MINUTES of the meeting of the Planning Committee on Thursday 2 August 2018 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P18/026.  Apologies for Absence and Declarations of Interest:  The following apologies for absence were received prior to the meeting and accepted: Rosemary Burns, Allan Brown, Rodney Jackson, Peter Griffiths and Bob Sampson.  There were no declarations of interest.  

P18/027.  Minutes of the Planning Committee meeting held on 5 July 2018:    The minutes were received and accepted by the Committee and signed by the Chairman.  

P18/028.  Matters arising from the Meeting of the Planning Committee held on 5 July 2018:  There were no matters arising.  

P18/029.  Adjournment for questions from the public:  There being no member of the public present the Committee was not required to adjourn the meeting in accordance with Clause 1 (b) of Standing Orders.  

P18/030.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048:  (The decisions of the Chairman and Vice-Chairman are reported to the meeting.)   

P18/030.1.  Westfield, Malthouse Lane, Hurstpierpoint, BN6 9JX (DM/18/2633) variation of condition 2 relating to planning reference DM/17/4644 to allow for revised plans.  

  RECOMMENDATION: Permission is granted.  

P18/030.3.  38 College Lane, Hurstpierpoint, BN6 9AQ (DM/18/2326) Eucalyptus (T1) overall crown reduction of up to 5m.  

  RECOMMENDATION: Permission is granted. 

P18/030.4.  Hampton Lodge, 2 Hassocks Road, Hurstpierpoint, BN6 9QN (DM/18/2808) T1 Yew – remove 3 lowest limbs. T2 Yew – remove 2 limbs growing over and into Hornbeam.  T3 Yew south of Cedar – remove 2 lowest limbs growing over Magnolia.  T4 Yew growing through Oak – remove to ground level.  T5 Laurel, Holly, Hazel – remove to ground.  

  RECOMMENDATION: Permission is granted. 

P18/030.5. 5 Osborn Close, Sayers Common, BN6 9JR (DM/18/2841) proposed single storey rear extension.    RECOMMENDATION: Permission is granted. 

P18/030.6. Lauriston St Georges Lane Hurstpierpoint Hassocks BN6 9QX. Box Elder (T1) – Fell, Rowan (T2) 

– Reduce crown by approx. 1 metre, Cypress (T3) reduce by approx. 1 metre.  

  RECOMMENDATION: Permission is granted. 

P18/030.7 38 Western Road, Hurstpierpoint, Hassocks, West Sussex BN6 9TA (DM/18/3029). Proposed dormer to rear roof slope. 

  RECOMMENDATION: Permission is granted 

P18/030.8 Ailsa Craig  Abberton Field Hurstpierpoint Hassocks West Sussex BN6 9QD. Spruce – remove to ground level. 

  RECOMMENDATION: Permission is granted. 

P18/031.  Planning applications – Committee decision:  The Committee was asked consider the following and make RECOMMENDATIONS to the Planning Authority: 

P18/031.1.  20 Dunlop Close, Sayers Common, BN6 9SL (DM/18/2506) proposed attached annexe for ancillary use to main dwelling with dormer window to front elevation.  Replace conservatory with a single storey rear extension to main dwelling.  

  RECOMMENDATION: Permission is granted. 

P18/031.2.  Big Edgerley Barn, College Lane, Hurstpierpoint, BN6 9QY (DM/18/2594) raise the ridge and the pitched roof of the barn and widen the walls in each direction to provide correct level of insulation.  This application including the proposed mezzanine floor show within the plans, is linked to approved application DM/18/0103. 

  RECOMMENDATION: Permission is granted. 

P18/031.3.  Hurstpierpoint Ex Serviceman’s and Social Club, Willow Way, Hurstpierpoint, BN6 9TH (DM/18/2623) remodel entire internal layout and alterations to West and North elevations including removing windows and adding sliding doors.  

  RECOMMENDATION: Permission is granted. 

P18/031.4. 100 Willow Way, Hurstpierpoint, BN6 9TJ (DM/18/2661) erection of new three bed end of terrace dwelling and minor alterations to existing dwelling.  

  RECOMMENDATION: Permission is granted. 

P18/031.5. 55 Wickham Hill, Hurstpierpoint, BN6 9NR (DM/18/2726) conversion of existing integral garage and construction of a first floor extension to the front elevation.  Replacement dormer to the front elevation.  Construction of a first floor extension to the rear elevation, along with a replacement dormer.  Demolition of existing bay window to west elevation and construction of single storey extension.  Fenestration changes to all elevations to include replacement windows, and the application of timber cladding and render finished. Construction of a detached garage to the front of the property.  

  RECOMMENDATION: Permission is granted. 

