MINUTES of the meeting of the Planning Committee on Tuesday 28 May 2019 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P19/001  Apologies for Absence and Declarations of Interest:  The following members declared a personal interest on items P19/005(8) (South Lodge South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB. DM/19/1862)  and P19/005(9)  (Lodge Cottage South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB. DM/19/1837) in respect of membership on the adjoining Hurstpierpoint Bowling Club:  Martin Machan, Tony Lank, Seth Jee, Stephen Hand, john Lowman.  There were no apologies of absence received prior to the meeting.   

P19/002 Minutes of the Planning Committee meetings held on 30 April 2019 and 16 May 2019:    The minutes were received and accepted by the Committee and signed by the Chairman.  

RESOLVED:  The Minutes of the meetings of 30 April 2019 and 16 May 2019 are adopted. 

P19/003 Matters arising from the Meeting of the Planning Committee held on 30 April 2019:  There were no matters arising.  

P19/004 Adjournment for questions from the public: The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak.   

RESOLVED:  The meeting is adjourned in accordance with clause 70 of Standing Orders. 

A member of the public spoke in respect of item  P19/005(7)  (Nursery Cottage 2A Western Road Hurstpierpoint Hassocks West Sussex BN6 9TA. DM/19/1706), explaining that they were a nearby neighbour to  the application site and were concerned about the loss of screening trees, the scale and design of the buildings, and questioned the potential  use of the area designated as library.  The meeting then resumed. 

P19/005 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048:  (The decisions of the Chairman and Vice-Chairman were reported to the meeting.)  

  1. (1) Trinity Road Hurstpierpoint Hassocks West Sussex BN6 9UY. DM/19/1637. Conservatory to rear. 

  RECOMMENDATION: Permission is granted  

  1. (2) South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB. DM/19/1336 To replace a wooden cabin in the garden with a new one. 

  RECOMMENDATION: Permission is granted

  RECOMMENDATION: Permission is granted

Proposed Variation of condition number 7 relating to planning application DM/18/2698 including removal of bunding. 

  RECOMMENDATION: The Committee has no reason to  refuse permission.  

  1. (8) 40 Nursery Close Hurstpierpoint Hassocks West Sussex BN6 9WA. DM/19/1816.  Erection of rear conservatory. 

  RECOMMENDATION: Permission is granted  

  1. (9) 55 Wickham Hill Hurstpierpoint Hassocks West Sussex BN6 9NR. DM/19/1618. Amendment to 

approved drawings 2.10, 2.11, 2.12, 2.13 and 2.14 relating to planning application DM/18/2726 

  RECOMMENDATION: Permission is granted.  

P19/005.  Planning applications – Committee decision:  The Committee considered the following and make RECOMMENDATIONS to the Planning authority: 

  1. (1) Stables Annexe North End Farm Cuckfield Road Hurstpierpoint West Sussex. DM/19/1280 

Retrospective application for the change of use of the Annex building from ancillary to a separate residential dwelling. RECOMMENDATION:  Permission is granted.  

  1. (2) White Horse Lodge Furzeland Way Sayers Common Hassocks West Sussex BN6 9JB. DM/19/1003. 

Construction of 8 dwellings (4×3 bed and 4×4 bed) with access from B2118 and associated landscaping and parking 

(Amended and corrected plans received on 16 and 17 April 2019) 

RECOMMENDATION:  REFUSAL:  Contrary to  District Plan  policies DP13 (preventing coalescence)  and DP15 (new homes in the countryside) and Neighbourhood Plan policies HurstC1 (conserving and enhancing character) and Hurst C3 (Local Gaps). 

  1. (3) Langton Grange Langton Lane Hurstpierpoint Hassocks West Sussex BN6 9HB. DM/19/1528. 

Demolish existing bay window to rear and replace with new extended bay window. Internal alterations to ground, first and second floor levels. Replace all existing windows (including 6 existing rooflights at second floor level). Listed building consent. 

  RECOMMENDATION: Permission is granted  

  1. (4) Langton Grange Langton Lane Hurstpierpoint Hassocks West Sussex BN6 9HB. DM/19/1523. 

Demolish existing bay window to rear and replace with new extended bay window. Internal alterations to ground, first and second floor levels. Replace all existing windows (including 6 existing rooflights at second floor level).

Construction of a single storey extension to the side elevation, with related internal alterations 

  RECOMMENDATION: Permission is granted  

  1. (6) Duke Of York London Road Sayers Common Hassocks West Sussex BN6 9HY. DM/19/1316. 

Revised description: Retrospective application for a side bonnet dormer, amendment to internal layout to first and second floor to create 3 x one bed flats. Addition of pagoda to public house southern elevation to be used by clientele. 

  RECOMMENDATION: REFUSAL:  The development does not contain affordable housing. 

  1. (7) Nursery Cottage 2A Western Road Hurstpierpoint Hassocks West Sussex BN6 9TA. DM/19/1706. 

Division of site and erection of new 4 bedroom, 2 storey dwelling. Demolition of existing detached garage with replacement attached library/garage extension to existing property. 

RECOMMENDATION:  REFUSAL:  Contrary to  District Plan policy DP26 (Character and design), inappropriate scale, concerns about use of building other than as a single dwelling, loss of light and privacy to adjoin properties, highway access.   

  1. (8) South Lodge South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB. DM/19/1862. X2 Ash trees – reduce 3m, x2 Holly – reduce 5m, x3 Ash – remove.  

RECOMMENDATION: REFUSAL:  Application contains contradictory information about the number of Ash trees to be felled and whether there is risk of property damage.

Parish Council recommended full planning permission is required
