MINUTES of the meeting of the Planning Committee on Thursday 14 June 2018 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P18/011.  Apologies for Absence and Declarations of Interest:  The following apologies for absence were received prior to the meeting and accepted:  Allan Brown, Martin Machan, Tony Lank and Bob Sampson

P18/012.  Minutes of the Planning Committee meeting held on 17 May and 24 May 2018:    The minutes were received and accepted by the Committee and signed by the Chairman.  

P18/013.  Matters arising from the Meeting of the Planning Committee held on 17 May and 24 May 

2018:  There were no matters arising.  

P18/014.  Adjournment for questions from the public:  The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak.  It was agreed that the public would speak when the item was discussed. The meeting then resumed.  

P18/015.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048:  (The decisions of the Chairman and Vice-Chairman are reported to the meeting.)   P18/015.1   Hampton Lodge 2 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QN 

(DM/18/1984):  (T1) Ash – cut back to fence line by 2.5m. 

  RECOMMENDATION: Permission is granted.  

P18/015.2   6 Chestnut Grove Hurstpierpoint Hassocks West Sussex BN6 9SS (DM/18/2049):  Proposed two storey side extension. 

  RECOMMENDATION: Permission is granted.

  RECOMMENDATION: Permission is granted. 

P18/015.4   193 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9RT (DM/18/2078):  Proposed single storey rear extension. 

  RECOMMENDATION: Permission is granted. 

P18/015.5  27 Nursery Close Hurstpierpoint Hassocks West Sussex BN6 9WA (DM/18/2045):  Proposed side extension with part garage conversion. 

  RECOMMENDATION: Permission is granted. 

P18/015.6  Little Oaks Spinney Close Hurstpierpoint Hassocks West Sussex BN6 9AS (DM/18/2222):  

Proposed single storey front extension. 

  RECOMMENDATION: Permission is granted. 

P18/015.7  Danworth Farm Cuckfield Road Hurstpierpoint West Sussex BN6 9GL (DM/18/2249):  

Removal of Condition 11 of planning permission DM/17/3777 – to allow the interconnection of the individual units, thus maintaining flexibility for both the Tenants and the Landlords to respond to ever-changing business needs. 

 RECOMMENDATION: Permission is granted. 

P18/015.8  Spotted Cow Cottage Albourne Road Hurstpierpoint Hassocks West Sussex BN6 9ET 

(DM/18/2271):  Ash (T2) reduce 1-1.5m height and spread; thin by 15% to reduce the risk of branch  

  RECOMMENDATION: Permission is granted. 

P18/016.  Planning applications  – Committee decision:  The Committee was askedconsider the following and make RECOMMENDATIONS to the Planning Authority: 

P18/016.1   Naldretts Farm Pookbourne Lane Sayers Common Hassocks West Sussex BN6 9HD   

(DM/18/1860):  Change of use of grazing land to a polo pitch with associated works including the formation of a new lagoon, landscaping, and vehicular access via Northend Lane. 

  RECOMMENDATION: Refusal – concern over increased traffic to the site, contrary to the  Neighbourhood Plan Policy regarding Quiet Lanes. Restricted access makes the site totally  unsuitable for the ‘world class events’ as stated in the application. Concern there is  contradictory statements regarding private or public use of the site.  

P18/016.2   Maltings Farm Malthouse Lane Hurstpierpoint Hassocks West Sussex BN6 9JZ 

(DM/18/2037):  Demolition of outbuildings. Erection of 5 dwellings. 10 members of the public spoke in opposition to the application.  Concerns were expressed over building within the Local Gap and Coalescence. And that the application clearly contravenes both the District and Neighbourhood Plans.  

  RECOMMENDATION: Refusal – The application is contrary to the following policies in the    District Plan: 

   DP12: Protection and Enhancement of Countryside    DP13: Preventing Coalescence.  

   DP15: New Homes in the Countryside 

  And the following Neighbourhood Plan Policies:  

   Hurst C1: Conserving and Enhancing Character    Hurst C3: Local Gaps and Preventing Coalescence.  

P18/016.3   48 Kemps Hurstpierpoint Hassocks West Sussex BN6 9UE (DM/18/2133):  Erection of Two 

Storey 4 bedroom dwelling. 

  RECOMMENDATION: Refusal – over-development, concerns over proximity of trees to the  proposed development and the impact this will have on them and the ongoing impact on TPO  trees. 

P18/016.4   Hurstpierpoint College College Lane Hurstpierpoint Hassocks West Sussex BN6 9JS 

(DM/18/2192):    Formation of new external single storey building to house a boiler room and external W/C facilities. 

  RECOMMENDATION: Permission is granted.  

