MINUTES of the meeting of the Planning Committee on Thursday 14 January 2016 held at 8.00 pm in the Village Hall, Sayers Common.

P15/075.  Apologies for Absence and Declarations of Interest: There were no apologies receivedprior to the meeting.Tony Lank and Rodney Jackson declared a personal interest initem P15/080.3 – Land at Little Park Farm (DM/15/4736). 

P15/076.  Minutes of the Planning Committee meeting held on 3 December 2015:  The Committee received and accepted the minutes which were then signed by the Chairman.  

P15/077.  Matters arising from the Meeting of the Planning and Environment Committee held on 3 December 2015:  There were no matters arising.  

P15/078.  Adjournment for questions from the public:  The Committee agreed to adjourn the Meeting in accordance with Clause 1(d) of Standing Orders, in order to receive questions from members of the public.  A member of the public spoke in connection with item P15/080.6. (Land Adj. to 31 Hassocks Road, Hurstpierpoint DM/15/4984).   A member of the public spoke in connection with item P15/080.5. (White Horse Lodge, Furzeland Way, Sayers Common (DM/15/4720). 

P15/079.  Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P15/036:  The Committee noted the following:   

P15/079.1.  6 Marchants Road, Hurstpierpoint, Hassocks, West Sussex, BN6 9UT (DM/15/4991):  Erection of white PVCu framed conservatory to rear. 

RECOMMENDATION: Permission is granted.  

P15/079.2.  8 St Lawrence Way, Hurstpierpoint, Hassocks, West Sussex, BN6 9SH, (DM/15/5000):  

Retrospective planning application for rear loft conversion. 

RECOMMENDATION: Permission is granted.  

P15/079.3.  15 Fairfield Crescent Hurstpierpoint Hassocks West Sussex BN6 9SF (DM/15/4924):  

Demolish existing garage. Single storey front extension with internal garage.  

RECOMMENDATION: Permission is granted.  

P15/079.4.  31 The Grange Hurstpierpoint Hassocks West Sussex BN6 9FD (DM/15/4960): Single storey 

rear extension  

RECOMMENDATION: Permission is granted.  

P15/079.5.  9 Randiddles Close, Hurstpierpoint BN6 9BG (DM/15/4690):  Single storey side extension.   RECOMMENDATION: Permission is granted.  

P15/079.6.  3 High Street, Hurstpierpoint BN6 9TT (DM/15/4737):  (T1, 3 and 4) Conifers – fell; (T2) Bay – fell.   RECOMMENDATION: Permission is granted.  

P15/079.7.  Carys, West Furlong Lane, Hurstpierpoint BN6 9RH (DM/15/4792):  (T1) Leyland Cypress – fell; 

(T2) Magnolia – reduce and reshape crown by 2 metres.   The Committee were advised that MSDC had granted permission.   

P15/079.8.  36 College Lane, Hurstpierpoint, Hassocks, West Sussex, BN6 9AQ, (DM/15/5053):  Norway 

Maple (T1) fell 

RECOMMENDATION: Permission is granted.  

P15/079.9.  Ashurst, Abberton Field, Hurstpierpoint, Hassocks, West Sussex, BN6 9QD (DM/16/0035):  

Plum Tree – Remove limb overhanging garage in garden of Whistlers, Abberton Field, Hurstpierpoint. 

RECOMMENDATION: Permission is granted.  

P15/079.10. 12 Kemps, Hurstpierpoint, Hassocks, West Sussex, BN6 9UF, (DM/15/5089):  Single storey side extension. 

RECOMMENDATION: Permission is granted.  

P15/080.  Planning applications  – Committee decision:  The Committee was askedto consider the following and make RECOMMENDATIONS to the Planning authority: 

P15/080.1.  New Way Cottage 38 New Way Lane Hurstpierpoint Hassocks West Sussex BN6 9FE 

(DM/15/4925):  Proposed two dormers located on the rearroof slope. Discussion took place on the impact of the dormers which were facing into the National Park.  Concern was expressed that an additional window, overlooking the neighbouring property, was shown on the side extension, for which permission had not been granted in the previous application.   

RECOMMENDATION:  Refusal.  (Side window overlooking property, impact of dormers on views from National Park)  

P15/080.2.  The Spinney, 59 Wickham Hill, Hurstpierpoint BN6 9NR (DM/15/4779):  Retrospective application to demolish existing timber garden shed and aluminium greenhouse and erect a new timber framed greenhouse (3.56m x 2.99m on plan, height 3.16m to ridge) on adapted base in same location.   

RECOMMENDATION: Permission is granted.  

P15/080.3. Land At Little Park Farm Hurstpierpoint West Sussex (DM/15/4736):  Reserved matters application for details of the appearance, landscaping, layout and scale following outline permission 12/04141/OUT for the construction of 140 dwellings with associated access, parking and amenity space. (Description and address amended 17.12.2015)   Discussion took place and the Committee asked that MSDC consider a number of matters before granting permission. 

RECOMMENDATION:  MSDC are asked to consider the following before granting permission:   

  1. (a) Housing Mix:  confirmation that 42 units are affordable, as defined by MSDC housing policy.   
  2. (b) Affordable housing should be spread throughout development.  
  3. (c) Roads and Infrastructure: should be adopted by WSCC Highways Authority.  Roads to should be constructed to full highway standards.   
  4. (d) Paths and tracks:  Should be designed for cycles, cycle route from Iden Hurst to Marchants Close.  
  5. (e) Drainage:  Clarification is required about surface water drainage from west to east across the development, as the topography does not make it clear.  
  6. (f) Construction Traffic:  A Traffic Management Plan should ensure that all construction traffic uses the temporary access at all times.  The Parish Council asks that it is given the opportunity of commenting on the Plan prior to approval.    

