Members are summoned to attend the Community Engagement Committee Meeting to be held on Thursday 3rd November 2022 at 7.30pm in the Conference room in the Village Centre. Members of the public have a right to and are invited to attend the meeting.

1. Apologies for Absence: To receive and accept apologies for absence.

2. Declarations of interest: To receive and record any declarations of interest.

3. Minutes of the Previous Meeting of the Community Engagement Committee: To receive and adopt the minutes of the 11th August 2022 Community Engagement meeting.

4. Adjournment for Questions from the Public: To consider adjourning the meeting, to receive questions from

members of the public in accordance with Standing Orders.

5. Hurstpierpoint Fire Station: Recent fires in the community has raised concerns with the crew members on how best it is to engage with the community, particularly the more vulnerable. The committee is asked to discuss with the representative from Hurstpierpoint Fire Station on their issues and concerns and ways the Parish Council may be able to help.

7. Community Initiatives and projects:

7.1 Budget Monitoring: To receive the budget monitoring report for the Committee.

7.2 Draft Budget 2023/24 for F&G: To review and assess the Committee’s budget requirements for 2023/24 and submit the detail to the Finance & Governance Committee.

RECOMMENDATION: The committee AGREE to present the Draft Community Engagement budget to the Finance & Governance Committee in November.

7.3 Review of Action Plan: The committee is asked to review V4 of the action plan which contains updates as discussed in the Community Engagement meeting held on the 11th August 2022. The committee is also asked to discuss the briefing note outlining a proposal to change the action plan format.

RECOMMENDATION: The committee AGREE to adopt V4 of the Community Engagement Action Plan.  The Committee AGREE to creating a new version of the action plan in May each year and archiving the status updates in a separate document that will always be available to refer back to if required.

7.4 High Street Update: A verbal update will be brought by Cllr Bedford and Cllr Ranger.

7.5 Networking Meeting:  The committee are asked to note that a meeting was held on the 22nd September 2022 with Mid Sussex Voluntary Action to discuss a networking event in January 2023. The Networking event will be organised for the 26th January 2023 by the Assistant Clerk.

7.6 Hurstpierpoint Village Centre Action Plan: The committee is asked to discuss possible actions from the report including the Clerks proposal.

RECOMMENDATION: The committee AGREE to the proposal as set out in the email from the Clerk and AGREE to action the points.

7.7 Annual Parish Meeting 2023: An Events Working Group meeting was held on the 4th October 2022 to discuss concepts for the Annual Parish Meeting in May 2023.

RECOMMENDATION: The committee AGREE to holding the next Annual Parish Meeting at the Village Centre focusing on a volunteering theme and building on the success of the last two years.

7.8 Youth Provision Meeting: A meeting was held on the 18th October 2023 to discuss the Youth Offer in the parish.

7.9 Hurst Meadows Volunteer Group: The Chair will brief the committee on the work of the volunteer group.  

7.10 Hurstpierpoint Food Bank: The Chair will brief the committee on a meeting held on the 20th October 2022.

8. Publicity: The Committee is asked to note the following:

8.1 Communication: A communication meeting was held on 20th October 2022 between the Chairman, Clerk, Chair of Communication and the Assistant Clerk. The Chair will brief the committee.

8.2 Website: Regular updates and maintenance of the website is carried out by the Parish Office to ensure all our policies, reporting and financial information is up to date. The Hurst Meadows page now has available the Orchard Booklet and the Allotment page has a newly produced allotment map showing all the plots and the size of the plot.

8.3 Social Media: The Facebook page continues to grow and is regularly used by the Parish Office. The page currently has 790 followers.
