation Officer.

(9) Little Shepherds Gatehouse Lane Goddards Green Hassocks West Sussex BN6 9LE. DM/21/3433. Demolish existing 3-bedroom chalet bungalow and replace with a 4 bedroom house with attached garage and vehicle parking.

RECOMMENDATION: Our recommendation is that MSDC give permission.

(10) 9 Manor Gardens Hurstpierpoint Hassocks West Sussex BN6 9UG. DM/21/3559. Single storey rear extension. Side and rear wrap around dormer extension. New front velux window. Enlarged and converted existing detached garage into a utility and storage room ancillary building.

RECOMMENDATION: Our recommendation is that MSDC give permission

(11) 18 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9SA. DM/21/2962. (Amended plans received 08.10.2021 and 19.10.2021) Proposed single storey extension to the rear and roof conversion to existing detached property, together with new entrance gates.

RECOMMENDATION: Our recommendation is that MSDC give permission

(13) 157 High Street Hurstpierpoint Hassocks West Sussex BN6 9PU. DM/21/2859. Single storey glazed lean-to extension to the rear with related internal alterations and conversion of (for residential use) and alterations to existing outbuilding with the installation of two new rooflights. AMENDED PLANS received 21/10/2021 reducing depth of extension and addressing Conservation Officer concerns.

RECOMMENDATION: Our recommendation is that MSDC give permission

(14) 157 High Street Hurstpierpoint Hassocks West Sussex BN6 9PU. DM/21/2862. Single storey glazed lean-to extension to the rear with related internal alterations and conversion of (for residential use) and alterations to existing outbuilding with the installation of two new rooflights. AMENDED PLANS received 21/10/2021 reducing depth of extension and addressing Conservation Officer concerns. Listed Building Consent.

RECOMMENDATION: Our recommendation is that MSDC give permission

(15) Turrets Malthouse Lane Hurstpierpoint Hassocks West Sussex BN6 9LA. DM/21/3309. Single storey extensions to the east (main bedroom) and south elevations (utility and study), 1/2 storey extension to the front elevation to form new entrance and stair to first floor and a single storey extension to the west to form new living areas. Realigned drive and parking and garden areas.

RECOMMENDATION: Our recommendation is that MSDC give permission

RESOLVED: After discussion the committee agreed that the Planning & Environment Committee would request a budget amount of £5000, as a contingency fund should a Planning Consultant be required.
