MINUTES of the meeting of the Planning & Environment Committee, held on Thursday 29th September 2022 at 7.30 pm at Conference Room, Village Centre, Trinity Road, Hurstpierpoint.

P&E22/23035 Apologies for Absence:  Apologies of absence were received and accepted from Cllr Allan Brown, Cllr David Evans, Cllr Martin Machan and Cllr John Lowman.

P&E22/23037 Minutes of the Planning Committee meeting held on 1st September 2022: The committee reviewed the minutes, and it was:

RESOLVED: That the Committee AGREED the Planning & Environment Committee minutes of 1st September 2022.

P&E22/23038 Matters arising from the meeting of the Planning Committee held on 1st September 2022: There were no matters arising.

P&E22/23039 Adjournment for questions from the public: Members considered whether to adjourn the meeting in order to receive questions from members of the public in attendance. One member of the public present.

P&E22/23040 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048.  The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed:

1) Squirrels Gate Abberton Field Hurstpierpoint Hassocks West Sussex BN6 9QD. DM/22/2707. Lime (T1) – remove first three limbs on Western side (overhanging garage) back to the main stem. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

2) 4, 5 And 6 Heath Close Sayers Common Hassocks West Sussex BN6 9XL. DM/22/2735. 2 x Oak trees located on the fence boundary line in the rear garden of houses numbered 4, 5 and 6 Heath Close – reduce crowns by up to 3m. 2 x Field Maple trees and 3 x Ash trees located on the fence boundary line in the rear garden of number 4 and 5 Heath Close – reduce crowns by up to 3m.

RECOMMENDATION: Our recommendation is that MSDC should give permission

3) Park Cottage Manor Road Hurstpierpoint Hassocks West Sussex BN6 9UL. DM/22/2911. Cherry Tree ( T1 and T2) – reduce crown by 1m. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC should give permission

4) 12 Lynton Close Hurstpierpoint Hassocks West Sussex BN6 9AN. DM/22/2741. Loft conversion. Lawful Development Certificate.

RECOMMENDATION: No comment

P&E22/23041 Applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

1) 14 St Lawrence Way Hurstpierpoint Hassocks West Sussex BN6 9SH. DM/22/2671. Proposed rear extension and loft conversion

RECOMMENDATION: Our recommendation is that MSDC should give permission

2) Erskine Lodge 2 Albert Silsby Place Hurstpierpoint Hassocks West Sussex BN6 9YG. DM/22/2666. Single storey rear extension forming additional family room.

RECOMMENDATION: Our recommendation is that MSDC should give permission

3) 24 Wilderness Road Hurstpierpoint Hassocks West Sussex BN6 9XD. DM/22/2544. First floor loft conversion with 3 front facing dormers. Proposed single storey rear extension, partial garage conversion, and front-facing porch.

RECOMMENDATION: Our recommendation is that MSDC should give permission

4) 18 The Grange Hurstpierpoint Hassocks West Sussex BN6 9FD. DM/22/2336. Retrospective loft conversion with dormer window and balcony.

RECOMMENDATION: Our recommendation is that MSDC should refuse the application. Nothing has changed with the resubmission, so the objections are still valid.

DP26 Character, out of scale and character”.  

The Committee feel MSDC need to enforce on the conditions that the applicant hasn’t put right.

5) 108 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TB. DM/22/2361. (Amended Plans 31.08.2022) Proposed loft conversion, including two rear flat roofed dormers, and two conservation styled rooflights to front roof slope.

RECOMMENDATION: Our recommendation is that MSDC should refuse the application The dormer windows on the second floor are overbearing and out of proportion to those on the first floor and ground floor.  (The Hurstpierpoint Society letter sets out a good set of comments.)

6) Plot 1 – 4, The Hub Land South Of A2300 Gatehouse Lane Goddards Green West Sussex. DM/22/2676. Application for approval of reserved matters on Plots 1-4 of landscape, appearance, layout and scale, to provide flexible employment units across use classes B1b, B1c, B2 and B8, with ancillary offices at The Hub, pursuant to permission DM/20/3614.

