MINUTES of the meeting of the Planning Committee held on Monday 3rd February 2025 at 7.30 pm in the Hurstpierpoint Village Centre.

P24/25078 Apologies for Absence: Apologies were received and accepted from:  Cllr Sarah Baldey, Cllr Barry Forster and Cllr David Evans

P24/25079 Declarations of Interest: Cllr Helen Bedford declared a non-pecuniary interest in the Land at Mill Lane Sayers Common, DM/25/0045.       

P24/25080 Minutes of the Planning Committee meeting held on 6th January 2025: The committee reviewed the minutes, and it was: RESOLVED: That the Committee AGREED the Planning Committee minutes of 6th January 2025.

P24/25081 Matters arising from the Meeting of the Planning Committee held on 6th January 2025. There were no matters arising.

P24/25082 Adjournment for questions from the public: Members agreed to adjourn the meeting to receive questions from members of the public in attendance.   There was one member of the public in attendance that spoke in support of 4 High Street, Hurstpierpoint, DM/24/3060.

P24/25083 Applications – Committee decision: The Committee considered the following and made RECOMMENDATIONS to the Planning authority:

1)           135 College Lane, Hurstpierpoint. DM/24/3125 Proposed two storey side and rear extension and alterations.

RECOMMENDATION: The committee’s recommendation is that MSDC should give permission.

2)           17 Nursery Close. Hurstpierpoint.  DM/24/3130 Proposed single storey rear extension.

RECOMMENDATION:  The committee’s recommendation is that MSDC should give permission.

3)           83 Cuckfield Road, Hurstpierpoint.  DM/24/3107: Proposed works include the demolition of the existing rear single storey extensions; the development of a single storey rear and side extension at ground floor level; the installation of skylights to the ground floor extensions; the demolition of the existing rear and side dormer extensions at roof level; the development of a hip to end gable roof extension; the development of a replacement rear dormer extension to the rear roof slope; the installation of two operable skylights to the front elevation roof slope.

RECOMMENDATION: The committee’s recommendation is that MSDC should give permission.

4)           4 High Street, Hurstpierpoint.  DM/24/3060 Proposed new cladding to front elevation first floor. Car port and opening through garden wall at rear. 

RECOMMENDATION: The committees recommendation is that MSDC should give permission on the basis that:

  • Too much emphasis has been placed on the materials as they are in keeping with the character of the property and the property has been sympathetically renovated.
  • The committee have no objection to the car port being a replacement to the wall that is in disrepair and due to lack of parking.

5)           Hurstpierpoint College, College Lane Hurstpierpoint. DM/25/0063 Proposed construction of a first floor extension and access stair at the northern end of the new swimming pool building. Accommodating two classrooms, staff office and ancillary accommodation.

RECOMMENDATION: The committee’s recommendation is that MSDC should give permission.

6)           5 College Lane, Hurstpierpoint. DM/25/0078  Proposed single storey rear extension.

RECOMMENDATION: The committee’s recommendation is that MSDC should give permission.

7)           Land at Mill Lane Sayers Common. DM/25/0045  Planning in Principle to develop an area of land to five residential dwellings.

RECOMMENDATION: The Committee’srecommendation is that MSDC should refuse the application.  Due to the following:

  • Concerns around access onto and off the land from Mill Lane on safety grounds.
  • Noise pollution from the A23 if the woodland is removed.
  • Concerns for the wildlife corridor being destroyed.
  • Historical refusal for housing this site.

8)           Playing Fields North of Headmasters House and Westfield, Hurstpierpoint College, College Lane Hurstpierpoint.  DM/25/0128 Proposed sports pavilion to many weathers playing field.

RECOMMENDATION:  The committee’s recommendation is that MSDC should give permission.

9)           Hurstpierpoint College, College Lane, Hurstpierpoint. DM/25/0117 Proposal to upgrade the lighting infrastructure by installing energy efficient LED ClearFlood units on existing lighting posts within the car park.

RECOMMENDATION:  The committee’s recommendation is that MSDC should give permission if the lighting is more energy efficient and if it reduces directional, overall glare and light pollution.

10)        7 White Close Hurstpierpoint DM/25/0175 Proposal for garage conversion, loft conversion and internal alterations.

RECOMMENDATION: The committee’s recommendation is that MSDC should give permission.

P24/25084 Information Items – Tree Applications. The committee noted the following applications:

1) Fairhaven, Abberton Field, Hurstpierpoint. DM/24/3121 Trees in a Conservation Area Proposal: 1 x Oak – Fell.

RECOMMENDATION: MSDC objected to this proposal on 31.01.25.

2) 17 High Street, Hurstpierpoint. DM/25/0037 Trees in a Conservation Area Proposal: T1 Holly – Fell. T2 Macrocarpa – Fell.

RECOMMENDATION: The committee’s recommendation is refusal unless there is justification for felling which is supported by the Tree Officer.  

3) 36 College Lane, Hurstpierpoint. DM/25/0121 Trees in a Conservation Area proposal: Beech – fell.

RECOMMENDATION: The committee’s recommendation is refusal unless there is justification for felling which is supported by the Tree Officer.

  7. 26 Gothard Green way, Goddards Green. DM/24/3000 Certificate of lawfulness of proposed use or development for class e(g)(iii) light industrial use together with secondary class e use of kart track and associated car parking
