Committee Members are summoned to attend the Meeting of the Finance, Governance & Estates Committee to be held on Thursday 18 June 2026 at 7.30pm at Hurstpierpoint Village Centre.  Members of the public have a right to and are invited to attend the meeting.

2. Declarations of interest: To note any declarations of interest. 

3. To elect the Vice-Chair of the Finance, Governance & Estates Committee for the following year:  To receive nominations and elect a Vice-Chair of the Committee for the following year.

4. Minutes of the previous meeting of the Finance, Governance & Estates Committee: To receive and adopt the minutes of the 14 May 2026 Finance, Governance & Estates Committee meeting.

5.         Adjournment for questions from the public: To consider adjourning the meeting in accordance with Standing Orders, to receive questions from members of the public. 

  • 6.         Parish Council Financial Monitoring for Month 2 (May 2026): To note:

6.1       Payments of £275,533.23 Ex VAT).  Payments include £70,172 for the South Avenue drainage and resurfacing works, £15,134 for the final payment for the Reeds Lane Play Equipment, £12,650 for the April salaries and £6,812 for the annual water bills.

6.2       Receipts of £84,987.50 (VAT N/A).  Receipts include an £80,000 transfer from the savings account.

6.3       Bank Reconciliations.

6.4       Balance Sheet.  

6.5       Nominal Ledger.

6.6       Income and Expenditure. 

6.7       The funds held in CCLA shares (AAA Rating) on 31 May 2026 are £116,810.85.

6.9       To consider the renewal offer from the Cambridge and Counties Bank which matures on 24 June 2026.

7.         Village Centre Financial Monitoring for Month 2 (May 2026): To note:

7.1          Payments of £2,455.48 (VAT N/A). This includes the annual water invoice £600.13.

7.2          Receipts of £8,316.60 (VAT N/A).

7.3          Bank Reconciliations.

7.4          Balance Sheet.

7.5          Income and Expenditure.

7.6          Bank accounts held are i) CAF Cash Current Account with 0.2% interest; and ii) CAF Gold Savings Account with 1.55% interest.  Maturity dates do not apply.

8.         Parish Action Plans:  To review the Committee Action Plans for 2026/27.

9.         Hurst Meadows Working Group: To note the minutes of the Hurst Meadows Working Group on 7 May and 4 June 2026.

10.       Cleaning Contract: To consider a briefing note setting out options for the future cleaning of Court Bushes Community Hub, the Village Centre and the public conveniences and make a recommendation to Council.

11.       Court Bushes Decorating Quotes: To consider a briefing note setting out quotes for the redecoration of the whole of the interior of Court Bushes Community Hub.

12.       Cemetery Management Plan:  To consider a briefing note setting out a draft plan for the management of the various areas of the South Avenue Cemetery and the Lower Churchyard at the Holy Trinity Church.

13.       Petanque Management Plan:  To consider a briefing note setting out a draft plan for the management of the pétanque area in Reeds Lane Recreation Ground.

14.       To note any further information items, correspondence received or requests.

The Committee is asked to RESOLVE that in view of the confidential nature of the following items, the press and public be excluded under section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.

Confidential Matters:

15.       Sovereign Compensation Offer:  To consider the compensation package offered by the contractor, in light of the complaint regarding the installation of the Reeds Lane Play Equipment.

Protocol for filming and recording at public meetings:  The Council has a protocol for public filming, recording and photography at its meetings, which is available on the Council’s website or on request at the Parish Office.
