P&E20/21.082 Minutes of the Planning Committee meeting held on 4th February 2021: The minutes were agreed. Due to the Coronavirus the minutes will be signed by the Chairman at the next available opportunity.

P&E20/21.085 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048. The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed:

(1) South Lodge South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB. DM/20/3522. Replace a single storey garage and store with a new two storey garage with dormer windows and an attached bin store. Arboricultural report and tree protection plan received 08.02.2021.

P&E20/21.086 Planning applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

(1) Field to The South of New Way Lane, Randiddles Close, Hurstpierpoint, West Sussex. SDNP/21/00476/APNB.

Sussex Oak Barn with hip ends and traditional clay-tiled roof. Agricultural Prior Notification Building. One member of the public spoke in objection.

RECOMMENDATION: Permission is granted subject to the following conditions – Not to be used for residential or educational use without another planning application being submitted. Committee have concerns around site access particularly any access from the Highway.

(2) The Thatch Mill Lane Sayers Common Hassocks West Sussex BN6 9HN. DM/20/3822 Construction of a single storey rear extension, with internal alterations, and replacement porch. (Revised plans received 07.01.2021, 26.01.2021 and 02.02.2021) (Revised description agreed 01.02.2021). Listed Building Consent.

(7) Naldretts Farm Pookbourne Lane Sayers Common Hassocks West Sussex BN6 9HD. DM/21/0311. Removal of existing Atcost style agricultural buildings and replace with a new agricultural and equestrian facility, ancillary to the new replacement dwelling at Naldretts Farm

RECOMMENDATION: Permission is granted subject to the following – The new facility is not, in the future used for commercial purposes. Pookbourne Lane is designated a ‘quiet lane’ in the Neighbourhood plan. Agreement required from WSCC Highways & Access, MSDC Water, and MSDC Contaminated Land. Road Safety audit to be satisfactorily completed.

(8) White Oaks London Road Sayers Common Hassocks West Sussex BN6 9HT. DM/21/0283. Proposed outbuilding with a pitched roof, comprising home gym, office and shower room.

RECOMMENDATION: Permission is granted

(9) Bridgers Farm Langton Lane Hurstpierpoint Hassocks West Sussex BN6 9HA. DM/20/3882. Change of use from agriculture buildings to form flexible commercial use and associated external alterations to the buildings. Amended plans received 28/01/2021 revising red edged area of application site removing buildings 1 and 2 from the proposal, and the stable doors to building 4 to remain.

RECOMMENDATION: Refusal – Committee reiterate previous concerns over future use, which have not been addressed – Langton Lane is designated as a “Quiet Lane”, in line with this Council’s Neighbourhood Plan. A Class E classification gives a very wide range of potential usages for the buildings in question, many of which would be detrimental to Langton Lane, and a Quiet Lanes Policy. Satisfactory Traffic Survey is required

RECOMMENDATION: Permission is granted subject to a satisfactory noise assessment report and asbestos report submitted.

(15) Oak Tree St Georges Lane Hurstpierpoint Hassocks West Sussex BN6 9QU. DM/20/4625. Two storey side extension with associated internal alterations and reinstating integral garage and a new front porch. (Description updated 18.01.2021) (Revised plans received 23.02.2021)

RECOMMENDATION: Permission is granted
