DRAFT MINUTES of the meeting of the Planning Committee, that would have been held Thursday 7th May 2020 at 8.00 pm in the Village Centre, Trinity Road, Hurstpierpoint. Due to the Coronavirus the Committee was asked to submit comments via email or telephone to the Chairman by 5pm on Tuesday 5th May 2020 for consideration and onward submission to Mid Sussex District Council/SDNPA. 

P19/092 Apologies for absence and declarations of interest: Due to the Coronavirus the meeting was not held in person. There were no declarations of interest. 

P19/093 Minutes of the Planning Committee meeting held on 16th April 2020: Due to the Coronavirus the previous minutes were not reviewed and will now be considered at the next meeting of the Committee and if agreed will be signed by the Chairman at the next available opportunity.   

P19/094 Matters arising from the meeting of the Planning Committee held on 16th April 2020: There were no matters arising.  

P19/095 Adjournment for questions from the public: Due to the Coronavirus and the meeting not being held in public, there was no adjournment. 

P19/096 Planning applications delegated to Committee Chairman and Vice-Chairman in accordance with Minute P17/048.  The following Applications were reported to the Committee and the Recommendations to the Planning Authority agreed: 

(1) 1 Chestnut Grove Hurstpierpoint Hassocks West Sussex BN6 9SS. DM/20/1293. T1 Hornbeam – reduce crown by 2 metres. 

RECOMMENDATION: Permission is granted  

P19/097 Planning applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority: 

(1) 130 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TBDM/20/1265. Proposed roof conversion including two rear flat roofed dormers and two conservation styled rooflights to front roof slope. 

RECOMMENDATION: Permission is granted  

(2) 100 Western Road Hurstpierpoint Hassocks West Sussex BN6 9TB. DM/20/1290T1 Oak – reduce crown by up to 2 metres. Trees in a Conservation Area.  

RECOMMENDATION: Permission is granted 

(3) 66 Nursery Close Hurstpierpoint Hassocks West Sussex BN6. DM/20/1325. Erection of two storey side and rear extension with the addition of dormer windows 

RECOMMENDATION: Permission is granted 

(4) Fieldside Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QW. DM/20/1305. Implementation of DM/17/2039. Lawful Development Certificate –Existing 

RECOMMENDATION: Permission is granted 

P19/098 MSDC Planning Decisions: (All as HP&SCPC recommendation, except where noted. 

(1) Granted: The Committee noted permissions granted by MSDC: 

a) 119 Cuckfield Road Hurstpierpoint Hassocks West Sussex BN6 9RS. DM/20/0864. Two storey pitched roof side extension. 

b) Heath Veterinary Clinic 9 High Street Hurstpierpoint Hassocks West Sussex BN6 9TT. DM/20/1006. Group of 3 Sycamores (G1) – Reduce the crowns by approx. 5 metres and the lateral spread by approx 3 metres. 

c) Land To The West Of St Paul’s Catholic College On The West Side Of The A2300 Goddards Green West Sussex. DM/20/1034. Display of 1 non illuminated advertisement panel. Revised application to DM/18/3314 to increase the height by 1.5m. 

d) 19 And 21 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QH. DM/20/0968. T1 Western Red Cedar – Reduce in height by approximately 4.5 metres. Install cobra brace from main trunk to limb extending towards road and pavement. T2 Silver Birch – Reduce in height by approximately 3.5 metres. Reduce lateral branches all around by approx. 1-5 to 2 metres. T3 Western Red Cedar (Front of 19 Hassocks Road) Remove x1 low limb over drive entrance. 

e) Pond Lye Barn Cuckfield Road Ansty Haywards Heath West Sussex RH17 5AL. DM/20/0879. Single storey front and side extension. Two storey detached car port. 

f) Hampton Lodge 2 Hassocks Road Hurstpierpoint Hassocks West Sussex BN6 9QN. DM/20/0906. T1: Conifer remove to ground level. T2: Sycamore over wall, remove to ground level, damaging wall. T4: Yew over drive way, remove limb going into Holy, reduce remaining south side by 2m. T8: Leaning Conifer remove to ground level. T11: Remove 4 Conifer to make space for replanting lower screening. T12: Sycamore, reduce canopy by 3m. T14: Reduce height of Conifer by 1.5 – 2 metres. T17: Conifer leaning, remove to ground level. T19: 2 Hazel stands coppice, reduce Sycamore directly over top of Liquid Amber to allow Liquid Amber to grow. 

g) 14 Iden Hurst Hurstpierpoint Hassocks West Sussex BN6 9XZ. DM/20/0865. Single storey front and rear extensions. Garage conversion to create playroom, utility and storage area.

(a) The Old Barn, Southbrooks Farm, Danworth Lane, Hurstpierpoint, BN6 9LW. AP/19/0087. Demolition of existing buildings and erection of a two bedroom dwelling house. Appeal dismissed. 

P19/099 – Northern Arc Street Naming – The committee is asked to consider and comment on the attached street naming consultation from Mid Sussex District Council 

RESOLVEDWhilst Hurstpierpoint and Sayers Common Parish Council agree with the proposed name ‘West End Avenue’ we suggest that consideration be given to ‘West End Farm Avenue’ to reflect the history of the area.
