MINUTES of the meeting of the Planning & Environment Committee, held on Thursday 3rd February 2022 at 7.30 pm at Court Bushes Community Hub, off Willow Way, Hurstpierpoint.

P&E21/22.078 Matters arising from the meeting of the Planning Committee held on 6th January 2022: There were no matters arising.

P&E21/22.079 Adjournment for questions from the public: Members considered whether to adjourn the meeting in order to receive questions from members of the public in attendance. No members of the public present.

P&E21/22.080 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048.  The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed:

(1) 11 Blackthorns Hurstpierpoint Hassocks West Sussex BN6 9TF. DM/21/4376. G2-Field Maple and Birch – Remove dead and deceased wood, 25mm in diameter and over, remove or cut back low branches to give a 4 metre clearance from ground level.

RECOMMENDATION: Our recommendation is that MSDC give permission

(2) 88 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TB. DM/22/0029. Crab apple (T1) – reduce crown by 0.5m. Rowan (T2) – reduce crown by 0.5m. Hawthorn (T3) – reduce crown by 0.5m. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC give permission

(3) The Sportsman Cuckfield Road Goddards Green Hassocks West Sussex BN6 9LQ. DM/21/4228. To relocate 2 mobile pods from the forecourt of the building, onto the rear garden.

RECOMMENDATION: Our recommendation is that MSDC give permission

(4) Redroofs Halton Shaws Hassocks Road Hurstpierpoint BN6 9Q. DM/22/0107. (T2) Maple – Fell. Trees in a Conservation Area.

RECOMMENDATION: Our recommendation is that MSDC give permission, subject to the Tree Officer visiting the site and giving approval.

(5) Brushwood Farm Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/22/0083. Variation of condition 3 of planning application DM/19/2316 – to replace approved plans due to design revision.

RECOMMENDATION: Our recommendation is that MSDC give permission

P&E21/22.081 applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

(1) Fieldside Hassocks Road Hurstpierpoint West Sussex. DM/22/0020. Variation of Condition 2 relating to planning reference DM/17/2039 to replace approved drawings with submitted drawings.

RECOMMENDATION: Our recommendation is that MSDC give permission

(2) Graceland 17 Fairfield Crescent Hurstpierpoint Hassocks West Sussex BN6 9SF. DM/22/0005. Loft conversion incorporating hip to gable elements to the north and south, three dormers to the rear and one dormer to the front and also for raising the front gable roof pitch

RECOMMENDATION: Our recommendation is that MSDC give permission

(3) White Horse Lodge Furzeland Way Sayers Common Hassocks West Sussex BN6 9JB. DM/22/0124. Removal of condition 3, for agricultural occupancy, relating to HP/019/82.

(4) Langton Grange Langton Lane Hurstpierpoint Hassocks West Sussex BN6 9HB. DM/21/2818. Inclusion of an Air Source Heat Pump unit and new pergola with timber decking below and retention of the existing close boarded boundary fence (amended description and amended plans received 12.01.2022 and 18.01.2022)

RECOMMENDATION: No further comment

(5) 35 Iden Hurst Hurstpierpoint Hassocks West Sussex BN6 9XZ. DM/22/0189. Retrospective application for the erection of a timber outbuilding to the rear of the property which includes an air conditioning / heating unit.

RECOMMENDATION: Our recommendation is that MSDC give permission

(6) Little Park Farm Marchants Close Hurstpierpoint Hassocks West Sussex BN6 9UZ. DM/22/0204. Removal of existing barn, mobile home and other outbuildings and construction of 3 dwellings. (revisions to approved scheme DM/21/2367) now including garages and alterations to eastern unit to accommodate rooms within the roof space.

RECOMMENDATION: Our recommendation is that MSDC give permission. Subject to a condition that the previously agreed construction plan is extended to this new application, specifically including the banning of construction traffic between the hours of 08.30 – 09.15 and 14.45 – 15.30 Monday to Friday on school terms days.

(7) 70 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TB. DM/22/0213. Rear side infill extension and associated works.

RECOMMENDATION: Our recommendation is that MSDC give permission

e) Martins St Georges Lane Hurstpierpoint Hassocks West Sussex BN6 9QX. DM/21/4120. Magnolia (T1) – Reduce crown by 1m. Pear (T2) – Reduce overhanging branches to neighbouring property on Northern side by 0.5m . Hazel (T3) – reduce crown by 2m. Apple (T3) – Reduce crown by 1m.

h) St Johns House Sixth Form Hurstpierpoint College Chalkers Lane Hurstpierpoint West Sussex. DM/21/4020. Proposed conversion of loft space into a 2no bedroom staff flat and formation of associated dormer.

i) 5 Mill Lane Sayers Common Hassocks West Sussex BN6 9HN. DM/21/3816. Single-storey rear extension for proposed conservatory.

j) Land North Of Reeds Lane Reeds Lane Sayers Common West Sussex. DM/21/3648. Poly tunnels for use in commercial food production – three 6 x 18m poly tunnels for propagation and vegetable growing.

a) Alders Farm Brighton Road Hurstpierpoint Hassocks West Sussex BN6 9EE. DM/21/3996. Notification for Prior approval of a change of use of two thirds of the barn into a residential dwelling, with the remaining third retained as storage. The internal layout is arranged with primary accommodation on the eastern elevation and an open plan living/dining area to the western end. All habitable rooms will have new windows / external doors.
