MINUTES of the meeting of the Planning Committee on Thursday 14 March 2019 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P18/99.4 12 College Lane Hurstpierpoint Hassocks West Sussex BN6 9AG. DM/19/0678. Proposed link between main house and existing garage/utility room  

RECOMMENDATION: Permission is granted  

P18/99.5 10 Brown Twins Road Hurstpierpoint Hassocks West Sussex BN6 9XT. DM/19/0402. Proposed 

two storey extension including formation of a Juliet balcony at first floor level to existing West elevation serving existing master bedroom, to match existing Juliet balcony on North elevation. 

  RECOMMENDATION:  Refusal. In a conservation area this two storey extension does not conform to DP26, DP35, DP37.  

P18/99.6 Hurstpierpoint Ex Servicemens And Social Club Willow Way Hurstpierpoint Hassocks West Sussex BN6 9TH. DM/19/0777. Variation of Condition 8 relating to planning application DM/18/2623, to amend restrictions on opening hours. Nursery opening hours to remain 07:30 to 18:30 Mon to Fri excluding public holidays. 

Community Hall hours of operation from 07:30 to 23:00 Sun to Thurs, and 07:30 to 00:00 Fri and Sat. 

  RECOMMENDATION: Permission is granted

Removal of existing shop front and installation of replacement window and door with porch canopy to front elevation; single storey rear extension; fenestration alterations to side and rear elevations; and new rooflight within inner rear wing roof slope, all in conjunction with Change of Use of property to residential as previously permitted under reference DM/18/3209 (Amended plans received 7 February 2019 and 26 February 2019) 

  RECOMMENDATION: Permission is granted, subject to Conservation Officer approval 

P18/99.8  16 Fairfield Crescent Hurstpierpoint Hassocks West Sussex BN6 9SF. DM/19/0772. Proposed loft conversion with barn end roof and rear dormers to include removal of chimney. 

  RECOMMENDATION: Refusal – Loss of privacy, un-neighbourly 

P18/99.9 Land At Little Park Farm Marchants Close Hurstpierpoint Hassocks West Sussex BN6 9UZ. DM/19/0824. Remove existing barn, mobile home and other outbuildings for the construction of 4 dwellings with car ports. 1 member of the public spoke in support of the application. 

        RECOMMENDATION: Permission is granted subject to the following conditions: 

Permitted Development Rights are removed 

Restrictions on lighting to protect the rural setting – DP29 

No Construction Traffic before 9.30am allow school traffic (both vehicular and pedestrian) to clear. Access only southbound from Cuckfield Road and then via Marchants Road , NOT Trinity Road, to keep lorries that much further from the Village Centre.

        RECOMMENDATION: Permission is granted 

P18/99.11  8 Berrylands Farm Sayers Common Hassocks West Sussex BN6 9XH. DM/19/0524. Part 

conversion of double garage to form office/utility room.  This is an application to establish whether the development is lawful.  This will be a legal decision where the planning merits of the proposed use cannot be taken into account. 

          RECOMMENDATION:    No Comment

Conifers, 1 x Oak and 1 x Sycamore – Fell 

            RECOMMENDATIONRefusal. There is a TPO on the Oak and Sycamore (HP/02/TPO/01) . There is no evidence of disease or provision of sketch map as required in the application form in sections 4,5 and 6. The oak and sycamore are stated to be fair specimens and not diseased as set out in the arboricultural impact assessment November 2018, DM/18/3900.  DP35 – The trees are in a conservation area and are a boundary feature
