MINUTES of the meeting of the Planning Committee on Thursday 11 April 2019 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

The following member declared a personal interest:

Proposed widening of existing lower ground floor french doors to include new french doors and side glazed panels.  This is an application to establish whether the development is lawful.  This will be a legal decision where the planning merits of the proposed use cannot be taken into account

P18/103 Adjournment for questions from the public: The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak.  It was agreed that the public would speak when the item was discussed. The meeting then resumed.

DM/19/1194. Variation of condition 3 relating to planning application 13/03375/COU to enable the storage of vehicles on the hardstanding areas within the site. Moved to P18/105.16 

P18/104.9 86 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9RZ. DM/19/1265. Proposed hip to gable roof for loft conversion, rear dormer, 2 rear and 3 front roof lights and chimney flue. 

RECOMMENDATION: Permission is granted 

P18/105 Planning applications – Committee decision:  The Committee was asked consider the following and make RECOMMENDATIONS to the Planning Authority: 

P18/105.1 118 High Street Hurstpierpoint Hassocks West Sussex BN6 9PX. DM/19/1118Proposed change of use from offices to a six bedroom dwelling. 

Martin Machan in his capacity as chairman left the room, and Tony Lank as vice chairman took over the meeting. A discussion occurred and recommendation made. Thereafter Martin Machan re-entered the room and resumed the chair. 

RECOMMENDATION: Permission is granted  

P18/105.2 White Horse Lodge Furzeland Way Sayers Common Hassocks West Sussex BN6 9JB. 

DM/19/1003. Construction of 4×3 bed and 4×4 bed dwellings with access from B2118 and associated landscaping and parking. Two members of the public spoke in objection 

 RECOMMENDATION: Refusal – as being contrary to the following Neighbourhood and District Plan policies: 

C3 – local gaps and coalescence 

H1 (c) – enhance existing settlement, doesn’t enhance flood and drainage facilities. 

H3 Sayers Common housing sites

     RECOMMENDATION: Needs planning permission as exceeds permitted development

detached double garage to the front of the property. Amended plans received 18.03.2019 showing revised location of garage 

    RECOMMENDATION: Permission is granted

conversion incorporating velux windows to the front, hip to gable to side and dormer to rear. Also single storey rear facing pitched roof extension 

     RECOMMENDATION: Permission is granted

loft conversion with barn end roof and rear dormers to include removal of chimney. (Amended plans received 28/03/2019)  RECOMMENDATION: Refusal, loss of amenity, privacy, unneighbourly

conversion to create 1st floor. This is an application to establish whether the development is lawful.  This will be a legal decision where the planning merits of the proposed use cannot be taken into account

DM/19/1148 Approval of Reserved Matters following Outline consent (Ref. 12/01540/OUT) relating to appearance, landscaping and scale of Phase 1 for 120 new dwellings, provision of open space and Sustainable Drainage System (SUDS) pursuant to the approved Outline consent. 

RECOMMENDATION: Refusal – No drainage policy 

No masterplan for site, unclear as to Phase 2
