P&E22/23014 Adjournment for questions from the public: Members considered whether to adjourn the meeting in order to receive questions from members of the public in attendance. Two members of the public present, who spoke in support of DM/22/1616.

The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed. All applications were considered under the ‘7’s’ due to there being no Vice-Chair present.
P&E22/23016 Applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

(6) Land East Of Hurst Wickham Barn College Lane Hurstpierpoint Hassocks. DM/22/1616. Erection of 1 No. detached, two storey dwelling house with timber framed detached, two storey garage, including new access and entrance gates (amendments to implemented planning permission DM/17/0948 [as extended by DM/20/3713). One member of the public spoke in support.
RECOMMENDATION: Our recommendation is that MSDC should give permission subject to the removal of all permitted development rights on the property.
(7) 9 Marchants Road Hurstpierpoint Hassocks West Sussex BN6 9UP. DM/22/1724. Partial demolition of existing workshop to rear of detached garage. Construction of a single-storey kitchen extension to the rear elevation. Construction of a single-storey Porch/WC extension to the front and side elevations. Associated hard and soft landscaping works.
RECOMMENDATION: Our recommendation is that MSDC should give permission
(8) 3 Hillside Brighton Road Hurstpierpoint Hassocks. DM/22/1075. Proposed replacement of side patio doors with new sash window, new single storey side extension and new single storey rear extension. (amended planning statement 09/05, amended proposed plans 31/05)
RECOMMENDATION: Our recommendation is that MSDC should give permission subject to approval by the Conservation Officer.
(9) Mid Sussex District Council Trinity Road Car Park Trinity Road Hurstpierpoint West Sussex. DM/22/1839. Sequoiadendron giganteum – Arbortrack REF: 09QU – Section fell down to as close to ground level as possible and remove stump.
RECOMMENDATION: Our recommendation is that MSDC should give permission. The committee would like to propose that a section of stump is retained and a carving produced, with the assistance of St Lawrence School to put forward ideas.

RECOMMENDATION: Our recommendation is that MSDC should give permission
(13) 4 Hurstbeech Close Hurstpierpoint Hassocks West Sussex. DM/22/1958. Single storey rear extension, conversion of garage loft space to form new office with 2 new dormer window. New dormer window and 3 new roof lights to existing loft.

(14) St Lukes Roman Catholic Church Cuckfield Road Hurstpierpoint West Sussex. DM/22/1979. Proposed change of use of place of worship to 1 dwelling with external changes to fenestration plus removal of a section of the existing roof to create a garden area.
RECOMMENDATION: Our recommendation is that MSDC should give permission. Subject to a condition that DP25 has been fulfilled – the applicant has demonstrated that there isn’t a ‘community use’ for the building.
The building is a valued local asset with a long history as a community building, mission hall and church dating back to 1926.
(15) Land to West Of Goldcrest Drive Sayers Meadow Sayers Common West Sussex. DM/22/2012. Erection of a 2 storey, 66 bed care home for older people with associated access, car parking and landscaping.
RECOMMENDATION: Our recommendation is that MSDC should refuse the application. We reiterate our previous comments – In line with the concerns previously raised by the Parish Council: We believe that the parking provision remains inadequate, given the number of Care workers and other Staff that are required and for whom transport other than by private car will be difficult. The public transport provision to/from Sayers Common is not equipped to cater for the needs of this type of employer. Whilst acknowledging the Plan for the dispersal of Rainwater, this will add to the burden on the Public Sewer Network. Rather than “one in a hundred year” occurrences, flooding in Sayers Common happens frequently. Our Neighbourhood Plan H1 requires that any development must enhance the flood and drainage management in the village. We do not consider that this development meets that requirement.

Proposed works to include remove and replace all existing living room windows, doors, glazed roof and ancillary structures with face brickwork, bifolds, windows and flat roof with roof lanterns. Extend timber decking. Remove shed at side of house and erect 2 no lean-to timber structures for home office and potting shed. Install side facing window to north face. Enlarge existing porch. Install wood burner chimney flue
