MINUTES of the meeting of the Planning Committee on Thursday 23 August 2018 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P18/034.  Minutes of the Planning Committee meeting held on 2 August 2018:    The minutes were received and accepted by the Committee and signed by the Chairman.  

P18/035.  Matters arising from the Meeting of the Planning Committee held on 2 August 2018:  There were no matters arising.  

P18/036.  Adjournment for questions from the public:  The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak.  It was agreed that the public would speak when the item was discussed. The meeting then resumed.  

P18/037 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048:  (The decisions of the Chairman and Vice-Chairman are reported to the meeting.)  

P18/37.1 Hurstpierpoint Ex Servicemen’s And Social Club Willow Way Hurstpierpoint BN6 9TH (DM/18/2623): (Amended description 30.07.2018) Part change of use of the Ex Serviceman and Social Club (sui generis) to a community hall (D1) and nursery (D2). Remodel of the internal layout and alterations to the fenestration 


P18/37.2 164 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TE (DM/18/3118):  (T1) Scots Pine – fell.  RECOMMENDATION: Permission 

P18/37.3 Hope Chapel 139 Western Road Hurstpierpoint Hassocks West Sussex BN6 9SZ (DM/18/3153):  Removal and replacement of rear doors, removal and replacement of roof windows and internal alterations. RECOMMENDATION: Permission 

P18/37.4Eastern House 27 Hassocks Road Hurstpierpoint West Sussex BN6 9QH (DM/18/3250):   

(T1) Horse Chestnut – fell. RECOMMENDATION: Permission 

P18/038.  Planning applications – Committee decision:  The Committee was asked consider the following and make RECOMMENDATIONS to the Planning Authority: 

P18/38.1 P18/037.1 14 Layton Fields Close Hurstpierpoint Hassocks West Sussex BN6 9YH 

(DM/18/0220):  Erection of conservatory to rear and front. Moved to 6  

RECOMMENDATION: Refusal – out of keeping with the development, poor design 

P18/38.2 28 High Street Hurstpierpoint Hassocks West Sussex BN6 9RG (DM/18/3209):  Change of Use from office space (B1a use class) to a 2-bedroom residential dwelling (C3 use class). RECOMMENDATION: Permission 

P18/38.3 Naldretts Farm Pookbourne Lane Sayers Common Hassocks West Sussex BN6 9HD 

(DM/18/1860):  Change of use of grazing land to a polo pitch with associated works including the formation of a new lagoon, landscaping, and vehicular access via Northend Lane (Amended plans and information submitted on 2 August 2018). RECOMMENDATION: Refusal – concern over increased traffic to the site, contrary to the 

Neighbourhood Plan Policy regarding Quiet Lanes. Restricted access makes the site totally unsuitable for the ‘world class events’ as stated in the application. Additional traffic during events via a narrow lane with no allowance for passing vehicles.  In addition the safety aspect of HGV’s turning into/from Cuckfield Road at the junctions with Pomper Lane and Mill Lane. 

P18/38.4 13 Wilderness Road Hurstpierpoint Hassocks West Sussex BN6 9XD (DM/18/2302):  Proposed sub-division of existing bungalow into 1no. 2 bed and 1no. 1 bed single storey semi-detached dwellings.  Amended plans received 03.08.2018 showing revisions to proposed parking layout. RECOMMENDATION:  Refusal – Un-sustainable, unneighbourly, over- looking and over development of the site, loss of amenity. The shared driveway would allow for access to 3 properties, which would have a detrimental effect on neighbouring properties. Not in keeping with the settlement pattern and harmful to the character of the road. Contrary to Neighbourhood Plan Policy Hurst H5: development principles and District Plan Policy DP26: Character and Design.  

P18/38.5 3 Holly Mews High Street Hurstpierpoint Hassocks West Sussex BN6 9PW (DM/18/3114):  

Demolition of existing garage, outbuilding and dwelling to construct, in its place, a two storey dwelling almost identical to that approved under application DM/17/4622, whereby the existing building was to be adapted. Construction of boundary wall in brick to north, northwest and north east of site.  RECOMMENDATION:  Permission is granted subject to a sufficient Traffic Management Plan being put in place, with conditions that no construction traffic should be allowed to access the site during rush hours and must only enter and leave village via the East side. 

P18/38.6 Land West Of Lodge Cottage South Avenue Hurstpierpoint West Sussex (DM/18/2698):  Erection of a single dwelling with associated landscaping. RECOMMENDATION: Permission be granted, subject to planning condition that an enforceable legal agreement be established between the District Council, the Parish Council, and the landowner, that the allotments remain in their current use in perpetuity. The foul water drainage through new tank and not into existing.

  2. (b) .  Oaklands, London Road, Sayers Common, BN6 9HY (DM/18/2505) Two Oak (T1 and T2) reduce branches back to the boundary of 6 Heath Close.  

(c )  Tower House, High Street, Hurstpierpoint, BN6 9RQ (DM/18/2573) T1 Holly and T2 London Plane – lift branches off the roof of Tower House by 1-2 metres.  

(d)   16 Western Road, Hurstpierpoint, BN6 9TA (DM/18/2332) proposed single storey rear extension and alterations.  (e )   32 and 34 Western Road, Hurstpierpoint, BN6 9TA (DM/18/2479) amendment to approved DM/173895 to include render to rear elevation, grey aluminium window and bi fold door to the rear elevation, flat roof to the new extension on the front and entrance door to the ground floor flat repositioned on the side elevation.  

  1. (f) Westfield, Malthouse Lane, Hurstpierpoint, BN6 9JX (DM/18/2633) variation of condition 2 relating to planning reference DM/17/4644 to allow for revised plans.  
  2. (g) Hampton Lodge, 2 Hassocks Road, Hurstpierpoint, BN6 9QN (DM/18/2808) T1 Yew – remove 3 lowest limbs. T2 Yew – remove 2 limbs growing over and into Hornbeam.  T3 Yew south of Cedar – remove 2 lowest limbs growing over Magnolia.  T4 Yew growing through Oak – remove to ground level.  T5 Laurel, Holly, Hazel – remove to ground.  (h)    20 Dunlop Close, Sayers Common, BN6 9SL (DM/18/2506) proposed attached annexe for ancillary use to main dwelling with dormer window to front elevation.  Replace conservatory with a single storey rear extension to main dwelling.  (i)   Hurstpierpoint College, College Lane, Hurstpierpoint Hassocks West Sussex BN6 9JS (DM/18/2192):    Formation of new external single storey building to house a boiler room and external W/C facilities. 

(j).  Hurstpierpoint College, College Lane, Hurstpierpoint, BN6 9JS (DM/18/2323) change of use of 2nd floor common room at St John’s House to five boarding rooms. (Amended plans received 21.06.2018).  

(k)   Big Edgerley Barn, College Lane, Hurstpierpoint, BN6 9QY (DM/18/2594) raise the ridge and the pitched roof of the barn and widen the walls in each direction to provide correct level of insulation.  This application including the proposed mezzanine floor show within the plans is linked to approved application DM/18/0103.