P18/031.6. 53 Cuckfield Road, Hurstpierpoint, BN6 9RR (DM/18/2800) proposed two storey side extension.  

  RECOMMENDATION: Permission is granted. 

P18/031.7. Hampton Lodge, 2 Hassocks Road, Hurstpierpoint, BN6 9QN (DM/18/2837) refurbishment and conversion to the ‘Red House’ potting shed to create two storey, one bedroom annexe ancillary to main dwelling.  

  RECOMMENDATION: Permission is granted with a condition that the annexe shall not be let,  occupied or sold separately or severed thereafter.

  RECOMMENDATION: Permission is granted. 

P18/031.10.  8 St. Christopher’s Road, Hurstpierpoint, BN6 9UX (DM/18/1803) two storey side and single storey rear extensions to existing dwelling house and associated external works – amended plans received 09.07.2018. 

  RECOMMENDATION: Permission is granted.

  10. (j) Amberley Farm, Bishopstone Lane, Ansty (DM/18/1268) full planning application for the demolition of the existing agricultural buildings and the erection of three residential dwellings (C3 use class) and associated ancillary garages and works.  
  11. (k) 6 Chestnut Grove, Hurstpierpoint (DM/18/2049) proposed two storey side extension. 
  12. (l) Little Park, Trinity Road, Hurstpierpoint (DM/17/4957) internal alterations for removal of Oak post and glazed screen to the ground floor. Insertion of 2 no. roof lights to the east facing pitched roof on the ground floor (amended plans received 18 April 2018) (Amended plans and description 3 July 2018 deleting provision of new ensuite accommodation, including provision of external soil vent pipes and insertion of 1 no. roof light to the east facing pitched roof on the second floor).  (m)  Little Park, Trinity Road, Hurstpierpoint (DM/17/4958) internal alterations for removal of Oak post and glazed screen to the ground floor. (n)  27 Nursery Close, Hurstpierpoint (DM/18/2045) proposed side extension with part garage conversion.  (o)  Land at Grid Reference 527951 115880, Brighton Road, Hurstpierpoint (DM/18/2418) variation of condition 2 in relation to planning application DM/17/1026, to allow revised plans for minor variations including the substitution of roof lights for sun tunnels on the south east and northwest elevations, addition of a roof light and removal of obscure glazing to roof lights.  

  1. (p) 48 Kemps, Hurstpierpoint (DM/18/2133) erection of two storey 4 bedroom dwelling.  
  2. (q) Buff Cottage, Reeds Lane, Sayers Common (DM/18/1193) improvement and enlargement of single storey bungalow with loft conversion. Proposed garage conversion to a first floor office and workshop/storage. New front porch.  (r) Avtrade Global Headquarters, Reeds Lane, Sayers Common, Hassocks. (DM/18/1616) New mezzanine office accommodation within existing warehouse, with associated welfare facilities. Additional external car parking with extended and modified state road, previously approved under 12/03058 FUL. 

(s) 2 Willow Way, Hurstpierpoint, West Sussex, (DM/18/2600) T1 Ash Tree – Pollard Tree back to previous points. 

P18/032.2. Refused: the Committee noted refusals by MSDC: (All as HP&SCPC recommendation, except where noted).  No notifications received.  

P18/032.3. Withdrawn: The Committee noted withdrawn applications:  

(a) Blossom Cottage, 2 Blossoms Well, Langton Lane, Hurstpierpoint ((DM/18/2207).  

P18/032.4  Appeals: the Committee noted planning appeals:No notifications received.  

  1. 8. Street Naming – The Business Hub: The Committee was asked to consider proposals for a street name for The 

Business Hub at Cuckfield Road, Goddards Green.  MSDC have requested suggestions and have advised that the Council may want to consider beginning the process of gathering lists of street names in advance, due to the number that will be requested during the development. A list of suggested names from the developer has been included with the application. (Ref: MSDC email Northern Arc – SN&N 6 July 2018, Suggestions as to Estate Road at the Hub-2300 Burgess Hill). A discussion took place and the Committee agreed that the Council should continue to use the list of names held at the office rather than the list suggested by the developer. A new list is to be collated for further suggestions of local people, for the Northern Arc Development.  

  RESOLVED: The Committee agreed to continue using the List of Local Peoples names, held at  the office. To start the process of collating a list of further names for the Northern Arc 

  Development.  

  1. 9. Hurstpierpoint Conservation Areas Appraisal: The Committee was asked to note that the Appraisal and boundary changes were approved by the Scrutiny Committee at MSDC on 5 July 2018. It is due to be signed off by a Cabinet Member.  The changes to the boundaries will be advertised and all affected property owners written too.
