MINUTES of the meeting of the Planning Committee on Thursday 18 July 2019 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P19/014 Minutes of the Planning Committee meeting held on 20 June 2019:    The minutes were received and accepted by the Committee and signed by the Chairman.  

RESOLVED:  The Minutes of the meeting of 20 June 2019 are adopted. 

P19/015 Matters arising from the Meeting of the Planning Committee held on 20 June 2019:  There were no matters arising.  

P19/016 Adjournment for questions from the public: The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak.  There were no members of the public present. 

P19/017 Planning applications – Committee decision:  The Committee considered the following and made RECOMMENDATIONS to the Planning authority: 

  1. (1) Pook Barn Pookbourne Lane Sayers Common Hassocks West Sussex BN6 9HD. DM/19/1972. 

Retrospective application for demolition of barn and erection of a four bedroom dwelling 

      RECOMMENDATION: Permission is granted   

  1. (2) Northbrooks Danworth Lane Hurstpierpoint Hassocks West Sussex BN6 9LW. DM/19/2208. Erection 

of first floor side/rear extension for use as an annex ancillary to the main dwelling. 

    RECOMMENDATION: Permission is granted

DM/19/2236. Demolition of existing buildings and erection of a two bedroom dwelling house.       RECOMMENDATION: Permission is granted  

  1. (5) 16 Layton Fields Close Hurstpierpoint Hassocks West Sussex BN6 9YH. DM/19/2241. Single storey rear extension (amendments to plans 03.07.2019). 

      RECOMMENDATION: Permission is granted   

  1. (6) Little Park Farm Marchants Close Hurstpierpoint Hassocks West Sussex BN6 9UZ. DM/19/2344. 

Application for determination as to whether prior approval is required for the change of use of an agricultural building to 4 dwelling houses and for associated operational development. 

      RECOMMENDATION: Prior approval is required. To measure potential impact on the conservation area. Refer to refused application DM/19/0824

Demolition of existing single storey and two storey elements. Construction of single storey and two storey extensions to the side elevation with internal alterations and associated minor hard and soft landscaping works. (Amended plans and description 25.06.2019)  

      RECOMMENDATION: Permission is granted

DM/19/2540. Variation of condition 2 of planning permission DM/15/1982 (allowed on appeal ref: 

APP/D3830/W/15/3139204) to substitute Drawing no. 429.03B (in place of 429.03A) showing the development that has been implemented.

  RECOMMENDATION: Permission is granted  

  1. 11) 155A High Street Hurstpierpoint Hassocks West Sussex BN6 9PU. DM/19/2657.Change of use from 

Retail (A1) to residential (C3), including alteration to front elevation. 

This item was removed from the agenda, while MSDC Planning await further documents in order to validate the application. 

  1. 12) Land South Of A2300 Gatehouse Lane Goddards Green West Sussex. DM/19/2641. Employment 

development comprising up to 40,695sqm (Class B1(b), B1(c), B2, and B8) with ancillary offices, car parking and associated infrastructure. Access to be determined. 

 RECOMMENDATION: Permission is granted – Strongly recommend that measures are taken to discourage HGV’s over 7.5 tons from turning left at the exit to Cuckfield Road.    Pedestrian access from the Bus Stop on A2300 to the proposed Units on the west side of the Development needs to be improved. 

  1. 13) 16 Fairfield Crescent Hurstpierpoint Hassocks West Sussex BN6 9SF. DM/19/2676. Hip to gable loft conversion with rear dormer to create first floor. 

  RECOMMENDATION: Permission is granted  

  1. 14) 10 Brown Twins Road Hurstpierpoint Hassocks West Sussex BN6 9XT. DM/19/2674. Proposed twostorey extension to front/side. Two new high level windows to west elevation of first floor Master Bedroom. 

  RECOMMENDATION: Refusal – over development of site, loss of privacy, un-neighbourly 

  1. 15) Brushwood Farm Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/19/2316. 

Demolition of existing conservatory with part single storey/two storey side extension, including new rear facing dormer. Single storey infill extension between garage building and property with garage converted and additional internal alterations. 

  RECOMMENDATION: Permission is granted  

  1. 16) 66 Wickham Hill Hurstpierpoint Hassocks West Sussex BN6 9NP. DM/19/2678. Loft alterations including enlargement of existing dormer. 

  RECOMMENDATION: Refusal – un-neighbourly 

P19/018 Street Naming: 

The committee is asked to consider a request from MSDC Street Naming Officer. New dwellings on the site of Filberts, Albourne Road (DM/16/4861).  The developer has put forward a proposed street name of Filberts.  Please can you consider this along with any of your own suggestions. 

  RESOLVED: The committee agreed to a suggestion of ‘Fred Holman (Close?)’, after a WW1 hero from the village.
