MINUTES of the meeting of the Planning Committee, that would have been held Thursday 16th April 2020 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint. Due to the Coronavirus the Committee was asked to submit comments via email or telephone to the Chairman by 4pm on 15 April 2020 for consideration and onward submission to Mid Sussex District Council/SDNPA. 

P19/085 Apologies for absence and declarations of interest: Due to the Coronavirus the meeting was not held in person. There were no declarations of interest. 

P19/086 Minutes of the Planning Committee meeting held on 19th March 2020: Due to the Coronavirus the previous minutes were not reviewed and will now be considered at the next meeting of the Committee and if agreed will be signed by the Chairman at the next available opportunity.   

P19/087 Matters arising from the meeting of the Planning Committee held on 19th March 2020: There were no matters arising.  

P19/088 Adjournment for questions from the public: Due to the Coronavirus and the meeting not being held in public, there was no adjournment. 

P19/089 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048.  The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed: 

  1. (1) Heath Veterinary Clinic 9 High Street Hurstpierpoint Hassocks West Sussex BN6 9TT. DM/20/1006 Group of 3 Sycamores (G1) – Reduce the crowns by approx. 5 metres and the lateral spread by approx 3 metres. 

RECOMMENDATION: Permission is granted  

  1. (2) 132 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TB. DM/20/0938. Demolition of existing rear WC/store and alterations to form new window and rear sliding patio doors construction, with associated internal alterations 

RECOMMENDATION: The committee recommend permission be granted 

  1. (3) Land To The West Of St Paul’s Catholic College On The West Side Of The A2300 Goddards Green 

West Sussex. DM/20/1034. Display of 1 non illuminated advertisement panel. Revised application to 

DM/18/3314 to increase the height by 1.5m 

RECOMMENDATION: Permission is granted  

  1. (4) Hurstpierpoint College College Lane Hurstpierpoint Hassocks West Sussex BN6 9JS. DM/20/1120. 

New drainage laid to the existing outfall to watercourse, from MH SMH8 as part of the works to the Swimming pool approved ref DM/18/4015 to demonstrate a lawful start of the works. This is an application to establish whether the development is lawful. This will be a legal decision where the planning merits of the proposed use cannot be taken into account. 

RECOMMENDATION: No comment  

  1. (5) Barn Southwest Of Pakyns House Bullfinch Lane Hurstpierpoint West Sussex. DM/20/1145. Prior notification for the proposed change of use from an agricultural barn to storage unit. 

RECOMMENDATION: Notification noted, however the Council are concerned about road safety and access and the use of the building in terms of noise and pollution 

  1. (6) 175 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9RT. DM/20/1227. Single storey rear extension, conversion of garage with new pitched roof. 

RECOMMENDATION: Permission is granted  

  1. (7) Pond Lye Barn Cuckfield Road Ansty West Sussex RH17 5AL. DM/20/1230. Two storage sheds. 

RECOMMENDATION: No comment 

  1. (8) Whistlers Abberton Field Hurstpierpoint Hassocks West Sussex BN6 9QD. DM/20/1248. Cypress (T1 and T2) reduce height by 2.5m. Plum (T3, T4 and T5) reduce crown by 1m. 

RECOMMENDATION: Permission is granted 

P19/090 Planning applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority: 

  1. (1) Land West Of Burgess Hill Between The A273 And A2300 Burgess Hill West Sussex. DM/20/0254. Reserved Matters application for DM/18/5114 – the first phase of the Western Link Road, comprising the construction of a new all-movements roundabout on the A273 Jane Murray Way, a single-carriageway 7.3metre wide highway link with two 3-metre shared footways/cycleways and two 2.75-metre verges, connecting to the A2300 via a new all-movements roundabout, junction to the UKPN electricity substation, junction  to future employment uses, zones for two minor junctions, signalised crossing points, earthworks, surface water and foul drainage infrastructure, utilities corridors, lighting, and landscaping. Amended plans and updated supported documents received 17th March 2020 detailing amendments including the extension of the southern boundary of the site to accommodate increased drainage basins and inclusion of bridleway on north side of A2300. 

RECOMMENDATION: No further comment 

  1. (2) New House Farm Twineham Lane Twineham West Sussex RH17 5NP. DM/20/0876.  

A proposed 30 x 30 metre earth bunded farmyard manure store, concrete access apron and creation of a cross fall for drainage improvements previously approved under DM/16/5277. 

RECOMMENDATION: The Council are concerned about the implications of 2,100 extra lorry movements on Reeds Lane, a relatively narrow road that is already heavily used by similar vehicles. We recommend that strict conditions are put in place to minimise the impact of additional movements 

  1. (3) Feathers Of Hurstpierpoint 155 High Street Hurstpierpoint West Sussex BN6 9PU. DM/20/0961. 

Division of existing ground floor shop to form ground floor shop to the front and a one bedroom flat to the rear, including a small single storey extension/porch to side elevation. 

RECOMMENDATION: Permission is granted 

  1. (4) 126C High Street Hurstpierpoint Hassocks West Sussex BN6 9PX. DM/20/0980. Replacement and front extension of the existing windows and doors to shopfront, to include repositioning of entrance door and new fascia sign. Provision of awning over shop window 

RECOMMENDATION: Refusal – in-line with the Conservation Officers report. Contrary to DP 35 

  1. (5) 163 High Street Hurstpierpoint Hassocks West Sussex BN6 9PU. DM/20/0448. Consent to insulate the internal walls of outbuilding in the back garden, replace the wooden door at front like for like and replace rear doors with UPVC glass doors. Listed Building Consent. RECOMMENDATION: Permission is granted  
  1. (6) 4 South Avenue Hurstpierpoint Hassocks West Sussex BN6 9QB. DM/20/0930. Single storey rear extension, first floor extension over existing ground floor. (Revised plans received 31.03.2020) RECOMMENDATION: Permission is granted 
  1. (7) 7 Chestnut Grove Hurstpierpoint Hassocks West Sussex BN6 9SS. DM/20/1210. Part two storey, part single storey side extension. 

RECOMMENDATION: Permission is granted 

  1. (8) Big Edgerley Barn College Lane Hurstpierpoint Hassocks West Sussex BN6 9QY.DM/20/1212. 

Retrospective application for a link extension connecting the converted Barn and the converted Cart Lodge. RECOMMENDATION: Permission is granted  

  1. (9) Cobbs Croft Chalkers Lane Hurstpierpoint Hassocks West Sussex BN6 9LP. DM/20/1215.  Demolition of existing single storey rear extension and erection of new two storey rear and single storey side extension. 

RECOMMENDATION: Permission is granted 

  1. (10) Kingsland Laines Reeds Lane Sayers Common Hassocks West Sussex BN6 9JG. DM/20/1079. Variation of condition 5 relating to planning application DM/18/4331 to replace the wording of the condition. 

RECOMMENDATION: No comment  

P19/091 MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.
