MINUTES of the meeting of the Planning & Environment Committee, held on Thursday 4th February 2021 at 7.30 pm via Microsoft Teams video conferencing.

P&E20/21.072 Apologies for absence: Due to the Coronavirus the meeting was not held in person. Apologies for absence were received and accepted by Peter Griffiths, David Evans, Allan Brown, Michael Avery.

P&E20/21.073 Declarations of Interest; the following declarations were received:

P&E20/21.074 Minutes of the Planning Committee meeting held on 7th January 2021: The minutes were agreed. Due to the Coronavirus the minutes will be signed by the Chairman at the next available opportunity.

P&E20/21.075 arising from the meeting of the Planning Committee held on 7th January 2021: There were no matters arising.

P&E20/21.076 Adjournment for questions from the public: Members considered whether to adjourn the meeting in order to receive questions from members of the public in attendance. Three members of the public spoke in relation to P&E20/21.078 (1) The Manor House.

P&E20/21.077 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048. The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed:

(1) Oak Tree St Georges Lane Hurstpierpoint Hassocks West Sussex BN6 9QU. DM/20/4625. Two storey side extension with associated internal alterations and reinstating integral garage and a new front porch. (Description updated 18.01.2021)

RECOMMENDATION: Permission is granted

(2) White Oaks London Road Sayers Common Hassocks West Sussex BN6 9HT. DM/20/4717. Outbuilding comprising home gym, office and shower room. Lawful Development Certificate.

RECOMMENDATION: No comment

(3) 10 The Sycamores Sayers Common Hassocks West Sussex BN6 9XP. DM/20/4675. Replace garage door with window to convert garage and increase window size at rear.

RECOMMENDATION: Permission is granted

RECOMMENDATION: No comment

(5) 4 The Sycamores Sayers Common Hassocks West Sussex BN6 9XP. DM/21/0157. Replacement of existing conservatory roof with new flat roof and roof lanterns. Raise half height walls, new windows, door and parapet walls.

RECOMMENDATION: Permission is granted

(6) 6 The Sycamores Sayers Common Hassocks West Sussex BN6 9XP. DM/21/0121. Proposed single storey pitched side extension.

RECOMMENDATION: Permission is granted

P&E20/21.078 Planning applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

(1) The Manor House 3 Albert Silsby Place Hurstpierpoint Hassocks West Sussex BN6 9YG. DM/20/4569. Construction of an extension to the side and rear elevation, encompassing the existing garaging, to provide additional habitable accommodation at ground and first floor levels. Construction of an orangery to the rear elevation. Formation of dormers on the rear elevation to serve the existing second floor accommodation. Installation of an external swimming pool with associated plant building, along with hard and soft landscaping works. (Revised plans received 07.01.2021) One member of the public spoke in support, 2 members of the public spoke in objection to the application.

RECOMMENDATION: Three Members of the Public spoke for or against the Application, following which concern was expressed by the Committee at the size of the proposed extension, and because of this the effect on neighbouring properties, together with the effect of the substantial construction works on the neighbouring properties. It was acknowledged that the Applicants had worked with the neighbours to try and effect a mutually acceptable compromise.

Having also considered sections DG 49,50 and 51 of the Mid Sussex Design Guide, and DP 26 of the Mid Sussex District Plan the Committee agreed that the proposed extension was Unneighbourly and would cause a loss of privacy and therefore recommended that the Application be refused.”

(2) Naldretts Farm Mill Lane Sayers Common West Sussex BN6 9HL. DM/20/4720. This scheme includes alterations to the high voltage (HV) and low voltage (LV) overhead lines at Naldretts, including the removal of HV poles 616594, 633620 and 633621.

RECOMMENDATION: No comment permission already granted prior to meeting

(3) Land South Of A2300 Gatehouse Lane Goddards Green West Sussex. DM/21/0087. Discharge of conditions 6 and 11 relating to planning reference DM/20/3649.

RECOMMENDATION: Refusal – incomplete design strategy

(4) Redroofs Halton Shaws Hurstpierpoint Hassocks West Sussex BN6 9QR. DM/21/0153. Maples T1 and T2 – Cut back Epicormic growth to previous cut points this will be a reduction of 2-3 metres. Trees in a Conservation Area.

RECOMMENDATION: Permission is granted

(5) 117 College Lane Hurstpierpoint Hassocks West Sussex BN6 9AF. DM/21/0084. To remove the restrictions of condition No: 2 -To allow for external solar lighting of horse exercise arena. (Ref: DM/16/4500)

RECOMMENDATION: Refusal – to safeguard the visual appearance of the area. Un-neighbourly. DP29 Light pollution.

(6) Bridgers Farmhouse Langton Lane Hurstpierpoint Hassocks West Sussex BN6 9HA. DM/21/0219. Proposed new garage with studio in roof void. New access to Langton Lane. New rear orangery and internal alterations to include removal of secondary rear staircase. Listed Building Consent.

RECOMMENDATION: Permission is granted

(7) Bridgers Farmhouse Langton Lane Hurstpierpoint Hassocks West Sussex BN6 9HA. DM/21/0218. Proposed new garage with studio in roof void. New access to Langton Lane. New rear orangery and internal alterations to include removal of secondary rear staircase.

RECOMMENDATION: Permission is granted

(8) Fieldside Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QW. DM/21/0185. Ash tree – Fell. Sycamore tree – crown lift to remove the lower branch and reduce the crown by 20%.

RECOMMENDATION: Permission is granted

(9) Little Torch 4 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QN. DM/20/4426. Change the use from Class C2 to Class C3 to form 8no. Residential flats, 2no. Dwelling houses, car parking and associated development.

RECOMMENDATION: Permission – The committee reiterate our previous comments in relation to traffic/highways issues. The committee were disappointed to note that WSCC Highways declined to visit the site.

The points made by the Conservation Officer should be taken into consideration and incorporated into the design.

RECOMMENDATION: Permission is granted