P18/016.5   Flinthurst Albourne Road Hurstpierpoint Hassocks West Sussex BN6 9ET (DM/18/2058):  

(T1) Sycamore – fell leaving stump. (G2) Ash and Sycamore – reduce by 4m. (G1) Ash, Sycamore and Oak – reduce by 3m. 

  RECOMMENDATION: Permission is granted on the condition that extreme care is taken when  reducing the Oak (T5).  

P18/016.6   Ailsa Craig Abberton Field Hurstpierpoint Hassocks West Sussex BN6 9QD (DM/18/2118):  

(T1) 17 Conifers – fell.  

  RECOMMENDATION: Permission with a condition that native species are planted in place.    Arising’s to be disposed of accordingly and not burnt on site.  

P18/016.7   Hurstlands Chalkers Lane Hurstpierpoint Hassocks West Sussex BN6 9LR (DM/17/3619):  

Change of use of existing stables and agricultural barn to a mixed agricultural and B1(a) use building to enable a flower workshop area, storage of materials associated with the flower growing enterprise and offices and erection of a poly tunnel (Amended plans, statement and description received 18 May 2018). 

  RECOMMENDATION: Refusal – Increase in traffic caused by possible retail use of the site. The  application has contradictory statements as to exact usage.  The Planning Statement suggests  that flowers would be prepared and assembled but not sold on site. The Plan, 17-112-Loc  however show a ‘pick your own area’ which suggest that the application has a retail element.  

P18/016.8  Little Park Trinity Road Hurstpierpoint Hassocks West Sussex BN6 9UY (DM/17/4957):  Internal alterations to provide new en-suite accommodation and facilitate enhancement of the existing sanitary accommodation, including the provision of external soil vent pipes.  Removal of oak post and glazed screen to the ground floor. Insertion of roof windows to the east-facing pitched roof on the ground floor, and to the east-facing pitched roof on the second floor.  

  RECOMMENDATION: Permission is granted, subject to the Conservation Officers report.

P18/016.10  Blossom Cottage 2 Blossoms Well Langton Lane Hurstpierpoint Hassocks West Sussex 

BN6 9EY (DM/18/2207):  Change of use to create 1 additional hard standing parking space to front of property. This is an application to establish whether the development is lawful.  This will be a legal decision where the planning merits of the proposed use cannot be taken into account. 

  RECOMMENDATION: No comment.  

P18/017.  MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P18/017.1. Granted: the Committee noted permissions granted by MSDC: 

  1. (a) 5.12.  Big Edgerley Barn, College Lane, Hurstpierpoint (DM/18/1516) provision of a boiler room link extension located between the existing hovel and cart lodge.  
  2. (b) Oaklands, London Road, Sayers Common, BN6 9HY (DM/18/3342) erection of 1 no. five bedroom detached dwelling with associated access (Amended description and plans received on 25 April 2018). 
  3. (c) 9 Chalkers Lane, Hurstpierpoint, BN6 9LR (DM/18/1478) two storey and single storey rear and side extension.  (d)    Flat 1, Halton Lodge, Halton Shaws, Hurstpierpoint, BN6 9QR (DM/18/1256) demolition of existing pre-fabricated garage and erection of new single storey side extension to existing dwelling.  
  1. (e) 25 Highfield Drive,  Hurstpierpoint, BN6 9AU (DM/18/1390) demolition of existing garage. Erection of single storey side extension with 1 no. roof light to side.  
  2. (f) Washbrook View, Church Fields, Hurstpierpoint, BN6 9TU (DM/18/1430) replace the existing uPVC double glazed side windows on the roof dormer with lead sheet cladding.  Replace uPVC double glazed windows with timber framed double glazed sash windows on the roof dormer and first floor bedroom – under permitted development rights.  
  3. (g) 13 Hurst Gardens, Hurstpierpoint, BN6 9ST (DM/18/1456) proposed single storey rear and south west side extension (replacing existing rear extension).  
  4. (h) 1 Hannington Place, Hurstpierpoint, BN6 9XY (DM/18/1363) porch and single storey extension.  
  5. (i) 4 Pine Tree Close, Hurstpierpoint, BN6 9AX (DM/18/1222) ground floor infill extension to the side of the existing dwelling together with internal alterations and all associated drainage works.  
  1. (k) Oakdene, Pookbourne Lane, Sayers Common, BN6 9HD (DM/18/0800) extension and partial enclosure of equestrian arena.  
  2. (l) Hurstpierpoint College, College Lane, Hurstpierpoint BN6  (DM/17/2502  and DM/17/2501):  Conversion of no 3 boarding rooms at second level to provide staff flats.