P15/080.4. Land North Of Highfield Drive Hurstpierpoint West Sussex: (DM/15/4945):  Relocate arising’sfrom proposed development site to proposed country open space to create low landscaped earth mound.  It was noted that the Parish Council will be the land owner and the methodology of construction will be subject to the Council’s prior agreement.   

RECOMMENDATION: Permission is granted.   

P15/080.5. White Horse Lodge, Furzeland Way, Sayers Common BN6 9JB (DM/15/4720):  Erection of 8 detached dwellings, creation of new access road from B2118 and associated landscaping and parking, following the demolition of White Horse Lodge.   

RECOMMENDATION: Refusal.  Contrary to the following Neighbourhood Plan policies:  

C3 Local Gaps and Preventing Coalescence,  

H1 (a) Enhance the existing Settlement Pattern of the village,  

H1 (c) Sayers Common, can enhance flood and drainage management in the village,  

H3 Sayers Common housing sites,  

H6 Housing sites infrastructure and environmental impact assessment,  H7 Affordable Homes H8 Small dwellings.  

P15/080.6. Land Adj. to 31 Hassocks Road, Hurstpierpoint, Hassocks, West Sussex, BN6 9QJ, 

(DM/15/4984):  New detached dwelling house.  Concern was expressed about the vehicular access within the constrained site.   

RECOMMENDATION: Refusal.  Contrary to MSDC Local Plan Policy H3(f) – the provision of carparking and vehicle manoeuvring. 

P15/080.7. Unit 5 And Site North of Unit 7 Valley Farm Reeds Lane Sayers Common Hassocks West 

Sussex BN6 (DM/15/4629):  Proposed new light industrial unit followed by demolition of existing light industrial unit. Amended address and description 11/12/2015.  

RECOMMENDATION: Permission is granted.  

P15/080.8. Ribbetts House, Trinity Road, Hurstpierpoint, West Sussex, BN6 9XE, (DM/15/5057):  Creation of new crossover and 9 no. new parking spaces.  Conversion of communal area into new 1 bedroom/2 person flat. RECOMMENDATION: Permission is granted.  

P15/080.9. 1 The Acorns, Sayers Common BN6 9JW (DM/15/4820):  Single storey rear extension, two-storey side extension and porch.  

RECOMMENDATION: Permission is granted.  

P15/080.10.  Land Rear Of 66-76, College Lane, Hurstpierpoint, West Sussex, (DM/15/5073):  Application 

for the approval of all reserved matters following outline application 14/03969/OUT for the demolition of buildings associated with car repair and commercial nursery, and erection of two no. detached dwellings. 

RECOMMENDATION: Permission is granted.  

P15/080.11.  Dapps, New Way Lane, Hurstpierpoint BN6 9BD ((SDNP/15/06450/HOUS):  Erection of detached garage and ancillary building.   

RECOMMENDATION: Refusal:  Contrary to Neighbourhood plan policies C1 – Conserving and enhancing character, new development in the countryside; C2 – South downs National Park, new development.   

P15/081.  MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted.) P15/081.1. Granted: The Committee noted permissions granted by MSDC: a) 8 Western road, Hurstpierpoint (DM/15/4089):  new single storey porch.  

  1. b) 63 college Lane, Hurstpierpoint (DM/15/4320):  Maple and Lime tree – thin both by 20% 
  2. c) Potters, Pompers Lane, Hurstpierpoint (DM/15/4877):  Non material amendment to application DM/15/1241, front porch. 
  3. d) 72 Wickham Hill, Hurstpierpoint (DM/15/2728):  single storey rear extension.  
  4. e) 27 Dunlop close, Sayers Common (DM/15/4505):  Trees.   
  5. f) 1 Wolstonbury Close, Hurstpierpoint (DM/15/4029):  Single storey side extension, conversion of garage.   g) 3 High Street, Hurstpierpoint (DM/15/4281):  Trees.  

h) 70 College Lane, Hurstpierpoint (DM/15/3996):  Front dormer, 2 and single storey rear extensions.   

P15/081.2. Refused:  The Committee noted refusals by MSDC:    

  1. a) Hornsdene Farm, Pookbourne Lane, Sayers Common (DM/15/4160):  Change of use prior approval for conversion of 2 agricultural buildings to independent residential units.   
  2. b) Wellesley house, Manor road, Hurstpierpoint (DM/15/4301):  non-material amendment to application 13/00330 retain number of units but reconfigure of ease of existing site constraints.  

P15/081.3. Appeals: The Committee noted the lodging and results of appeals: None notified.  

P15/082.  Development off Highfield Drive – street naming request: The Committee was asked to offer a suggested name for the single street as part of the development of 17 new dwellings off Highfield Drive (MSDC Ref: 

14/01515/FUL) The developer has suggested ‘Hurst Avenue’, however MSDC have advised against this due to there already being a ‘Hurst Gardens’.  An email from a resident requesting the use of Leyton Fields was received by the Committee and a discussion took place. It was decided the resident be contacted requesting the full name of the individual the street is to be named after in accordance with the Committees preference of using full names when it comes to street naming around the Parish.  (Ref: MSDC email 14 Dec 2015 – New Street Name: Development off Highfield Drive;   Email 14 Jan 2016 – land north of Highfield Drive). 

RESOLVED:  The Committee agreed to the use of the full name of the individual surnamed Sayers, subject to the agreement of the family concerned.
