RECOMMENDATION: Permission is granted.

RECOMMENDATION: Permission is granted.
P15/113.8. Wych House, Halton Shaws, Hurstpierpoint, BN6 9QR (DM/16/1468) Construction of a pair of semi-detached, two storey dwellings with associated landscaping works and new highway access.
RECOMMENDATION: Refusal – overlooking, over-development of the site, proximity to Conservation area currently being considered for extension which would include this site – Contrary to Neighbourhood Plan Policy Hurst C4 – Conservation Areas, new development. Unsuitable access.
P15/113.9. The Stables and Office, Pookbourne Lane, Sayers Common, BN6 9HD (DM/16/1555) Change
of use of office building to dwelling house. Occupation of dwelling house to be tied to cattery and fishery. Change of use of livery stables to cattery. Change of use of lake to fishery. Planning permission for changes of use to be for a 2 year temporary period. Erection of 2.6m high fence.
RECOMMENDATION: Refusal. – Contrary to Neighbourhood Plan Countryside Policy Hurst C1 – conserving and enhancing character; and Aim 1 – Quiet lanes; MSDC Policies C12 and C13 (c)
P15/113.10. Land rear of 66-76 College Lane, Hurstpierpoint (DM/16/1560) Application for the approval of all reserved matters following outline application 14/03969/OUT for the demolition of buildings associated with car repair and commercial nursery, and erection of two no. detached dwellings. Minor amendments to the designs permitted under DM/15/5073.
RECOMMENDATION: Permission is granted.
P15/113.11. Sussex House, 23 Cuckfield Road, Hurstpierpoint, BN6 9RW (DM/16/1565) Application to determine whether prior approval is required for the change of use of existing office to form 7 dwellings.
RECOMMENDATION: A Full Planning Application is required although the committee would recommend refusal due to the significant lack of Parking and loss of Employment.
P15/113.12. Garden Cottage, New Way Lane, Hurstpierpoint, BN6 9RB (SDNP/16/00902/HOUS) Barn to rear of Garden Cottage (amendments to permission ref SDNP/14/01923/HOUS).
RECOMMENDATION: Permission is granted.

(WSCC/016/16/HP) Erection of combined heat and power plant kiosk.
RECOMMENDATION: Permission is granted.
P15/114. MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P15/114.1. Granted: The Committee noted permissions granted by MSDC:
- (a) Hornsdene Farm, Pookbourne Lane, Sayers Common (DM/16/0714) Application for determination as to whether prior approval is required for the change of use of 2 agricultural buildings to become 2 no. independent residential units. This application does include building operations necessary to convert the buildings to residential use.
HP&SCPC RECOMMENDATION: A full planning application is required although the committee would recommend refusal as the application would be contrary to Neighbourhood Plan Policies: Hurst C1 Conserving and enhancing character, Hurst C3 Local Gaps and preventing Coalescence and Countryside Aim 1 Quiet Lanes.
- (b) Windmill Nursery, High Hatch Lane, Hurstpierpoint (DM/16/0753) Application for determination as to whether prior approval is required for the change of use of an agricultural building to become a residential dwelling (C3 use class), to provide separate independent accommodation for elderly relatives.
HP&SCPC RECOMMENDATION: A full planning application is required although the committee would recommend refusal as the application would be contrary to Neighbourhood Plan Policies: Hurst C1 Conserving and enhancing character, Hurst C3 Local Gaps and preventing Coalescence and Countryside Aim 1 Quiet Lanes.
- (c) 173 and 175 High Street, Hurstpierpoint (DM/15/4805) Remove and replace chimney with stock brickwork as original. (d) Ribbetts House, Trinity Road, Hurstpierpoint (DM/15/5057) Creation of new crossover and 9 no. new parking spaces.
Conversion of communal area into new 1 bedroom/2 person flat.
- (e) 3 Network, Telecommunications Mast BN0026, Bullfinch Lane, Hurstpierpoint (DM/16/0800) Upgrade of electronic communications installation including 15m monopole with 3 no. shrouded antennas, 2 no. 300mm diameter dish antennas, 2 no. equipment cabinets and ancillary works.
- (f) Northbrooks, Danworth Lane, Hurstpierpoint (DM/16/1146) Proposed agricultural road.
HP&SCPC RECOMMENDATION: Refusal – insufficient grounds to support Agricultural use. Unattractive and detrimental to the Countryside.
- (g) Land South of A2300, Burgess Hill (DM/16/0007) Reserved matters application for landscaping only, relating to planning permission 13/01618/OUT.
- (h) Butchers Barn, High Street, Hurstpierpoint (DM/16/1164) 1 Silver Birch to front of house – reduce canopy by up to 1.5m in radial spread. 1 Silver Birch in rear garden – reduce canopy by up to 1.5m in radial spread.
- (i) Firs Trees, 3 The Nook, Sayers Common (DM/16/0843) Demolition of existing bay window and its pitched roof. Construction of a single storey extension with lean to pitched roof and formation of a patio adjacent to extension.

District Plan 2016: Following a consultative meeting with MSDC on 27 January 2016, the Clerk has written to the District Council, on the instruction of the Chairman, Vice-chairman, and chairmen of Planning Committee and the Strategic Planning Working Group. The letter refers to a commercial in confidence report on the District Plan proposals for a Science and Technology Park and the contents remain confidential at this stage.
