MINUTES of the meeting of the Planning Committee on Thursday 7 April 2016 held at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P15/100.  Apologies for Absence and Declarations of Interest:  The following apologies for absence were received prior to the meeting and accepted:  Julia Shorrocks and Matthew Stokes

P15/101.  Minutes of the Planning Committee meeting held on 3 March 2016:  The Committee received and accepted the minutes which were then signed by the Chairman.  

P15/102.  Matters arising from the Meeting of the Planning and Environment Committee held on 3 March 2016:  There were no matters arising.  

P15/103.  Adjournment for questions from the public:  There being no members of the public present the Committee was not required to adjourn the Meeting in accordance with Clause 1(d) of Standing Orders. 

P15/104.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P15/036:  The Committee noted the following:   

P15/104.1.  Fir Trees, 3 The Nooks, Sayers Common, BN6 9GE (DM/16/0843) Demolition of existing bay 

window and its pitched roof.  Construction of a single storey extension with lean-to pitched roof and formation of a patio adjacent to extension.  

  RECOMMENDATION: No comment.  

P15/104.2.  11 Dunlop Close, Sayers Common, BN6 9SL (DM/16/1155) T9 – Oak – cut back branches overhanging applicants rear garden by approximately 2m to the boundary line.  

  RECOMMENDATION: Permission is granted.  

P15/104.3.  Butchers Barn, High Street, Hurstpierpoint, BN6 9PU (DM/16/1164) 1 Silver Birch to front of house – reduce canopy by up to 1.5m in radial spread.  1 Silver Birch in rear garden – reduce canopy by up to 1.5m in radial spread.  

  RECOMMENDATION: Permission is granted. 

P15/104.4.  17 Wickham Drive, Hurstpierpoint, BN6 9AP (DM/16/1281) Lime (T1) Fell.   

  RECOMMENDATION: Permission is granted. 

P15/105.  Planning applications  – Committee decision:  The Committee was asked  consider the following and make RECOMMENDATIONS to the Planning authority: 

P15/105.1  Kingsland Laines, Sayers Common, BN6 9JG (DM/15/1467) Outline planning application for the approval of access details for 40 houses, extra care facility with access from London Road/B2118.  The Committee was asked to note that it previously considered this application at its meeting 28 May 2015, but the matter was deferred by MSDC until now.  The Committee was asked to note the BRIEFING NOTE  which explains the background.  (Ref:  (Ref:

The Chairman Judith Marsh stepped down as Chairman and the Vice-chairman took the chair for this item. Councillor Marsh abstained from voting when the Committee made the Recommendation.  

RECOMMENDATION: Refusal – lack of information on the nature of the care facility which could lead to over development.  

It is contrary to the following Neighbourhood Plan Policies:- 

HurstH1 (c) Sayers Common can enhance flood and drainage management in the village.  HurstH3 Sayers Common Housing Sites. 

HurstH8 Small Dwellings.  

P15/105.2.  Glenside, 6 Dukes Place, Sayers Common, BN6 9FJ (DM/16/1144) Single storey side and rear extension. 

RECOMMENDATION: Refusal – Loss of light to neighbouring property, un-neighbourly, over bearing impact, closeness of boundary to neighbouring property.  

P15/105.3.  Land South of 1 Cobbs Croft, Chalkers Lane, Hurstpierpoint, BN6 9LP (DM/16/0794) 2 no. 

detached cottages and garage (Amended address 09.03.16)  

 RECOMMENDATION: Refusal (New dwellings in the countryside. Contrary to MSDC Local Plan policy C1 and Parish Council Neighbourhood Plan policy Countryside C1 – conserving and enhancing character). 

P15/105.4.  3 Network, Telecommunications Mast BN0026, Bullfinch Lane, Hurstpierpoint (DM/16/0800) Upgrade of electronic communications installation including 15m monopole with 3 no. shrouded antennas, 2 no. 300mm diameter dish antennas, 2 no. equipment cabinets and ancillary works.  

  RECOMMENDATION: Permission is granted. 

P15/105.5.  Duke of York, London Road, Sayers Common, BN6 9HY (DM/16/0138) Proposed extension and alterations to pub to form new kitchen area and managers flat and erection of 4 dwellings on part of existing car park.  New parking area layout and landscaping.  (Amended plans received showing revisions to proposed houses, public house and layout of site).  

 RECOMMENDATION: Refusal.  The design is out of character with the surrounding area, over development of the site and the numbers of parking spaces are insufficient.  Issue with surface water flooding experienced on the site recently.  

It is contrary to the following Neighbourhood Plan Policies –  HurstC1 Conserving and enhancing character.   

HurstH1 (a) Enhance the existing Settlement Pattern of the village.  

 HurstH1 (c) Sayers Common can enhance flood and drainage management in the village. HurstH3 Sayers Common housing sites.  

P15/105.6.  Northbrooks, Danworth Lane, Hurstpierpoint, BN6 9LW (DM/16/1146) Proposed agricultural road.  

 RECOMMENDATION: Refusal – insufficient grounds to support Agricultural use. Unattractive and detrimental to the countryside.  

P15/105.7.  Gainsborough House, Gatehouse Lane, Goddards Green, BN6 9LD (DM/16/1255) Proposed detached house and double garage, together with access drive and external parking/turning area.  

  RECOMMENDATION: Permission is granted. 

P15/105.8.  79 High Street, Hurstpierpoint, BN6 9RE (DM/16/1272) First floor – change ensuite to bedroom, create new doorway to landing, change study to bath/shower room (water supply to come from adjacent laundry room and waste water to go into external soil pipe) and new hidden plumbing.  Second floor – create new study, new partition into bedroom and new doorway to landing.  

  RECOMMENDATION: Permission is granted. 

P15/105.9.  68 Nursery Close, Hurstpierpoint, BN6 9WA (DM/16/1297) Two storey side extension including building over existing garage and single storey rear extension.  

  RECOMMENDATION: Permission is granted. 

P15/105.10.  Danny Lodge, New Way Lane, Hurstpierpoint, BN6 9BA (SDNP/16/01260/HOUS) Amendment 

to the existing planning permission SDNP/15/03978/HOUS. That application is an amendment to the existing planning permissions SDNP/14/06590/HOUS, SDNP/13/06140/HOUS for the restoration of the existing building and addition of a two storey extension to the rear to create a sustainably designed, low-carbon dwelling.  

  RECOMMENDATION: Permission is granted. 

P15/105.11.  Danny House, New Way Lane, Hurstpierpoint, BN6 9BB (SDNP/16/00894/FUL) The erection of a sculpture of Lloyd George in front of the main east facing entrance to Danny House.  

  RECOMMENDATION: Permission is granted. 

P15/105.12.  St Lawrence Fair, South Avenue Recreation Ground, Hurstpierpoint, BN6 9QB (LI/16/0625) 

New premises Licence. 

  RECOMMENDATION: Permission is granted.

HP&SCPC RECOMMENDATION: Permission is granted.