RECOMMENDATION: The Parish Council does not wish to recommend permission or refusal. The Committee wishes to reiterate its concerns about i) traffic movement to ensure that traffic exiting the Hub turns right to the A2300, and not left into the village.  ii) , that the visual impact must be effectively minimised as iii) the lack of structure and effectiveness of the current screening/sight lines experienced to date at the site, for example where trees have been left to die.

7) 17 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QH. DM/22/2688. Proposed new first floor window to rear elevation. Internal alterations to first floor.

RECOMMENDATION: Our recommendation is that MSDC should give permission

8) 17 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QH. DM/22/2687. Proposed new first floor window to rear elevation. Internal alterations to first floor. Listed Building Consent.

RECOMMENDATION: Our recommendation is that MSDC should give permission

9) Land To West Of Goldcrest Drive Sayers Meadow Sayers Common West Sussex. DM/22/2012. Erection of a 2 storey, 66 bed care home for older people with associated access, car parking and landscaping. (Additional drainage information and plans received 2nd September 2022).

RECOMMENDATION: The Parish Council does not wish to recommend permission or refusal.

We note the MSDC Drainage Engineer has looked at the drainage arrangements for the site, to ensure surface water from the car parks drain to the north and not south into Reeds Lane Recreation Ground.  Any additional hard landscaping on the site must also drain to the north.  The outdated plans still incorrectly show a pedestrian access into Reeds Lane over Parish Council land.  This access does not exist and may be being used to mislead the Planning Authority.  The Parish Council feels there is completely insufficient car parking provision for the site.

10) The Manor House 3 Albert Silsby Place Hurstpierpoint Hassocks West Sussex BN6 9YG. DM/22/2745. Change of use of land from agricultural to residential and provision of a native soft landscaping scheme. (Corrected Landscape and Visual Appraisal received 13.09.2022). One member of the public present.

RECOMMENDATION: Our recommendation is that MSDC should give permission.

P&E22/23042 MSDC Planning Decisions: (All as H&SC PC recommendation, except where noted).

(1) Granted: The Committee noted permissions granted by MSDC:

a) 7 Marchants Road Hurstpierpoint Hassocks West Sussex BN6 9UP. DM/22/2219. Retrospective application for single storey extension to rear of the property, two storey extension to East side, and newly-positioned front door/porch on the south side. e) Leigh Cottage Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/22/2159. 3 No. additional new roof dormer windows to be added to existing roof conversion. Amended plans received 23.08.2022.

f) 4 Hurstbeech Close Hurstpierpoint Hassocks West Sussex BN6 9FP. DM/22/1958. Single storey rear extension, conversion of garage loft space to form new office with 2 new dormer window. New dormer window and 3 new roof lights to existing loft. Amended plans received 17.08.2022 showing side doorway in the extension on the proposed west elevation.

g) 14 Iden Hurst Hurstpierpoint Hassocks West Sussex BN6 9XZ. DM/22/2372. Single storey front and rear extensions. Garage conversion to create play room, utility and storage area.

h) Hornsdene Farm House Pookbourne Lane Sayers Common Hassocks West Sussex BN6 9HD. DM/22/0534. Demolition of agricultural outbuilding (cow shed) and erection of new triple bay garage and one bedroom annex. Amended plans received 29.07.2022 showing internal and external design amendments.

i) 159 High Street Hurstpierpoint Hassocks West Sussex BN6 9PU. DM/22/2269. Remove internal wall between kitchen and lounge to provide open living space and light penetration. Installation of small conservation roof light to bathroom extension sloping ceiling.

j) Lychgate Cottage High Street Hurstpierpoint Hassocks West Sussex BN6 9PU. DM/22/2647. T1 Gleditsia – reduce crown by 0.5m. T2 Magnolia grandiflora – reduce crown by 0.5m
