MINUTES of the meeting of the Planning Committee, held on Thursday 16th January 2020 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint.

P19/062 Minutes of the Planning Committee meeting held on 19th December 2019: The minutes were received and accepted by the committee and signed by the Chairman as a true record:   

P19/063 Matters arising from the meeting of the Planning Committee held on 19th December 2019: There were no matters arising.  

P19/064 Adjournment for questions from the public: The Committee agreed to adjourn the meeting in accordance with Clause 1(d) of Standing Orders to allow members of the public to speak. One member of the public present.  

P19/065 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048.  The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed: 

(1) 18 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QW. DM/19/5104. Replace existing 

conservatory with oak framed structure.  This is an application to establish whether the development is lawful.  This will be a legal decision where the planning merits of the proposed use cannot be taken into account. 

  RECOMMENDATION: No comment  

  1. (2) 53 College Lane Hurstpierpoint Hassocks West Sussex BN6 9AD. DM/19/5169. Beech (T1) – reduce crown by 1.5m 

  RECOMMENDATION: Permission is granted

 RECOMMENDATION: Refusal – Significant number of trees to be felled, in a conservation area, without reasonable justification.

DM/17/4462 to amend the proposed equipment and layout. 

  RECOMMENDATION: Permission is granted – in line with Environmental Protection Team comments.

Removal of condition 4 relating to planning application DM/19/1837 requiring the proposed window to be obscured.  RECOMMENDATION: Permission is granted

Beech Tree (T10) – Remove Holly  from root/ stem junction. Beech (T) Reduce crown all over by 2 metres, Oak Holm (T) Create Monolith with 3 stems to 4 meters. Oak (T15) Reduce individual  branches to create a 2 metres clearance of phone mast.

P19/066 Planning applications – Committee decision: The Committee considered the following and made 

RECOMMENDATIONS to the Planning authority: 

  1. (1) 2 Pine Tree Close Hurstpierpoint Hassocks West Sussex BN6 9AX. DM/19/5105. 2 storey side extension  RECOMMENDATION: Permission is granted   
  1. (2) Pond Lye Barn Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/19/5106. 

Proposed two storey side extension to enable internal reconfiguration of existing dwelling and the addition of a car port with home office above and front porch. One member of the public spoke in objection. 

  RECOMMENDATION: Refusal – DP26 – Character & Design. No Heritage Report to measure impact on the historical features of the original 17th century barn, No Conservation Officer report, no drainage report. 

  1. (3) 34 Manor Gardens Hurstpierpoint Hassocks West Sussex BN6 9UG. DM/19/5159. Widen current concrete single driveway to a double driveway to a total size of 6.2 x 5.5meters. 

  RECOMMENDATION: Permission is granted  

(4) 34 Manor Gardens Hurstpierpoint Hassocks West Sussex BN6 9UG. DM/19/5160. Retrospective application for fence to replace boundary wall and bushes, 28ft (8.5m) length and 6ft (1.8m) height. 

  RECOMMENDATION:  Refusal  

  1. (5) Primrose Cottage St Georges Lane Hurstpierpoint West Sussex BN6 9QU. DM/19/5048. Change of use of existing outbuilding to ancillary annexe. 

  RECOMMENDATION: Refusal – DP12 – Development in the countryside. DP28 – Accessibility. Lack of detail regarding drainage and internal configuration.  

  1. (6) Southdown Cottage 145 High Street Hurstpierpoint West Sussex BN6 9PU. DM/19/5209. Retrospective 

application for ground and first floor extensions, including addition of chimney stack, replacement brickwork wall to rear side boundary, re-rendering to all elevations along with amended soffit detail, replacement timber windows to front & flank elevations, 3 Velux roof lights removed from West roof slope and replaced with 2 conservation roof lights, glazed panel removed from East roof slope and replaced with 1 conservation roof light. Cllr Machan declared a personal interest. Chair – Cllr Lank. 

      RECOMMENDATION:  Permission is granted – Subject to deadlines for completion of work, enforcement in the event of non-compliance.  

  1. (7) Goddard Green Sewage Treatment Works Cuckfield Road Haywards Heath RH17 5AL. 

WSCC/002/20. Construction and operation of a sludge cake barn, polymer dosing kiosk, LV distribution kiosk and steam boiler house. Cllr Machan resumed the chair. 

      RECOMMENDATION: Permission is granted  

(8) 76 Willow Way Hurstpierpoint Hassocks West Sussex BN6 9TJ.  DM/20/0003. Erection of a new 3 storey, 

3 bedroom detached house. 

      RECOMMENDATION: Permission is granted  

(9) Flat 4 Halton Lodge Halton Shaws Hurstpierpoint Hassocks West Sussex BN6 9QR. DM/20/0002. Conversion of an existing garage into accommodation to provide a second bedroom and bathroom, with single storey extension to two internal facades of the rear courtyard 

      RECOMMENDATION: Permission is granted

P19/068 Street Naming: The Street Naming & Numbering Officer at MSDC has requested that the Parish Council start work on the naming and numbering for the new development at Reeds Lane, creating 7 new streets and 120 new homes. 

(Ref: Postal Site Layout).                                                                        

 RESOLVED: It was agreed that a final decision would be taken at the upcoming Council meeting on 23rd January 2020.
