P17/065.1. The Stables, Pookbourne Lane, Sayers Common, BN6 9HD (DM/17/4270) construction of fish stock pond adjacent to main fishery lake.
RECOMMENDATION: Permission is granted.
P17/065.2. Land Parcel to the rear of Lyndon, Reeds Lane, Sayers Common (DM/17/4448) outline
application for residential development to provide up to 27 one, two, three and four bedroom dwellings and 2 self/custom build plots (use Class C3) and GP Surgery (use Class D1) with all matters reserved except for access and demolition of Lyndon. (ref Briefing Note – The old brickworks application 22 Nov 2017) A presentation was delivered by the developer and questions were taken. The Committee expressed concern over the drainage and flooding issues in Sayers Common. RECOMMENDATION: Refusal – with reference to the Planning Statement (including Statement of Community Involvement) prepared by DMH Stallard, dated October 2017, paragraph 3.9 ‘it is noted by the case officer and recommended that an application should wait until the appeal decision at Kingsland Laine (ref 12/01540/OUT). Hurstpierpoint and Sayers Common Parish
Council support the case officer’s recommendation in this matter.
Further our recommendation for refusal is that the application is contrary to Neighbourhood Plan Policies:
Hurst H3 – Sayers Common Housing Sites and
Hurst H6 – Housing sites infrastructure and environmental impact assessment
P17/065.3. Wearmaster House, Malthouse Lane, Hurstpierpoint, BN6 9LA (DM/17/4462) proposed
variation of condition 1 of planning application DM/17/0572 to amend the layout of the development (second amendment).
RECOMMENDATION: Permission is granted.
P17/065.4. Hurst Wickham Barn, College Lane, Hurstpierpoint, BN6 9AD (DM/17/4601) erection of 6 no. new build dwelling houses (C3) and associated works.
RECOMMENDATION: Refusal – Unsustainable. The site is within the countryside and the local gap and it is contrary to the following Neighbourhood Plan Policies:- Hurst C1 – conserving and enhancing character.
Hurst C3 – Local Gaps and preventing Coalescence
Hurst C4 – Conservation Areas
Hurst H1 – Hurstpierpoint and Sayers Common new housing development

The Committee agreed with Mid Sussex District Councils decision to refuse the previous application and considered the reasons given for refusal also apply to this application.

RECOMMENDATION: Permission is granted.
P17/065.6. East Lodge Farm, Malthouse Lane, Hurstpierpoint, BN6 9LA (DM/17/4445) Lawful Development Certificate for the permission granted under planning reference 07/03319/FUL to remain extant and the continued development of the site as a lawful existing operation.
RECOMMENDATION: No Comment.
P17/065.7. Paddock Cottage, Albourne Road, Hurstpierpoint, BN6 9ES (DM/17/4455) the demolition of the existing attached dwelling and the erection of two detached dwellings together with a driveway and associated hard and soft landscaping works.
RECOMMENDATION: Refusal – Change the character of the area. Contrary to Neighbourhood Plan Policy Hurst C1 – conserving and enhancing character. Hurst C4 – Conservation Areas.
P17/065.8. Goddard Green Sewage Treatment Works, Cuckfield Road, Ansty, RH17 5AL (DM/17/4051) development of a 37.5MW standby power generation facility.
RECOMMENDATION: Permission is granted.
P17/065.9. Land Parcel at 527951 115880 (part of Former Geers Nursery Site) Brighton Road, Hurstpierpoint (DM/17/4324) variation of condition 2 relating to planning application DM/17/1026, to allow the amendment of approved plans as follows – to increase the ridge height of the roof of the dwelling from 6m to 64m to 6.6m and 7.2m respectively, to remove the proposed roof light to the north east elevation and insert a dormer window, to remove three of the four proposed roof lights to the south west elevation and to insert a dormer with an obscure glazed window, to add two obscure glazed roof lights and a sun tunnel to the south east elevation, to add a single obscure glazed roof light and a sun tunnel to the north west elevation.
RECOMMENDATION: Refusal – Over development, Unneighbourly, overlooking.

Removal of 4 no. trees adjacent to the side and rear boundaries.
RECOMMENDATION: Permission is granted.

P17/067. Land Parcel to the rear of Lyndon, Reeds Lane, Sayers Common (DM/17/4448) (ref Briefing Note
– The old brickworks application 22 Nov 2017) The Planning Committee was asked to note the briefing note and if planning permission were to be subsequently granted, to agree that the Parish Council would enter into negotiations as a participant in the s106 Agreement, subject to satisfaction on ongoing management, costs and liabilities. The Committee discussed the developers offer to grant the nature reserve area to the Parish Council and expressed some concerns over the following issues – soil contamination from the old brickworks, flooding and whether there would be any benefit to public ownership of the land.
RESOLVED: The Committee agreed to continue discussions as potential signatories to an s106 agreement as the development progresses.
